
The Moscow headquarters of the opposition Alexei Navalny published an investigation into fraud in the market for the repair of the capital's tram tracks, which was actually captured by Putin's friends - businessmen Arkady and Boris Rotenbergs. They managed to get contracts for billions of rubles.
It turned out that for many years, StroyService, related to the Rotenberg brothers, was the only participant in the competition for the conclusion of an agreement on the reconstruction of tram tracks in Moscow and won 11 auctions for more than 4 billion rubles without any competition. According to the authors of the investigation, the Moscow budget lost at least 713 million rubles due to the fact that the Rotenberg family controlled the entire multi -billion dollar market for the repair of tram tracks.
Navalny’s headquarters reports that the new Vityaz-M trams, which cost almost 100 million rubles, leave the rail every week. Over the year, 50 such cases have already been recorded, writes The Insider .
Due to the danger of the gathering and damage to trams in many areas, their speed is limited to 20 km per hour, and in separate areas - up to 5 km/emergency. At the same time, the mayor's office regularly invests money in repair and laying out ways. The authors of the investigation believe that Mosgortrans accepts and pays for poor-quality work because of the monopoly company Putin's Friends, which no one wants to cross the road.
Seven months ago, another company began to participate in the auction - Inzhtalant, which "also has influential owners." This is the first competitor that appeared at the StroyService monopolist, and because of this, the price of the auction fell by 17%immediately, although it had never declined by more than 0.1%before. According to the headquarters of Navalny, StroyService LLC through a network of other companies is associated with Translom LLC. This company is interesting in that it has become a monopolist in the purchase of written off military equipment and scrap. The head of the Ministry of Defense Sergei Shoigu personally developed a draft Decree of the President of the Russian Federation, according to which the Ministry of Defense is obliged to sell the entire scrap without competing the company "Translom", the headquarters of Navalny claim. According to RBC , a company can earn at least 2.8 billion rubles in the year in ferrous scrap trade.
Recall that Arkady Rotenberg takes 39th place among 200 richest businessmen of Russia according to Forbes with a fortune of $ 2.6 billion. He owns one of the largest contractors receiving state orders - Stroygazmontazh. Rotenberg also owns shares in the company "Minimaturation" and in "SMP Bank". The businessman is ranked in the near circle of Russian President Vladimir Putin, with whom he was familiar in his school years, engaged in the Sambo and Judo section. In 2014, the EU and the United States brought Rotenberg to the sanctions lists, including due to the proximity to Putin.
