According to Zakharov, one of the protocols was drawn up for a leaflet calling for people to come to the rally, and the second for the announcement of the rally published on his VKontakte page. The activist was accused of campaigning before the rally had been approved by the authorities. Zakharov insists that approval for the rally was not necessary, since it was to take place in Hyde Park.

The third protocol against Zakharov was drawn up for “calling for an unplanned rally.” The materials of the administrative case contain correspondence from Zakharov on VKontakte, in which he says that if the cars move too close to each other, the authorities will consider the column to be a rally.

Zakharov believes that they want to initiate a case against him for repeated violation of the procedure for holding a public event (Article 212.1 of the Criminal Code) for three administrative violations within six months.
