
On the eve of the 30th anniversary of the withdrawal of the Soviet troops from Afghanistan (February 15, 1989), the State Duma plans to “recognize the insolvent and lost force” the resolution of the Congress of People's Deputies of the Supreme Soviet of the USSR of 1989 on the moral and political conviction of the decision of the Soviet troops Afghanistan in December 1979.
The Russian parliamentarians met the resolution project, presented in the past Wednesday by the deputy-communist Kharitonov (with the filing of the Patriotic faction of United Russia), by violent applause. Literally like this: "The State Duma considers it necessary to recognize ( Decree of 1989 - V. Sh. ) Not relevant to the principles of historical justice."
“In this matter, we must, first of all, be based on considerations of political impartiality, historical truth,” Kharitonov said. I completely agree: only an impartial historical truth to the court. Yes, and it is impossible to ignore well -known facts, citizens remember them as part of their life, regardless of the content of resolutions.
Decree of December 24, 1989, signed by Mikhail Gorbachev, was indeed a unique document. In its main paragraph 4 of the lines: “The congress of People’s Deputies of the USSR supports the political assessment given by the Committee of the Supreme Soviet of the USSR for international affairs on the decision on the commissioning of Soviet troops into Afghanistan in 1979 and believes that this decision deserves moral and political condemnation.”
Only a year earlier, the jurisprudence of Landyx in the documentary "Is it easy to be young?" I represented the young veteran as an image of half forbidden.
The resolution appeared when the provincial authorities still knocked down the words “died in Afghanistan” from the tombstones, which some parents dared to knock out on obelisks - the fact of the death of the deputy Kharitonov considered the death of this war secret.
In the days of this congress, the film crew of Vladimir Bortko who had already removed the “dog’s heart” (today he cursed that period of his work) landed in Tajikistan, looking after a nature for the “Afghan break” (16+). For my taste, this is the only work of such a force about the Afghan war, where talent, artistic and historical truth joined so happily.
And all that their parents were so afraid to send their children to the army were recognized at the state level.
But it was no longer possible to admit - some of the patients with hepatitis were under 400,000. Countless societies of the “Afghans” were breed throughout the country.
Clause 4 of that resolution directly reflected this situation: “To entrust the Council of Ministers of the USSR to develop a state program aimed at resolving issues related to the arrangement of life and life of former military personnel and other persons who were part of the contingent of Soviet troops in Afghanistan, as well as families of the dead soldiers.”
Again Kharitonov: “We, the State Duma deputies, bow to their courage, stamina and patriotism and, for our part, will make all the necessary efforts to ... veterans of the war in Afghanistan ... we have received well -deserved recognition from the state, as well as social support measures in the required volume.”
In the required volume, it is 2,850 rubles 26 kopecks designed to replace free treatment, sanatoriums and movement throughout the country. At least they send me just so much.
Not newly -minted patriots, namely the Gorbachev government thereby by the decree of 1989, which the State Duma decided to condemn, created a state program for supporting veterans. At one time, Lenin predicted that the New World War will begin when a generation leaves the scene, remembering the horrors of the First World War. Indeed, the parents of those who died in Afghanistan and their combat comrades are no longer young, and the deputies who will approve the Afghan war on February 15 as a politically correct and fair act, the calculation of young generations who do not remember her, and are not seriously interested. We have never had a state program for collecting the memoirs of veterans, which operates at all universities of the United States (an incredible massif was accumulated in the war in Vietnam).
But the knowledge accumulated by society will still not allow the opinion of the so -called common people:
This is not the capture of Crimea and 112 people who died in Syria in three years.
And everyone who has Internet access can easily find there the historical truth that deputy Kharitonov and his associates to combat history are filled. There is no doubt that a lot of politically impartial questions will be asked by our deputies until the 30th anniversary of the withdrawal of troops. I’ll ask something about something.
The draft resolution states that the decision on the commissioning of Soviet troops to Afghanistan was made in full accordance with the norms of international law, "according to the agreement on friendship, good neighborliness and cooperation between the USSR and the Democratic Republic of Afghanistan, taking into account the requests of the Afghan leadership of that time about the direct Soviet intervention in the conflict." The dictator of Afghanistan Hafizulla Amin really repeatedly asked the USSR to introduce troops and help him in the fight against the opposition. It is known, including from the words of the participants in the assault of the Presidential Palace, that in response, our special forces on December 27, 1979 overthrew the government in one night, so asking us for help.
President Amin was shot (there was an order not to take him alive), and at the same time his son. The daughter was wounded.
Gentlemen, the text of the same agreement on friendship and cooperation did not provide for such situations. And Babrak Karmal, put on the throne, was not what was not part of the country's leadership, he did not even live in Afghanistan. And what kind of peace treaty can the overthrow of the government with the help of a secret operation? Apparently, these are the authors of the draft Duma resolution and call it "in full accordance with the norms of international law."
What did this war lead to?
Colonel General Boris Gromov, the last commander of the 40th Army answered in his memoirs slyly: they did not win, and did not lose. Without discussing the problem with any expert in Afghanistan, the Politburo of the Central Committee of the CPSU decided to introduce troops into the country. After the invasion, the Soviet army never controlled more than 40% of the territory of Afghanistan. And the fact that the United States is controlled today by 15%, weak consolation - it was necessary to know who they contacted.
Before the introduction of troops, Tsarist Russia and the USSR for many decades maintained the most friendly relations with Afghanistan and in any village of USSR citizens were very warm, thousands of evidence. All these efforts went to dust on the night of December 27, 1979.
We have restored more than half of the population against ourselves. The neighbor was a friend, became an enemy.
We woke up a monster of Islamic fundamentalism, from which the whole baptized world is shaking today. It was in Afghanistan that the future founder of the Al-Qaeda prohibited in Russia Ben Ben Laden took the first steps along this path (with the support of Western intelligence services). From this focus, the fire crossed from the lower head to the top fell.
The expenses for the war were catastrophic for the USSR crisis.
Deputies can easily find photos of steel rusty stripes of tens of thousands of units of burned equipment on the roadsides of Afghan roads. And the path to the economic collapse of the Soviet Union so dear to their deputy heart began on December 12, 1979, when the secret note “To the Regulation in“ A ”was written at the Politburo dacha.
If the war, who turned the friendly neighbor into the enemy and the bridgehead of terrorism for decades ahead, took away 15,000 lives of our military, left 53,753 wounded (of which 10,751 disabled people) did not reach a single goal set by the Politburo, undermined the economy, from the beginning to the end did not have any positive political prospects, then this is a terrible political mistake, worse than the crime.
After all, I didn’t even say a word about the losses of the civilian population in the civil war in Afghanistan, where we so recklessly, of ideological reasons, stood on one of the parties. And, of course, such a war deserves moral and political condemnation for all times.
You can accept any resolutions - you can’t redo the story, and human memory is still alive.
