
The demolition program “Five -story and dilapidated residential development” was conceived under Yuri Luzhkov in 1998. The reconstruction provided, in particular, the demolition of two quarters in Kuntsev with 37 five -story buildings in 1960 of the construction. The project stalled for several years - residents say that the authorities could not find a suitable developer. However, in 2017, the program was finally launched, the Moscow Urban Planning Commission did this already under the leadership of Sergei Sobyanin.
Residents themselves do not remember how the first time they learned that their houses would be demolished.
They say that “as usual, some rumors in the entrances went,” and then they saw invitations to meet with representatives of the PIC group. In the winter of 2017, they filed a lawsuit in the Moscow City Court, but the court ruled-the land on which five-story buildings are sold and did not belong to residents, which means they do not have rights to it, therefore, their apartments can be taken away by offering something new.
In November, people living on Ivan Franco Street began to notice stretch marks with an announcement of the construction of a skyscraper right in their yard. It turned out that the structure of the peak group - CJSC Monetchik puts the starting house as part of the reconstruction program in the square between three five -story buildings. It looks like this: three meters from the front door in the entrance of a residential building is a concrete block: the construction of the “skyscraper” unfolds here.

Residents prepared for the possible arrival of tractors and organized round -the -clock duty in the courtyard - they carried food, hot tea, even set up tents. And on November 12, the day of the start of construction came - the equipment entered the courtyard, and the workers began to install concrete blocks around the perimeter of the square. But the inhabitants did not leave the tent camp and continued on duty. On Sunday, November 18, a police outfit and several dozen employees of the security company (Chopovtsev) have already arrived in the courtyard. There is a lot of videos on the Web, where you can see how the Chopovtsy apply power in relation to people so as not to let them into the yard, and by force they pour out for fences. Eight people took to the station, they drew up protocols on disobedience to the requirements of police officers. Among the detainees was the 70-year-old woman Svetlana Shapova. In the department, she sat for more than 6 hours, residents complain that she did not even allow her to pass water. Meanwhile, the remaining in the square stood a “live shield” against construction machines, one woman even fell in front of the tractor, so as not to let him into the territory.

On Monday evening, a politician Dmitry Gudkov, representatives of the peak, municipal deputies and residents arrived in Kuntsevo. We agreed to stop the construction, at least until the day of the meeting of the Supreme Court. “Residents are detained for going to take out garbage in their yard. So, with a bucket, and sent to the station, says Gudkov. -Behind the fence, in the void lit by spotlights, there are gloomy shadows in raincoats: this Chopovtsy guard the yard from the inhabitants. And it does not fit in my head that all this is happening here in Moscow, before our eyes. And not only happens - but can also occur at any time on any street in any area. ”
The official position of the peak is that most of the activists opposing the construction "are not related not only to specific houses that fall under the resettlement program, but even in general to the Kuntsevo district." The official community of the company on Facebook says: “Most of those whose houses are now preparing to resettlement are waiting for the move - after all, everyone understands that five -story buildings are morally outdated.”

We come to Kuntsevo on the day when the peak announces a temporary suspension of construction. At least until the day of the meeting of the Supreme Court is November 22. We approach the house 20 on Ivan Franco, where yesterday the inhabitants quarreled with the "Chopovtsy". Outwardly, this is similar a day later on the battlefield: the square is surrounded by construction shields and furnished with concrete blocks. None of the inhabitants are nearby, there is a patrol car and a gas storm. There, several “chopovites” are walking with flashlights in their hands, they are watching very carefully as soon as people begin to gather around us.
On the balconies there are posters “Peak - out of our yard”, and on the windows of the first floors sheets “first resettlement - then construction” are placed. The windows of the first floors look more than the old ones than the upper ones-the inhabitants tell us that there was no repair since the 60s.
We knock on where posters hang, but almost no one wants to communicate on the subject of construction. The girl looks out of the window: “I do not participate in this protest, only so - formally. I do not want a construction site, I want to move ”and shows a poster. Then we find out that many from the lower floors just want to resettle in new buildings, but they are afraid that this will not happen, and if they are relocated, then to other areas. However, now they are frightened most of all: right at the exit from the house it is not clear how much time the construction of a 26-storey building will be conducted.

Looking out of the window, only Tatyana Ivanovna agrees to talk to us, she just launches inside her red -haired cat, screaming in the cold. Tatyana Ivanovna “for” the resettlement, because the apartment is already old, and it will not be able to financially pull the repair of 18 thousand, and here “such, it would seem, is a profitable offer”. It only says that he does not want to breathe with a construction site, and when they move, no one says: “Immediately the taps will stand, they will shine at night, I have already prepared - special curtains were hanged. The Pikovtsy only told us: “So we built houses on Yartsevskaya and Molodogvardeiskaya .... We will move you there. But this is even another metro station. I have been living here for 30 years, some are more than forty. We have a green area, all the shops are nearby, where will I go? "
The friends of Nelly and Tatyana ask the same question - they, however, have better apartments, they are located on the upper floors. “I have worked here at school for 25 years,” Nelly says emotionally, “a native Muscovite. I don't need these painted towers. We have an individual building at home - 26 percent of wear - this is very few.
“To move from our house is how to change a mink fur coat to a new quilted jacket.”
Several more residents join our conversation, they say that they are already accustomed to all together in the evenings, even in dank weather, if only they would “tell more about how people are just taken away at home”.
Andrei Markov, the construction project, categorically states that he will not leave his apartment: “People invested money here, specially chose quarters, drowning in greenery, they have individual planning apartments. I have a good expensive built -in furniture, only the kitchen can cost around 30 thousand dollars. To my question, “how much will it cost?”, The peak answer me: “14 million”. I told them: "Multiply by three and then packing suitcases." They bet on people who are sitting here with rusty pipes. And there are people who have invested from two to three thousand dollars per square meter. ”
Markov says that he does not believe the promises of the developer about the best conditions. He assures that how the builder knows what cheap materials are used in new houses of the same.

Residents agree with each other that in their homes there are people who want and need to move because of the conditions, but even they began to suspect something amiss. According to them, the peak does not go on a direct dialogue and does not put the exact deadlines for relocation, so far only about the timing for the construction of the tower in the yard is two years.
In addition to Tatyana Ivanovna, who wants to leave, we also meet another woman - Galina Zhukova, who silently stands aloof from the protesting neighbors who came to us. She invites her in a tired voice to go to the first floor in the porch, where everything smelled of rotten pipes: “Now ask yourself the question: do we want to move? The woman asks. - I understand that this is a stick about the two ends, that you need to hear all people and those who want to stay in their homes. I don't know who to support. It is very sad that they cannot agree normally. ”
The meeting of the Supreme Court on the issue of the legality of the reconstruction program is being held on November 22. The defendant in the lawsuit is the Moscow government. Meanwhile, the head of the department of urban planning policy, Sergei Levkin, said that the peak has all the necessary documents in the hands, and the rallies taking place in Kuntsev are “aimed at attracting attention and“ inflating ”political issues.” All with whom we talked at the construction site in Kuntsevoy do not hope to win (in court), which means they are ready to continue to go out and defend themselves.
