Starting with the classic maxim “there is no money, but you hold on”, expressed by Prime Minister Dmitry Medvedev, civil servants and public figures serving power are increasingly saying what they really think. It turns out rudely and disappointing: an unspoken agreement between the authorities and citizens is violated, within the framework of which Russians are given benefits in exchange for non -interference in the affairs of officials. There was no money left - and the intervention began by itself.

The authorities of the authorities were unable to rebuild, therefore, they fall under the rink of public criticism after each of their sincere statements from their point of view. Each new public phrase becomes sharper - as if officials compete with each other. Context. At the end of September, the State Duma deputy from the Bryansk region, boxer Nikolai Valuev held an online conference on the Interskol website. Among the questions that came, there was a cry of the soul from a resident of the city of Leninsk-Kuznetsk Alevtina Makarova: “Hello, Kolya. It is unpleasant and even ashamed to live poor in rich Russia. That's all I wanted to say. ” In response, Valuev, walking, quoted the Soviet classic.

The most interesting thing began later. Valuev’s message was deleted (obviously, in many respects due to a violent public reaction), and he himself gave a prostrate comment that “if society decided to respond aggressively to Shukshin, what remains?” What the deputy Valuev had in mind for 2017, he did not explain more than 10 million rubles, but traditionally referred to the fact that his words were “pulled out of context”.

The Okhotnkova post caused a huge misunderstanding from other social activists. The essence of the dispute was that the subsistence minimum in the region in 2019 proposed to raise 288 rubles, and deputies insisted on raising 500 rubles. At the same time, the agency offers the low -income residents of Saratov to spend 3,500 rubles on the products.

Bondarenko proposed to put an experiment and live the minister with that kind of money. To this, Sokolova first stated that “our status does not allow you to slide”, and then issued one of the most memorable tirade of 2018. “I don’t eat meat for 20 years,” said Sokolova. - We need to use seasonal, our vegetables and fruits. The reckoning followed immediately: Governor Valery Radaev sent the minister to resign because he considered the reputation losses for the entire device too much. Deputy Nikolai Bondarenko conducted his experiment and lived for 3.5 thousand rubles for a month: he lost more than seven kilograms and for some reason went to the studio of the program “Time to tell” where the leading and invited guests almost produced him.

There is a feeling that you are with this official in the same fortress besieged by the Americans and Ukrainians. Now, in fact, stagnation, the effect of the annexation of Crimea has passed, geopolitics worries less and less. Therefore, words that yesterday would not attract attention cause a sharp and emotional reaction.

And they did not come from Austria, like Maria Antoinette in France. There are two interconnected points. Firstly, we have a gap between official propaganda and the real opinion of elites about what is good and what is bad. У них идет эмоциональное неприятие: «Вот я замечательный и умный, сделал карьеру и обеспечил семью, а ты чего ходишь ко мне?». Это входит в сильный резонанс с политкорректностью, требующей уважения к уволенным людям или к людям, зарабатывающим немного. А этого уважения нет. Но у врача, учителя и инженера тоже нет уважения к государственному служащему. Нет взаимного уважения.

Другой момент заключается в том, что в условиях стагнации (а у нас сейчас именно это) количество просьб растет, а количество денег уменьшается. Как говорил наш премьер-министр: «Денег нет, но вы держитесь».

Тема взаимного неуважения усугубляется и становится более эмоциональной.

Это похоже на вторую половину 80-х годов, когда у государства стало мало денег. К нему приходят люди, имеющие права и льготы, а государство ничего не может им дать. Отсюда эмоциональная реакция госслужащих. Когда стоял вопрос о льготах воевавшим в Афганистане, один чиновник сказал фразу, ставшую мемом: «Я вас в Афганистан не посылал».

Раньше к чиновникам претензии были не только в связи с хамством и грубостью, но и потому, что у чиновников были привилегии — возможность покупать товары в специальных магазинах: условный батон колбасы, исчезавшей из обычных магазинов. Это вызывало неприятие в бедно живущей стране. Сейчас неприятие тоже есть, но другого уровня: колбаса в магазинах есть, однако разрыв доходов между представителями элиты и населением резко увеличился. Речь уже идет не о батонах колбасы, а о том, что, например, чиновница Ольга Глацких поехала отдыхать на Сейшельские острова.

«Они просто оторвались от орбиты и никогда к ней больше не вернутся»

— Важно понимать, что подобные высказывания — это не новое и не изолированное явление. Это публичная манифестация уходящего представления о государстве. Мы часто говорим о патернализме применительно к гражданам, но из гражданского сознания такая картина мира постепенно уходит. Люди всё больше сознают, что государство никакой не родитель, распределяющий по доброте блага, а, напротив, чрезвычайно дорогостоящая для гражданина структура.

Счастливые времена перманентно растущих цен, очевидно, уже в прошлом. Государство, получающее львиную доходов от их экспорта и распределяющее средства по населению, тоже в прошлом. Сегодня государство требует всё больше — повышает налоги, сборы, платежи, тарифы. Недели не проходит без оригинальной идеи по изъятию денежных купюр из кошельков граждан. Одновременно государство снимает с себя социальные обязательства: повышает пенсионный возраст, снижает льготы и субсидии. Люди всё больше понимают, что налоговые сборы лежат на плечах работодателя: сами граждане не заполняют эту декларацию, не видят каждый год, как растет стоимость содержания дорогущего государства, которое в ответ ничего не даёт. Сложно не заметить рост коммунальных платежей, подорожание бензина или продуктов питания. Результатом постепенного отмирания патернализма и приходящего ему на смену раздражения становятся вот такие артефакты, которые мы видели, например, на региональных выборах этой осенью. Никакие административные усилия не помогли кандидатам от власти победить.

Причем патернализм работает в обе стороны: если у граждан это представление уже уходит, то госаппарат живёт в прежней логике раздающей блага петрократии. Мне кажется, что наши политики еще не понимают, что разговаривают с гражданами-налогоплательщиками, а не раздают милости подданным, как они привыкли думать. Они не понимают, что на дворе 2018 год, и каждое слово из тех, что еще вчера остались бы за закрытыми дверями, сегодня оборачивается для них большим публичным скандалом. Мы живем уже в другом, прозрачном мире.

Государство, которое содержит каждый гражданин, просто не работает — и люди это чувствуют.

Чиновники, которые живут в своем стеклянном доме, до сих пор существуют в парадигме «мы их содержим», на самом деле всё ровно наоборот.

Это пережиток, который люди чувствуют намного лучше, чем чиновники.

С ростом недовольства и финансовым неблагополучием люди всё больше сознают свою связь с государством, они осознают, что нет никаких «государственных денег»: если есть деньги, то это деньги, взятые из их кармана.

Это небыстрый процесс, происходящий далеко не последние полгода. Представление о том, что государственные средства будут гарантированы гражданам до конца жизни, постепенно уходит. При этом раздражение тем, как живут чиновники на деньги из кармана граждан, позволяя себе хамские высказывания, будет расти всё больше и больше — и это справедливо. Выборы в Приморском крае показали, что подобная реакция общества вполне может приобрести жёсткий характер.

Политики оторвались от реальности, а когда вы живете в другом мире, вы теряете ощущение связи с нормальной жизнью. Это понятный эффект: тебе кажется, что ты непобедим. Мне кажется совершенное очевидным, что они просто оторвались от орбиты и никогда к ней больше не вернутся, поэтому их время сочтено.

Чиновники живут в системе координат, где каждый ведет себя одинаково, более того: залог сохранения этой системы заключается во встраивании в эту систему. Они наверняка всё понимают, но по-другому действовать уже не могут, потому что это означало бы оторваться от этой системы, от этой кормушки.

Я не думаю, что это глупые люди, но тут как футболе: если вы играете за одну команду, и кто-то неправильно побежал, то вся команда подстраивается под этот маневр. Они ведут себя командно — их стратегия тоже командная.
