The TRUAL system of the FSIN provokes violence between the convicts: activists humiliate and torment, but they themselves become victims of cruel attacks

In early November, information about the rebellion in another Omsk colony appeared in the media and social networks-in IK-3 (in October IK-6 rebelled). The Federal Penitentiary Service (FSIN) in every possible way denied this: they say, nothing terrible, a household quarrel, just a prisoner-tuvinian cut someone. But it turned out that not just someone was injured, but the chief activist of the colony Vladimir Zhilin. It happened on the morning of November 8 on charging.

Trofim Uvarov (name and surname changed for security purposes) was released from IK-3 in November 2018:

“Directly on the parade ground in front of the on -duty part of the vein [Zhilin] clung to the chest, four wounds. This Tuvinets, his surname Kuupar, who was dusting him, was also in the fifth detachment. Zhilin had previously been a manager in the ninth adaptation detachment. ”

The adaptation was closed in early November. Apparently, they were waiting for some commission, and all the activists were scattered in different detachments. Zhilina - they sent a dangerous relapse to the fifth regime detachment. He stayed there just a few days, and it happened. Apparently, he was very mocking this Tuvan. He is sharpening him. Sharpowing on the industry, you see, did. But she was short. She lived healthy, fat. Why should he be thin, he doesn’t eat Balanda.

When he was dusted, everyone thought that he was soaked in a gully, and he survived. Now, they say, he is guarded by six cops from the chamber on the hospital.

Zhilin had a free movement in the camp when he was in adaptation. At any time of the day and nights, he could move around the camp where he wanted to go there. They gave him a call, his assistants could take cigarettes, tea from pensioners at the store. Zhilin had a separate Kubrick. He lived on a chic leg. There were no friends in the zone. What kind of friends can he have? In our opinion, in Zekovsky, he was considered a bastard, worked for the administration. He could beat, could piss ... Zhilin born in 1979, he has 8 years. He has article 111 hours 4 [“Intentional infliction of grievous bodily harm that caused death”]. He was greatly beaten by a man with a stick and a stool on the head. The man has an open head injury, cerebral edema, he died. Zhilin has been sitting in this colony for the fourth year. He has been sitting in this colony for the fourth year. He was promised parole, and therefore he made such reprisals.

All the daytime, activists who were in the fifth detachment, were beaten at that morning at the charge. Even at the first detachment, the convicted activist Tarasov was locked. It was a daydream of Zhilin in adaptation. He also mocked.

When all this happened, the employees quickly pulled everyone. And after that, activists were taken from the detachments and closed back to the ninth detachment so that they are separate from all, so that they would not be interrupted.

That day we were never taken to work. We just stood on a parade ground on the street for two hours. The weather was bad: damp, slush. The whole zone did not work that day.

When I was released, we were shot on camera and forced to say that we have no complaints about the asset or the administration. The colony officers were filmed.

I was shot by the ensign Eranasyan. If I said that I have claims to the administration, they would still be forced to say that I do not have. ”

Activist attacks are not uncommon for a modern criminal-executive system. The UIS system itself, built on the humiliation and oppression of some prisoners by others, provokes violence. The asset receives in the zone not only part of the official authorities of the colonies, but also the life of Malina instead of the punishment imposed by the court. Moreover, the FSIN employees select prisoners with a long time convicted of serious and especially serious crimes, sometimes extremely cruel and perverted, who, as they say, have nothing to lose. Here is just one example, after which it becomes clear that Zhilin was still very lucky.

Visiting the colonies of the Novosibirsk region and Tyvs this summer, I met two accomplices - Konstantin Schukin and Ruslan Shaikhutdinov, who cut off the head of the head of one of the colonies of the Irkutsk region Gennady Kozharya. A casing convicted of murders in his homeland in Moldova, but managed to somehow avoid punishment, ended up in Russia, where he killed six people, for which he was sentenced to twenty years in prison.

The 39-year-old Kozhukhar worked as a daytime in quarantine and, according to the prisoners, was the right hand of the head of the colony. By that time, he spent almost 13 years in the colony. From the administration, Kozhukhar received a greater power, and this despite the fact that, according to prison laws, he was considered “omitted”.

Kozhukhar received stages and sophisticatedly mocked both over the colony, and on working in quarantine. He turned to everyone in a female gender, called the convicts “Baba-Dura”, and bowed to cohabitation. He raped several convicts. The newly arrived convicts forced the casing for hours to stand and repeat all sorts of speech, the most innocent of which, perhaps, is this:

The sections of the discipline and order (SPIP) were formed from the loyal administration of prisoners, to which the colonies administrations actually transferred their powers to supervise and control the convicts. The SDIP has been prohibited by order of the Ministry of Justice since 2010, including due to the provocation by members of the SPIP of conflict situations between convicts. Nevertheless, in most of the colonies of Russia, these sections continue to act illegally, called adaptive detachments.

19-year-old Konstantin Schukin also worked as a daytime in quarantine. The casing repeatedly beat him, insulted and wanted to rape him. These bullying became a system and almost brought Schukin to suicide.

And over Ruslan Shaikhutdinov, the casing mocked, beat and promised to kill. On the eve of the murder of Kozhukhar, Shaikhutdinov had a birthday, he turned 22 years old. And as a congratulation, Kozhuhar greatly beaten the birthday man on the head. Well, Schukin Kozhuhar that day said: "I will steal you today [I will commit sexual violence]."

Future accomplices decided to kill. At night, after bypassing the administration, Schukin removed the metal crossbar from the street turnstile, and Shaikhutdinov broke the scissors and wrapped his handle with a rag. They waited for the casing to fall asleep. Shaykhutdinov called Kozharya to the phone (the head of the colony is allegedly calling). When leaving the bedroom, Schukin hit the sleepy casing with a crossbar on the head. The casing fell, losing consciousness. After that, Shaikhutdinov repeatedly hit the casing with a knife in the throat, and then cut off his head with scissors.

The corpse of the casing was carried to his bed and covered with a blanket. The floors and walls from the blood washed away, then went to the office of the chief of the detachment and waited for his arrival. Schukin and Shaikhutdinov, according to witnesses, talking about the murder they had completely murdered, smiled and laughed.

At the trial, both pleaded guilty. Schukin was given for 11 years, and Shaikhutdinov - 12 years of strict regime.

Without committing the murder of an activist of Kozhukhar, Shchukin and Shaikhutdinov would have long been free. But what they did do not regret. Being in colonies in different regions of Russia, they told me the same thing: we would have killed him now.

The prisoners Schukin and Shaikhutdinov received a long time for their murder, but no one was punished from the colony employees. But it was the FSIN officers who allowed and encouraged the bullying of the casing over other convicts. And we must understand that while the jailers will control the colonies with the help of an asset, the attack on activists will not stop. And the prisoners who are sophisticated violence and mockery will go free to the will of the isoled psyche.

"You are an animal!"

Let's get back to IK-3 Omsk. Several prisoners who were released this year from colony No. 3, the other day went to the Investigative Department of the Investigative Committee for the Omsk Region and testified to those employees and activists of IK-3, who subjected them to torture and humiliation (copies of official testimonies are available in the editorial office). These open appeals of prisoners are extremely important: they are no longer afraid, they require punishment.

From the testimonies of Ivan Beluglaz (freed from the IK-3 Omsk in September 2018): “The stage comes to the zone, the employees immediately force to fall on the courts, that is, to squat down, stretch their hands over their heads. Convicted activists appear, they begin to ask questions: who, what, who will you work, what do you have? Activists have gone, administration employees appear. Immediately the corps - 90 degrees, ran to quarantine, hands behind his back, bags behind his back, then built in one line and begin to force to squat, fall, scream all nonsense on themselves: “I am a cock, I ... [I make sexual intercourse] in the ass”, etc. This was demanded by the administration, namely Major Roman Yuryevich Mishchenkov, the chief of the Operadel IK-3.

In IK-3, lawlessness is simply happening, they omit the convicts, there are no human rights at all. Until you say that you are "fag", until then you will just suffer. And I said. It was in quarantine. I was forced to say this to Mishchenkov Roman Yuryevich. All this was in the presence of activists. They humiliated very strongly. They are sitting on their knees. Activists say: "Who are you?" For example, you shouted: "I am a man." You just bang, bang, killed you ... Then they doused you with water, came to yourself: "Who are you?" Mishchenkov stands above you: "You must say that you are fag." And you have no option, you scream.

(It should be noted that not only the former convicts of the IK-3 speak of the orders of jailers and activists to insult and humiliate themselves. Similar statements were made by both former and current prisoners of other colonies of Omsk, which the new newspaper has repeatedly wrote. That is, what is happening in IK-3 is not an anomaly, but the tradition of Omsk cooers, which, apparently, are visited by alone And the same continuing education courses for sexual violence .

And so they do with everyone who arrived in this colony. What is the point of demanding from the convict that he calls himself a “fag”? I'll tell you now. So that further in the adaptation detachment ( this is the same ninth detachment where the Zerkhoz was the now injured activist Vladimir Zhilin . - E. In general, you must fulfill everything that they require. If you do not admit that you are “fag”, make a “fag”, they will throw it on the mattress and draw a member on the lips or waved in front of them. This can be done by the heads of Zhilin Vladimir Ivanovich, Kovriga Maxim Sergeevich, Adaev Evgeny Abuzidovich, Alexey Polozkov, Sergey Nazarov.

And Roman Yuryevich Mishchenkov, the head of the operarod, can put a naked convicted person on the belt, that is, tie the belt to the throat and force him to bark. Then, on the karachka, drag him on a leash, like a dog, along the corridor in the KVR (educational work) of the detachment. And there the whole detachment stands and looks.

Mishchenkov could put the prisoner for any refusal on the belt. For example, Mishchenkov could say: "He fell and squeezed out." The convicted person says: "But in the internal rules, it is not written that I should push up." And that’s all, he left his health.

Until recently, there were no video cameras in the ninth detachment, they were only recently installed in the corridor. Only now they stopped walking around the corridor of 90 degrees. In the KVR of the detachment there is a camera, but it does not work. There, convicts are forced to squat and jump, and activists of Zhilin and Belousov beat them there.

I was sent six times to the adaptation detachment. I was in the first detachment, walked with the cane, because my leg was broken. I was an employee of the security department, the curator of the first and second detachments, Captain Kapovich Ivan Sergeyevich, beat me, broke my whole face for forbidding me to drink tea from an aluminum mug, and I told him: “Ivan Sergeyevich, we have not written in the internal schedule that aluminum circles cannot be.” And after that he sent me to adapt to the ninth detachment. There, on me on the first day, I would not tell me further, I have already somehow for tears ...

The next morning, the head of the operational department of Mishchenkov came and forced me to stand with a cane of 16 hours a day. If the convicts refuse to get out in the detachment (and they must get out of the day, they pay him money for this, he is at a headquarters), then activists force them to eat sex rags. Who ate rags from prisoners? For example, Viktor Petrovich Litvinov. He came to the colony by a normal person, and now he is in the "harem", where Zhilin directly drove him. A prisoner who, by order of the administration or Zhilin, can “omit” the prisoner, this is a daytime adaptation of Drashko Vyacheslav Sergeyevich.

In the third detachment, money and programs are taken from the disabled.

This is done by the head of the detachment of Sotnikov Victor, other managers did before him. And all this is satisfied with the administration of the colony. The administration feeds on the fact that they come to work, they do not need to take with them either cigarettes, nor eat, or drink. The mother brought the program to the convicted person, they took the half -reassesses from him, carried it to the duty unit. They can go to a store with disabled people and there they take tea, cigarettes, food from them there. They were boiled on the checks of the disabled and in the cafe-bar.

When I complained to the senior assistant to the prosecutor for supervision Ivan Markovich that the head of the operable of Mishchenkov beat me on the head with a club, then Markovich answered me: “If you continue to complain, at least one word you say somewhere, you will sit in the PCT or in the SUS (PKT-the premises of the chamber type, and the SUS are strict conditions of the contents).”

And Mishchenkov for complaints called me to his office and beat me off the head with packages. These are twisted plastic bags crossed by tape (these packages are made in a colony, in a package workshop). So they beat off their heads.

Mishchenkov still broke my finger on my left hand, even gypsum was not overlapped after that. For the fact that when I get rid of, I will write a complaint to the deputy prosecutor for the Omsk region, Tebenkova Elena Mikhailovna.

In IK-3 there is a bomb shelter, it is in the same room where the medical part. And when the prosecutor Tebenkova Elena Mikhailovna arrived in May 2017, then we (at that time are 24 people) were kept in the bomb shelter so that we did not tell what was happening on IK-3, directly about all activists: Zhilin, Belov, Komarov, Makarov, Povery, Nazarova and all the others. Roman Yuryevich kept us directly with activist Zhilin directly.

In IK-3 is just lawlessness. If you are a convicted person, then everything, you are not a person, you are not a citizen, you are an animal. For the head of the colony, Turbanov Alexei Vladimirovich, all this is acceptable, all this is delivered to them, he is all dictated to do. ”

Help "New"

Colonel Alexei Turbanov is a hereditary jailer. He heads IK-3 since 2014. Since 2005, Vladimir Turbanov has been a deputy chief, and since 2009, the head of the Federal Penitentiary Service in the Omsk Region. Then Turbanov Sr. headed the Federal Penitentiary Service in the Chelyabinsk region. It was in those days that a well -known riot in the Kopeisk colony occurred there. In 2014, he was dismissed by order of the President of Russia.

The Omsk Regional Public Organization “Center for the Development of Public Initiatives” has repeatedly recognized IK-3 the best institution for the implementation of socially significant programs: Shef’s assistance to orphanages, veteran organizations and kindergartens. IK-3 is involved in the sports competitions of the Omsk UFSIN, where it regularly takes prizes on weight-two, skiing and chess.

"Threaten Valera"

From the testimonies of Vladimir Rogozhin (freed from the IK-3 Omsk in May 2018): “When I came to quarantine, I began to beat the security officers-SAPOVICH IVAN Sergeyevich and Oleinik Alexander Andreevich. They took all my things, they did not allow to put on the twin (hand over for storage).

Then they built us all from the stage, forced us to yell that we are “red”, then: “AUE - ... [male penis] in the mouth.” We scream, they: "Louder!" - And they beat everyone.

I had a dark blue underwear, and Sapovich says to me: "Take off!" I say: "It is supposed." He did not answer, and when I turned away, he rolled up on the side and hit me on the head with all his strength from a wave with a plastic club. This club is polyethylene, wound up about a meter long, heavy, but leaves no traces. I did not expect such a blow, the relaxed stood, fell, damaged his back. They began to raise me, kick, force me to squat, push up ... These special effects were arranged. I probably crouched more than 150 times. My back began to refuse, two supported me on both sides, we crouched. Four people came from a pre -trial detention center by the stage and so they for all forced to scream and squat.

I was already serving a sentence on the Troika. Previously, as it was: arrived, beat and everyone, they no longer touch. Now, Ivan Sergeyevich Sapovich with activists comes, and they also bring with them the condemned Valera (he is in the zone since April 2016).

There are twenty -five people in quarantine, and Valera begins to yell at himself: "I am fag, I ... [I will perform sexual intercourse]." And we read the words of the anthem of Russia.

If anyone reads poorly or did not, as they ordered, then Sapovich with activists and Valera leads to the room where they beat with a club and threaten Valera. То есть Сапович показывает, что здесь ломка идет. Травят они зэков козлами [активистами].

Потом в карантине сотрудники с видеокамерами заставляют осужденных кричать, что они «красные» и мыть унитазы. Они снимают и говорят: «Бери тряпку, проведи по краю унитаза, имитируй, что унитаз моешь». Я протирал унитаз, и все протирают, потому что иначе пугают обиженным, что тебя «опустят», если ты не будешь выполнять их требования. Там все проходят через эту тряпку. Это стандартная их установка.

Если заключенный протрет унитаз, ничего такого в этом нет, за собой все убираются в камерах. Они этим пытаются унизить. А на видео снимают на случай, если человек попытается возвыситься среди осужденных, то могут показать видео и сказать: «Вот ты унитазы тер, как «дырявый» [«опущенный»], куда ты лезешь».

Дальше приседания, отжимания, чтобы человек все силы растратил, чтобы ничего сделать не мог. После карантина адаптация идет. Завхоз и дневальный заставляют стоять и орать правила. Две недели так стоишь. В карантине орешь и здесь орешь. Рядом со мной там мужичок был старенький, лет 60, Сидорский его фамилия, он прямо стоял и писался в штаны.

Ну дед, стоять уже не мог. Потом я увидел его в первом отряде, он там очень быстро умер, не выдержал этих издевательств.

Еще у нас в первом отряде был осужденный около 50 лет, он болел сахарным диабетом. Так его не пускали в санчасть за лекарствами. Он зависимый от инсулина был. И через недолгое время он умер без инсулина.

После адаптации, если ты сопротивляешься режиму, не делаешь, что тебе приказывают, тебя списывают в четвертый и в пятый отряды, это вторая адаптация. Там всю почту, которую ты хочешь отправить, ты должен отдать руководителю отряда — завхозу. Они сами читают, потом оперативникам дают почитать, потом только отправляют цензору. Следят, чтобы никакая информация оттуда не вышла. Никаких жалоб оттуда написать невозможно. И на все вопросы надо отвечать «никак нет» и «так точно».

Меня списывали в пятый отряд, там невыносимые условия. Там загоняют всех в одну секцию, «телевизионка» (КВР) называется, рассчитанная всего человек на сорок, а там больше ста человек. Туберкулезные, больные ВИЧ — все вместе. Заставляют читать правила во весь голос: один читает, все повторяют, дважды в день — в 11 и вечером. Все передвижения только строем по парам. Еще на улице на холоде могут держать много часов, а у многих теплых вещей нет.

После того как я освободился и дал показания следователю, на меня через несколько дней надели браслет. Я освобождался по статье о замене наказания более мягким — это браслет. В Омске браслетов нету в наличии, но для меня почему-то нашли. Курирует меня наш районный инспектор, он меня вызвал и говорит: «Ты понимаешь, что это не от меня исходит, это от начальства свыше». Like this".

«Мне пришлось отказаться от веры»

Из показаний Адиса Шабданова (освободился из ИК-3 Омска в августе 2018 года): «Когда я был в ИК-3, мне там запрещали молиться и надо мной из-за этого была физическая расправа. Я работал в ночную смену швейником. Инспектор увидел, что я во время работы намаз делал на коврике. И старший оперативник Мищенков Роман Юрьевич знал, и все оперативники знали, что я молюсь. Я целый год работал, не было никакого инцидента.

Но потом меня за намаз посадили в изолятор (в феврале этого года). В ШИЗО я тоже читал намаз, и меня потащили в адаптацию. В адаптацию меня уводили капитан Мамонов Павел Вячеславович, инспектор отдела безопасности, и оперативник Олейников Александр Андреевич. Руки за спину, загнули корпусом 90 и понесли туда, начали там меня вдвоем избивать. И еще к ним присоединились двое осужденных из адаптации — активисты Жилин и Анохин. Руками, ногами били. Сломали мне два ребра, они криво срослись.

«Требовали, чтобы я не молился. Потом они раздели меня догола, Жилин снял с себя штаны, вытащил член и грозился провести им по моим губам. Мне пришлось отказаться от веры, сказать, что не буду больше молиться. У них такие методы, что второго не дано».

Когда сотрудники администрации ушли, Жилин ко мне подошел и сказал: «Ничего личного». Но ведь Жилин знаком с моим отцом. Как это все возможно?

Естественно, я потом молился, но это я делал тайно, про себя, чтобы никто не видел и не слышал. Они не давали молиться не только мне, но и другим мусульманам. Заставляли их отказываться от веры. Вначале они это делали потихоньку, говорили: «На ковриках нельзя молиться, молитесь так», а потом вообще запретили молиться.

Система создавалась непосредственно начальником колонии Турбановым и его замом по БИОР [безопасности и оперативной работе] Карбаиновым Дмитрием Матвеевичем. Он сейчас начальник тюремной больницы в Омске [ОБЛПУ-11]. Это все от них исходит. У начальника колонии Турбанова отец генерал. Начальнику колонии 35 лет, а он уже полковник, он карьерист, и он не брезгует такими методами работы».

«Девочка моя…»

Из показаний Камала Рагимова (освободился из ИК-3 Омска в июне 2018 года): «Жилину что говорят делать сотрудники, то он и делает, что-то от себя добавляет. Отжимает деньги у осужденных. Например, Жилин за деньги освобождает от всяких своих придуманных программ. Заставляет по 4 тысячи раз присесть каждого. Чтобы освободил, надо платить деньги. Поэтому, кто может дать денег, все дают.

Вот стоят зэки часами, только пошевелился, его сразу же утянули и избили.

А утаскивают в специальную комнатку для пыток, она замурованная. Я, когда давал показания, объяснял следователю схему, где найти эту комнатку, она там спрятанная в девятом отряде, за дверью кухни.

Весь отдел безопасности и оперативный отдел занимаются избиениями. Они по очереди приходят, строят и по одному начинают бить, ты даже не понимаешь, кто тебя бьет. Они там все бьют. Просто минут 15 себя ощущаешь футбольным мячиком. От кого прилетает удар — в такой ситуации не успеваешь запомнить.

Я называл следователю фамилии, кого помнил: Семейкин Станислав Андреевич — начальник отдела безопасности. Сайтбагин — оперативник, Мищенков. Они меня избивали вместе с осужденными, когда я был в карантине.

Зачем избивать заключенных в карантине? Чтобы запугать. Ты даже ничего не успеваешь сказать, а тебя уже бьют. Говорят: «Вы, пидораски, приехали сюда … [совершать половые акты]. Всем все понятно?»

Потом бьют и заставляют кричать: «Я проститутка, приехала … [совершать половые акты]». В карантине в углу видеокамера висит, но они ее просто закрывают.

Если не орать, что они требуют, то будут бить, пытать, в тазике топить. Но я не кричал. И меня топили, я сознание терял.

Топят они так: стелят матрас, кладут тебя на матрас, руки за спиной связывают скотчем, ноги заматывают. На тебя встают два человека, третий берет тебя за руки, выворачивает их, и у тебя непроизвольно поднимается голова и грудь, тазик подставляют и спокойно тебя опускают в тазик, и ты не можешь пошевелиться. А четвертый тебя за шею берет и топит в тазике, поднимает и опять топит.

Но я все равно не кричал, что они требовали. Мне повезло, что приехал кто-то из управления, им позвонили и приказали прекратить. Они мне сказали: «Мы еще к этому вернемся».

Потом я опять отказывался приседать и другие их издевательства выполнять, тогда меня привели к Турбанову, к начальнику колонии в кабинет. Турбанов мне говорит: «Чего ты здесь … [права качаешь]? Чего, вор приехал?» I say: "No." Ну поговорили с ним. Он говорит: «Ну давай … [иди] в адаптацию, я о тебе еще услышу, в гареме у меня всплывешь». Гарем — это «обиженные»… Во всех отрядах они есть. При мне там «опустили» человек пять. Они уходили со строя мужиками, а приходили «петухами».

Я многих таких видел, кого активисты для морального унижения человека за жопу щупали, называли «девочка моя», «женщина», ну всякое разное. Эти мужики не были худенькими, маленькими. Они выглядели как нормальные мужики. Причем делали активисты все это при сотрудниках. А сотрудники смеются: вот, мол, послушный какой стал».
