“I have no other way out,” says Vladimir Pavlovsky, chief editor of Krasol. - Behind me, the team, which has already been seriously reduced, and readers whom I cannot let down. It is impossible to transfer the newspaper’s exit home - only binder occupies serious areas. I am not yet ready to sell them in parts, although such offers come from collectors, including metropolitan ones. I would very much like the newspaper’s archive to stay in Krasnoyarsk. However, if the extreme situation comes, you will have to consider all the options. I will be a criminal, but where to go.

The current financial crisis of the newspaper, the editor believes, is the work of the regional authorities, offended by critical publications of the Krasnoyarsk Worker. For example, journalists Krasol wrote about how the heads of districts for budget money awards themselves orders and medals.
They wrote about the village of GS builders, where "hot water disappears from the cranes at the end of the heating season. Where the residents do not even have baths, and rodents often live in" woods ".
In almost every issue of the publication, letters of readers are published, which with their problems cannot reach the authorities otherwise than through the newspaper. The authorities in response to criticism "decided to be killed" of the Krasnoyarsk worker "by hunger, - says the editor. - First, the newspaper was deprived of the opportunity to print official regional documents, which always brought stable income. - How did it happen that the newspaper lost the premises, because at one time it was built specifically for the "Krasnoyarsk worker"?

- The ten -story building on the street of the Republic, 51, was built for the Krasnoyarsk Worker Publishing House. Then it was both the state newspaper and the official print body of the regional committee of the party. In addition to us, there were newspapers "Krasnoyarsk Komsomolets", "Evening Krasnoyarsk" and the magazine of the regional committee of the party "Notepad of the Agitator". In 1991, the publishing house was divided into the editorial office of the newspaper and the printing company "OFSET". Formally, the editorial building did not belong to us. But it was built with the money of the "Krasnoyarsk worker." Then the newspaper had the highest circulations in the region, and we expelled the most money to the party budget. And the construction was financed precisely by the chief of the party. Moreover, on the roof of the building there was a “Krasnoyarsk worker” logo - it was dropped already under the governor Lebed. We were spent on the repair of the building in the post -Soviet times, although we occupied only three and a half floors there.
–– it turns out, did you privatize the newspaper?
- Many people think so. I explain what really happened. After the reorganization of the Krasnoyarsk Worker Publishing House, we remained simply the editorial office of the newspaper, without fitting into any organizational and legal norms. The former editor Leopold Balashov registered the editorial office in the district executive committee of the Zheleznodorozhny district, and that’s all. But soon the legislation changed, and it was necessary to take some form: LLC or OJSC. This was not demanded by the co -founder represented by the administration of the region, but the tax. In 1997, I became an editor, and I registered the LLC with the editorial team. The administration of the region did not express any desire to participate in this process. She did not give money for the release of the newspaper at that time. I only subsidized a discount on subscription for veterans and pensioners in the amount of 10-15 percent.
In 1998, Alexander Lebed came to power, and the administration of the region caught on. Hard pressure began, they demanded to give us a newspaper. They even offered to create a joint LLC and enter into the charter such a item as the irremovability of the chief editor. I understood that in this case the newspaper would actually belong to the authorities, and refused. The administration of the region sued us and lost. Based on just one piece of paper in which I informed the officials that the newspaper became an LLC, and already managed to subscribe to the "editor -in -chief, director of the LLC." They got a piece of paper and said nothing. The court considered this proof that I acted openly and informed the founder of the change of ownership, and the founder was not opposed.
- Win a court from the governor! Now it seems fantastic.
The governor came to me and said: "You still do not obey me anymore, you are criticizing, why do I need such a newspaper?"
- Then it seemed so too. There were a lot of comic cases. Swan sent a letter to the head of Roskomnadzor with a request to prohibit the distribution of our newspaper in the Republic of Khakassia. We were registered in the Krasnoyarsk Territory, and Khakassia separated from us back in 1991. We answered him in the first lane: “It’s not fraternally, Alexander Ivanovich, to deprive his brother Alexei, the opportunity to read“ Krasrab ”( the Republic of Khakassia was then headed by the brother of Alexander Lebed, Alexey.-S.R )
Then there was no swan, Khloponin came to power and for a long time could not understand why the state newspaper, but its private edition issues it. We still had two founders-the editorial team and the administration of the Krasnoyarsk Territory.
Once he held a press conference in my office. After I laid out 10 of our publications in front of him and say: see what we release. And he did not even look at his daughter newspapers, and he stared at Krasrab with the words: “Wow, so it is also the regional”? They had such property ... Then the governor came to me and said: "You still do not obey me anyway, you are criticizing, why do I need such a newspaper?" And the regional administration refused to act as the founder.
Then, under the governor of Kuznetsov, a large adventure was started, which was later confirmed by law enforcement agencies. The regional authorities decided to sell the premises on the street of the Republic, 51, in order to supposedly extinguish the debts of the "offseet" remaining a state enterprise. All this ended with the establishment of a criminal case and searches. But the real estate in which the editorial office was located still managed to sell. One morning, new owners of the premises came to us and reported that they were raising the rent almost twice. I had to move, although it was still a pity for these premises, because the most famous people of our country visited there.

The eviction from the raised place occurred in 2013, but since then the publication still managed to survive. Although the circulations were steadily reduced, which, however, was happening with the paper press around the world. The editorial team organized the Fund for Assistance to the Krasnoyarsk Worker. The newspaper has many admirers, this is almost the only independent printed publication in the region, with a huge territory of distribution - from the polar circle to Tuva. But today, claims Pavlovsky, all possible support resources are exhausted.
The misfortunes of the oldest Krasnoyarsk newspaper reflect the general situation in the print media market in the region. And I must say that in Krasnoyarsk, not everyone is full of sympathy for the situation in which Vladimir Pavlovsky found himself. Some criticize him for not being able to reorient in time to the new media format, did not understand the laws of the media market in the digital era.
“The print media market today is inexorably compressed,” says Vasily Damov , a representative of the Russian Association for Public Relations. - In the regions, there remain either state and municipal media, or "daughters" of the federals. As a rule, they are not very opposition to existing power, because business is more expensive than truth. But not all money is concentrated in the regional center, as an option, it was possible to "sell" and the district audience. For this, the newspaper should become a business. And Krasrab, to my very unfortunately (I respect and love this publication very much, and if it dies, I will really miss it), did not become a business. Among the employees there is no understanding of the modern market, there is no understanding where and why go, how and what to sell.
Pavlovsky himself believes that the whole thing is not a business plan, but in a political order. Independent and "court" media are in unequal conditions. In his opinion, in the near future in the Krasnoyarsk Territory, and in Russia as a whole, only state and fed media will survive.

These data, as a member of the Expert Council under the Ministry of Communications, were provided at the "Russian Post". And 40,000 copies of the NKK are heard for free. The same with the "City News", a newspaper of the administration of Krasnoyarsk. They have real subscription - 1200 copies, and distribute more than 30 thousand. Millions come from the budget of the region and the city not only for the release of newspapers, but also to their distribution! What competition can we talk about? In these newspapers, not only official information: decrees, orders and important documents, but also a television program, gardens, crosswords and all kinds of entertainment. The poor people take them for the sake of a TV program. People were crammed with a free press. Although this, in my opinion, is a violation of at least two laws. According to the law on the general principles of the organization of power in the constituent entities of the Russian Federation and the Law on Local Self -Government, the authorities are allowed to establish the media and issue newspapers, but it is clearly said for which - for the publication of regulatory acts, other official information. There is no question of any "entertain" for budget money. On this occasion, I already made requests to the prosecutor's office. There is no answer yet. Accordingly, there is no critical assessment of the work of the authorities there. They love to speculate about Trump, but for some reason they do not want to talk about the governor of the region of the USSA. Readers often call me about Gosgazet, spit. But what can I tell them if they need to give 1200 rubles in six months in order to read my newspaper. Today I am ready to give each my subscriber on the order.

- Why did the problems with money worsened right now?
- Until now, businessmen and just caring people helped us. But now many are afraid and look back at power. Recently, financial assistance has been provided mainly by ordinary readers. Translations of 30-50 rubles come to the newspaper support fund, rarely - by a thousand. In total, our readers sent 203,470 rubles to the production of the newspaper. Of course, it is impossible to continue the release of the newspaper with this money. We reduced the editorial team as much as possible. We have two full -time correspondents, one corrector. I fill the site, write and work for the responsible secretary, and periodically I read the newspaper for the corrector myself. Although in Soviet times up to 80 people worked in the publication.

Memories of the Soviet past warm the heart of the editor. Then the publications of the "Krasnoyarsk worker" were discussed at meetings of the Politburo. Krasrab wrote about the arrival of Gagarin in Krasnoyarsk on September 25, 1963. On his pages, the works of Astafyev and Rasputin were published. His name was named not only the longest prospectus in the city, but also the mountain peak on the Pamir and Cape of the Islands Nordensheld in the Arctic Ocean.
On the Yenisei, the ship "Krasnoyarsk Worker" went to the north. Once a printing press was installed on it, and the correspondent of the newspaper Georgy Kublitsky wrote, during the flight, he wrote travel notes, which were immediately printed in the form of leaflets and spread on the berths of the northern river ports. But all this is in the past, and no one will give money now on the bail of the glorious history of Krasol.
“I am ready for everything, if only the newspaper survived,” says Vladimir Pavlovsky . - Therefore, he put up the binder for sale. And then I received a letter from the head of the archival agency with a request to transfer them to the region for free in order to allegedly maintain history. He looked at the list of what they have, it turned out that there were big gaps over the years, and somewhere there are no whole numbers. They called from the library, they also have an incomplete archive, in some places the materials from the pages were just cut off by a razor. But the authorities do not want to buy binder from us. And the price of salvation of the newspaper is not so great - six million rubles.
- What, in your opinion, is the uniqueness of the "Krasnoyarsk worker" today?
- From 5 to 10 real letters from readers, by ordinary mail, from the hinterlands come to us per day. We are almost all, up to 90 percent, we publish, collect on the computer and put in print, and most of the and on our website on the Internet. I don't know what other newspaper is doing this. On the pages of our newspaper, people can speak out on any topic, of course, within the framework of the law. This year we won the federal grant for the publication of readers' letters. That is, even the federal government is interested in the formation of civil society. And in the region we are not needed. What to do next is incomprehensible. There is an option to go on the Internet. There are thoughts to switch to round -the -clock work or declare a hunger strike - in protest, to attract attention. But in any case, we do not stop the subscription yet.
