
In Russia, drugs spend more than trillion rubles a year on drugs, and more than 5-8 million people suffer, according to various estimates . Minors are part of this business: they are not only consumers, but also sellers. According to statistics, six teenagers are judged every day for drug crime in Russia.
“Paper” tells why students trade in drugs and how much they earn on this, how adolescents are judged for the sale and storage of prohibited substances and why even children from prosperous families can get into the drug business.
At the request of the heroes of the material, their names are changed, and some details of the biography are omitted. At the time of publication, all the heroes reached the age of majority.
Mikhail is 18 years old, he lives on the outskirts of Moscow and studies at a state university. He has no hobbies and hobbies, but in his free time the freshman is read out by useful tips for beginner entrepreneurs - he dreams of his own business and a monthly income of a million rubles.
Mikhail thinks about his business from the second grade, but he does not have a specific business idea-at different times he dreamed of opening his fast food or car service. Now Mikhail wants to build a business in the field of IT. The essence of the matter is not important, the main thing is to earn a lot and do not depend on anyone. A year and a half ago, this dream brought a Muscovite to the drug business.
Mikhail began to earn extra money at 15. The mother of the young man works in a supermarket, his father - “in a working specialty”, and Mikhail wanted to live better than them. Temporary, but most importantly - low -paid, part -time jobs were quickly bored with him, and the schoolboy drew attention to the announcement in social networks about the "simple work". For three to four hours a day, they promised to pay up to 30 thousand rubles a week. There were no details.
Employers quickly introduced the student to the course of business: you need to transport small goods around the city, 200 rubles will be paid for each delivery. They didn’t talk about drugs directly, but Mikhail, although he did not use it himself, almost immediately realized that he was offered to become a layman.
When, in response to the direct question of Mikhail, the potential employer confirmed that it would be necessary to make bookmarks, the young man agreed - and, as he himself claims, he did not experience any remorse.
Michael does not consider drug trafficking a crime at all. In his opinion, the use of drugs is a “personal business” of everyone, and drug trafficking is an ordinary business, no worse than selling cigarettes.
“The reason [to sell drugs] is money,” Mikhail says briefly. Seeing the poor life of his parents, the teenager decided that he could not earn much at the usual work in Russia: the 120 thousand people promised by the new employer were more than the total earnings of his mother and father.
Before starting work, Mikhail was asked to either send a photo with a passport in his hands, or leave a deposit. The teenager was afraid to send his data because of the police, and for the bail he found only 3 thousand rubles. To his surprise, this amount was enough for the employer.
Mikhail read a drug courier on the network of Gaida - how and where to make bookmarks, how to observe anonymity - and decided that the probability of getting a police caught is small. The opportunity to earn an advantage of the fear of detention, and Mikhail became a layman.

Mikhail did not see his employer - they talked in messengers. As the young man says, about once a week he received the coordinates of the next batch of drugs (which one, Mikhail does not call), took them, took bookmarks and threw up photos and description of the place where customers could find them.
The salary of the drug traffick was not as large as the Muscovite expected. In his free time, it was possible to make no more than four to five bookmarks per day, and Mikhail Nebosty worked-he double-checked the security of each. Several times the employer fined the teenager: customers reported that they did not find bookmarks. Michael believes that buyers could lie in order to try to return the money spent on drugs.
In the first month, the teenager received a little more than 20 thousand. And it did not suit him. On the forums, he read that other layers receive five or even ten times more. The schoolboy began to spend more time on work, and in the second month his earnings grew to 50 thousand rubles - and continued to grow. The young man does not call the maximum monthly income in the drug business.
Mikhail spent the money "on trifles" - on campaigns in cafes and clothes. Of the big purchases - only a new laptop for study. The teenager explained the appearance of personal money and new technology to his parents with a tutor. Parents were happy.
So Mikhail worked for about a year with interruptions. According to the student, he did not encounter the attention of the police during this time, and the fear of detention gradually dulled. Drug trading outgrown into routine and did not cause any special emotions anymore.
In the 11th grade, Mikhail decided to leave crime in order to prepare for the exam. He was not going to sacrifice his admission to the university, and devoted no more than a couple of hours a day. The employer was unhappy, the salary began to decline. As a result, the teenager abandoned the drug trade shortly before the 18th anniversary: “[In the courts of adults] they give 10-12 years, no money will cover this.”
Now thoughts about the high earnings in the drug business do not leave Mikhail - to find another job with such an income at 18 years old seems almost unrealistic to him. The young man does not exclude that if he does not have a good business idea in the near future, he will try to return to trade, but not as a layman, but, for example, to the position of a store administrator: he no longer wants to contact drugs. Mikhail plans to postpone the earnings to launch his business.
The Internet has greatly changed the drug business: in recent years, buying drugs on the network is no more complicated than clothes or furniture. The drug stores have their own sites, and Darknet unites all more or less large sellers. Consumers and sellers of drugs no longer need to meet: adding an order to the “basket” and paying it in the online store, the client immediately receives the address of the bookmark.
Large drug stores now have even specialists in the selection of staff and PR managers. The goods are advertised on thematic forums, they communicate with customers there, report new products from other countries or from local chemists, and even hold promotions: for example, authors of the most colorful descriptions of “parishes” receive drugs for free.
In these forums, shops are looking for new employees. In large sites working in several cities (sometimes in several dozen cities), there are almost always vacancies. They are looking for “young and purposeful” layers who are advised “not to work for someone else's uncle” and promise “beautiful life” and “career growth”. Communication with employers is maintained in messengers with encryption.
Such ads indicate the starting salary of the Minor - 100-150 thousand rubles per month. In one of the largest Russian drug stores, “ Paper ” said that the average earnings of the layman in Russia are 100-300 thousand rubles per month. 200-600 rubles are paid for one bookmark. The amount depends on the volume and type of drug: for example, up to 20 thousand can get for a bookmark with 100 grams of cocaine.
It is assumed that the layers receive such money for risk. But, judging by the reports on the forums, sometimes the employees of the drug stores themselves transmit the data of the police investors in order to avoid their own arrest or reduce the deadline for the sentence. Many newcomers in the drug business begin with work by layers, including minors. It is not difficult to get a job: it is enough to fill out the questionnaire, leave a security deposit of several thousand rubles or send the seller your passport data. Experience is not obligatory, and the real age has not even been checked for those who have chosen a guarantee.
In one of the largest drug stores in Russia, “ paper ” explained that in the total mass of workers, students make up a slight minority: large stores are trying not to cooperate with minors and drug users who cannot perform work efficiently.
“Teenagers theoretically can seep on bail without the knowledge of the store owner, but most likely they will not go far because of their level of intelligence,” the store representatives say that minors in the drug business “have nothing to do”.
Despite this, only in 2017 more than 2 thousand minors were condemned for drug crime in Russia.
Minors participate in the drug business both as sellers and as buyers. In 2017, Vladimir Putin said that over the past five years, the number of drug users among minor Russians increased by 60 %. According to various estimates, their number is from several thousand to more than a million people.
A year later, the authorities reported on the first in recent years to reduce the number of minor drug users by 9 %. The number of drug crimes committed by adolescents also fell: this, for example, storage, transportation and sale of drugs. According to the results of 2017, there were less than 16 %.
More often than for drugs, Russian teenagers are judged only for theft, robberies and theft. According to the Supreme Court for 2017, out of 103 thousand convicts for drug crime, 2 thousand are minors. There are no 1522 minors for storage, transportation or acquisition without a target of sales, and there are no exact data for trading about how many of them were constantly used.
At the same time, according to public organizations, the percentage of minor drug dealers is higher. Timofei Zhukov, vice-president of the Public Foundation “City without drugs”, who collaborates with law enforcement agencies in the capture of drug dealers, told “ Paper ” that in 2017 they helped to detain about 550 people selling drugs, 46 of them were minors. Most adolescents were over 16 years old - age when criminal liability occurs under this article.

By law, minors cannot receive a term of more than 10 years in court. Often for drug trafficking they are given from 2 to 8 years in a colony. According to the head of the Public Organization “Stop 228”, advocating a change in drug policy in Russia, Ruslan Titov, teenagers are usually prescribed for about 5 years. An adult for the same crimes threatens from 10 years.
- A conditional term for minor sales is very rare. Most often - in situations where the investigator approaches the judge and asks not to plant this kid, since thanks to his testimony it was possible to detain the entire group. But it is precisely the admission of guilt, which we have a lot, far from one hundred percent indulgence. The difference in the timing between the admitted and denying guilt is most often a year or two,-Irina Khrunova, lawyer of the international human rights group, specialized in drugs related to drugs.
Regardless of the age of the drug dealers, they are detained equally, Khrunova says: either near the bookmark, or after the transfer of drugs from hand to hand or control purchase. To do this, police specially patrol forest belts and other territories where bookmarks often make.
After the detention, according to Khrunova, law enforcement officers often psychologically put pressure on the detainees, demanding to pass accomplices. In addition, they check the contents of smartphones: if they find numerous photographs of bookmarks, the crime can qualify as a person committed by a group - in this case the sentences are increasing.
In recent years, punishment for drug crime has only been toughened: in 2017, for the first time trafficking in Russia, they first sentenced to a life sentence. He was received by the drug dealer, who brought to Russia almost 700 kg of heroin.
But, despite the tightening, there is another trend: in recent years, minor drug dealers began to be sent less often before the court in jail. Now they, as a rule, are under house arrest or subscription about the lower room. The expectation of the court, says Khrunova, often coincides with their graduation and final exams.
Andrei has been sitting under house arrest in his apartment for several months in one of the millionaire cities. Here, a 22-year-old young man almost all the time watches educational videos about cinema and psychology and reads Kurt Vonnegut-his beloved writer.
Andrei successfully sold drugs for several years. And in early 2018, during a search on the street, he found marijuana.
After the detention, the police checked Andrei's phone and found a correspondence there about the purchase of drugs. A criminal case of storage was opened against Andrei and sent under house arrest.
For the first time, Andrei sold drugs shortly before his 17th birthday. The teenager was offered to engage in trading "Familiar from the region." In drug dealer, Andrei saw an effective social elevator: he wanted to rent a separate housing from his parents, buy new clothes - “become independent”. Andrei did not even consider other affordable work for his age - it was impossible to earn a lot on them in parallel with study.
For two months, a friend transferred a batch of drugs to Andrei for sale. Every day, the teenager left bookmarks outside the city with special notes - he hid a bag of drugs under a road sign or shouting shallowly under a tree standing out on the ground. In the city center, Andrei never worked.
- How much then I earned, I don’t really remember. I had enough for an apartment, sneakers and [to eat to eat tasty. Two months later, I started. I did not think to associate life with this. I got a job where I worked for about three years, ”says Andrei.
In parallel, Andrei studied at college, received a working specialty. But the institution where he worked was closed. The young man recalls that reluctantly, but again engaged in drug trafficking: I have not seen other options.
- Drugs constantly turned around me. Many acquaintances [sold them], they did not have as many problems [with money] as mine. I needed fast money again.

The young man decided to look for a new job in Dark Web. He checked potential employers through publicly accessible reviews and recommendations of acquaintances. So Andrei tried not to get into the Red Shop-an online store that collaborates with the police and “merges” her employees.
As a result, Andrei got a job where he once bought drugs. He not only made bookmarks, but also acquired large batches and resold their friends.
The young man worked seven days a week more than eight hours a day and a month earned up to 150 thousand rubles. Money went to pay a loan for household appliances, expensive clothes and girls.
Until the detention in early 2018, Andrei was extremely careful. Every week he allocated time to develop the safest route, invented what he would say if the police stopped. He transferred drugs in the "secret departments" of sneakers or a portsigar, where there were a lot of tobacco and mint sweets - to kill the smell.
Personally, Andrei did not see anyone from his store - he spoke only through messengers. I didn’t tell my friends about work either, because of this I even quarreled with some of them.
At some point, the young man decided to quit drug trafficking, and in the correspondence “smoothly began to bring” colleagues to this. A couple of weeks later he was detained by the police.
“I don't think the guys from the store did it.” It seems to me just bad luck. When you do this for a long time - sooner or later you sit down, as it may seem to me, ”says Andrei.
Now he believes that he acted stupid when he began to trade: “In Russia, you can’t live normally and have a long bary. They begin to trade if there is cannon meat in life and nothing remains. ”
According to Andrei, the sentence will be sent to him over the next six months. He hopes that the charges of drug trafficking because of the chat in the messenger will still not be presented to him. Then Andrei will threaten only the punishment for storage: up to 3 years in a colony.
Despite the threat of getting up to 10 years, many adolescents consider drug trafficking the opportunity to earn “light and fast money”.
Drug stores most often pay salaries weekly, and children just want to earn quickly. In addition, many adolescents do not know that not only conditional punishment can threaten the bookmarks, the head of “Stop 228” Ruslan Titov emphasizes. According to the social activist, it is precisely the big earnings and ignorance of responsibility are the main reasons why adolescents find themselves in the drug business.
“It doesn't even matter what family.” Psycho is sold from both prosperous and dysfunctional families. They want to earn money, ”Titov explains.

Он решил бороться с наркопреступлениями, когда столкнулся на улице с другом детства, долго употреблявшим героин и сидевшим в тюрьме за наркоторговлю. Организация Армера уже 17 лет занимается антинаркотической деятельностью в Петербурге.
В разговоре с « Бумагой » Леонид вспомнил историю одиннадцатиклассницы, которая шла на золотую медаль, а потом начала торговать наркотиками и на третьей закладке попала в засаду полицейских. Девушка получила 9 лет колонии.
— Дети в основном мало знают о последствиях торговли наркотиками и идут на это, как на забаву: за легкими деньгами, — говорит Армер.
Бывают и ситуации, когда с виду благополучные подростки начинают торговать наркотиками, но потом бросают и возвращаются к обычной жизни.
Семьи Александры и Евгения всегда жили благополучно. Подростки не интересовались ни политикой, ни общественными проблемами, обоих увлекало только искусство и собственное будущее.
Пара познакомилась, когда Саша успешно заканчивала 10-й класс петербургской гимназии, а Евгений только поступил на первый курс и играл в рок-группе. Через пару месяцев после начала отношений они — с разрешения родителей школьницы — переехали в съемную квартиру. Оплачивать жилье помогали родные и подработка в музыкальных магазинах.
Наркотики и Саша, и Евгений впервые попробовали задолго до встречи, оба — через знакомых. Молодые люди уверены, что в России неправильная наркополитика, а «трава безопаснее водки» — Саша и Евгений говорят, что изучали этот вопрос перед тем, как начать употреблять.
Однажды, незадолго до первой годовщины отношений, к молодым людям пришел их знакомый Кирилл и «сделал очень выгодное предложение». Кирилл собирался покупать оптом марихуану в Dark Web, а Саша и Евгений должны были ее перепродавать. Сначала пара отказалась, но затем Саша поругалась с родителями — они перестали давать деньги, а Евгений не мог найти подработку.
— Срок платы аренды поджимал, а мы совершенно не справлялись в финансовом плане. Поэтому было решено один раз попробовать: просто чтобы выйти из затруднительного положения, — рассказывает Саша.
В итоге это затянулось на несколько месяцев: знакомый приносил им наркотики раз в неделю и брал залог. Когда пара продавала наркотики, все трое получали прибыль. Как рассказывают молодые люди, они зарабатывали до 100 тысяч рублей в месяц и убеждали себя, что больше им не нужно, — масштабировать торговлю наркотиками они не хотели.
Саша и Евгений решили продавать только знакомым — и только из рук в руки на «безопасной территории»: у себя дома или в гостях. Оплату принимали в биткоинах или наличными: банковские переводы сразу исключили «ради безопасности».
— Друзья были счастливы. Родители не знали. Никакого осуждения со стороны не чувствовалось, — рассказывают они.

Вскоре, по словам Саши, они стали нарушать собственные правила: продавали не только друзьям, но и малознакомым людям, торговля вышла за пределы квартиры.
— Единственное, что беспокоило, — это периодическая паранойя. Когда просто так выходишь [из дома] по семь-десять раз на дню, оглядываешься по сторонам, придумываешь каждый раз новое место встречи, чтобы не палиться. Стремно, короче, — рассказывает Евгений. При этом внимания со стороны полицейских не было, утверждают молодые люди.
Саша окончила школу и стала готовиться к поступлению в вуз. Молодые люди решили: нужно прекращать торговать марихуаной. Они задумали поработать еще месяц — чтобы скопить на отпуск. Всё вышло по плану: после путешествия по Азии пара бросила наркобизнес.
В один из последних дней торговли Евгению позвонили с незнакомого номера: «Слушай, я друг твоего знакомого. Он сказал, что у тебя можно вырубить. So can you? " Евгений ответил, что звонящий ошибся, и положил трубку. Кирилл — поставщик — воспринял новость спокойно и даже похвалил друзей.
Сейчас Евгений и Саша не продают наркотики. Недавно перестали и употреблять. Саша учится в вузе, а рок-группа Евгения стала относительно популярной: в ночных клубах собирает по 150–200 человек.
— Мы оба творческие и деятельные люди, именно поэтому [навсегда] связывать нашу жизнь с черным рынком было невозможным. Это всё приостанавливает развитие и стремление к лучшей жизни и реализации своих планов, — говорят молодые люди. — Игра не стоит свеч. Несмотря на хороший и простой доход, постоянно находишься в страхе, что всё может пойти по ***** (не как планировалось — прим. « Бумаги »). А на кону слишком много всего.
Руководитель организации «Стоп 228» Руслан Титов считает, что «из-за палочной системы» полицейские «вынуждены» улучшать статистику делами о наркотиках. Под давлением начальства они сами идут на нарушения — например, подкидывают запрещенные вещества.
По мнению Титова, чтобы исправить ситуацию, необходимо, во-первых, вывести статью за покупку или хранение наркотиков без цели продажи из числа тяжких. А также не учитывать наркопреступления в общей статистике по тяжким и особо тяжким делам. Это, уверен Титов, сократит желание полицейских улучшать свои показатели за счет наркоторговцев и наркопотребителей.
Во-вторых, нужно ввести обязательные лекции в старших классах о практике наказаний за наркопреступления, чтобы школьники знали: за продажу наркотиков даже несовершеннолетние могут получить до 10 лет колонии.
В-третьих, предлагает руководитель «Стоп 228», нужно оценивать размер партии наркотиков по количеству активного вещества.
— Сейчас ситуация такая, что если смешать килограмм муки и один грамм наркотика, вас будут судить за килограмм наркотиков, — объясняет Титов. По его оценке, эти меры могут снизить число осужденных за наркопреступления на 80 %.
Пока же подростки продолжают отбывать наказание за наркопреступления. По словам руководителя «Молодежной службы безопасности» Леонида Армера, в Петербурге несовершеннолетние с таким приговором могут попасть в несколько мест: Колпинскую воспитательную колонию и две спецшколы для трудных подростков.
Подростков направляют и на реабилитацию — в Центр Святителя Василия Великого. Это единственная негосударственная организация в России, которая работает с трудными подростками в таком режиме. Рассказы родителей про то, что нужно закончить институт, поработать, потом найти хорошую работу, и тогда всё будет, — это далеко и непонятно, — объясняет Никитина.
При этом в России практически нет негосударственных учреждений, где подростки могут пройти реабилитацию и вернуться к нормальной жизни после отбытия наказания. По словам Никитиной, в закрытых учреждениях люди теряют связь с социумом, а после выхода у них «срабатывает эффект сжатой пружины».
— У детей не формируется логической связи между тем, чем они занимались в колонии или закрытой школе, и тем, чем они будут заниматься на свободе, — рассуждает Никитина. — Им, их родителям, социальным службам нужно приложить много сил, чтобы этим подросткам после освобождения войти в нормальную жизнь без криминала.
То, что после отбытого наказания подростки могут вернуться в наркобизнес, подтверждается и статистикой: больше 15 % несовершеннолетних, осужденных за наркопреступления в 2017 году, уже были судимы.
22-летний наркоторговец Андрей, который сейчас находится под домашним арестом, тоже считает, что подростки, однажды торговавшие наркотиками, могут вернуться в этот бизнес.
— Всем срывает головы из-за денег. Мне кажется, если ты попробовал побарыжить в молодости, то потом вернешься за этими легкими деньгами.
Один из подопечных Центра Святителя Василия Великого — петербуржец Даниил Баликин — типичный «трудный подросток». В начале ноября ему исполнилось 18 лет, но его уже неоднократно задерживали и дважды судили за хранение и распространение наркотиков.
Баликин вырос в неполной семье — отец ушел еще в детстве. Чтобы обеспечить сына, мать допоздна работала, у старшей сестры времени на мальчика тоже не было.
До 12 лет Даниил хорошо учился, в свободное время гулял и играл в компьютерные игры. Когда это ему наскучило, мальчик стал общаться со старшеклассниками, которые прогуливали уроки: они казались Баликину «веселыми».
— Мы бродили по городу и обсуждали новые альбомы рэперов. Сначала я просто стал меньше ходить в школу, потом стал курить сиги. Где-то через год стал выпивать. Потом и дуть, — говорит Даниил.
В 13 лет Баликин впервые продал наркотики другу — то, что осталось у него самого. Потом начал покупать для перепродажи. Тогда он уже почти не ходил в школу.
Беседы с учителями ни к чему не привели. Разговоры с мамой, которая о торговле наркотиками не знала, тоже. Курить то, что оставлял себе, Даниил выходил на лестницу, там же он обслуживал одного-двух покупателей ежедневно.
— Для меня это было логичным продолжением употребления. В месяц у меня получалось около 30 тысяч рублей, на которые я мог ходить в кино, покупать одежду и дарить девушке цветы. Плюс я тогда употреблял гашиш — в голове был туман, постоянное легкомыслие. Просыпаюсь, курю, продаю, снова курю и так далее: вообще не думал о следующей неделе или месяце или о том, что меня могут поймать.
После восьмого класса мальчик забрал документы из школы — семья Баликина переехала в другой район. Но перевестись в другую школу Даниил не смог из-за судов за хранение и распространение наркотиков.
Свое первое задержание Баликин до сих пор называет «нелепым стечением обстоятельств». По его словам, он тогда курил гашиш на лестнице в своей парадной. Сверху спустились двое полицейских, 15-летнего школьника задержали и отвезли в отдел. Больше всего, говорит подросток, он боялся, что его будут бить, — Баликов дружил с 15-летним Никитой Леонтьевым, которого до смерти избили полицейские в отделе № 75.

В итоге на Даниила даже не завели дело: он не достиг 16 лет — возраста уголовной ответственности по 228-й статье. Мальчик продолжил курить и продавать гашиш.
В следующие месяцы подростка еще несколько раз задерживали и отпускали. Но вскоре после 16-летия Даниила остановили на улице и при обыске нашли наркотики. В отношении него возбудили уголовное дело, и молодой человек впервые оказался в суде.
Рассмотрение дела растянулось на четыре месяца, в которые Даниил продолжал торговать и курить. В это время подростка снова задержали: Даниил забирал закладку в парке. Он утверждает, что успел выбросить наркотики и что гашиш ему якобы подкинули полицейские. Подросток стал фигурантом еще одного уголовного дела.
Баликин получил два года условно по первому делу и еще пять по второму.
— На последнем заседании говорили, что я изгой общества, никогда не найду работу, а будущего не будет ни у моих детей, ни у моих внуков, ни у моего рода, — с усмешкой рассказывает Даниил.
Перспектива сесть в тюрьму испугала подростка: по его словам, он перестал употреблять и продавать наркотики, стал меньше общаться со старыми друзьями.
По условиям приговора он каждый месяц должен был отмечаться в наркологическом диспансере и каждые 10 дней — в реабилитационном центре. Из-за пропуска отметок Баликина отправили в Центр Святителя Василия Великого. По его словам, это произошло из-за недопонимания с уголовно-исполнительной инспекцией относительно дат.
Сейчас Даниил живет в маленькой комнате в главном здании Центра социальной адаптации на Васильевском острове. Каждый день он и еще несколько осужденных подростков делают зарядку, занимаются с репетиторами и ходят в школу. Недавно Даниил закончил первую четверть девятого класса. Говорит, что за это время ни разу не думал снова связаться с наркотиками.
— Мне очень понравилась математика. Я так давно не учился, что мне действительно нравится. Да и остальные предметы нравятся — они не такие уж и сложные.
В свободное время подросток занимается физкультурой и читает книги по психологии. Полтора месяца назад он бросил курить табак и теперь верит в карму: «Думаю, только я могу помочь себе, если буду делать нормальные вещи».
Через семь месяцев Даниил закончит курс реабилитации. Он планирует сдать экзамены, получить аттестат и пойти в колледж — хочет стать врачом, учителем или психологом. Но подросток боится, что из-за судимостей его не возьмут на работу: за последние месяцы, по словам Даниила, две компании в сфере общепита уже отказали ему в трудоустройстве.
