Dmitry Oreshkin: It seems to me that first of all he is rational, which is naturally welcome. I have already stupidly say more than 20 years that if you are talking about a civil disobedience campaign, it is more reasonable to implement it not with the help of a boycott of the elections, but with the help of using these elections, preferably in a humid way, as Navalny proposes. Therefore, I see progress in this. Aleksey Anatolyevich from personal experience came to the same thing that I came to in my personal experience. This is reasonable. The votes in some regions of Russia, in particular in large cities, which he talks about, nevertheless consider it mostly honestly. Thirdly, this means that it is necessary to enhance control so that this more or less honest counting in these cities can be implemented. Fourth, this means that, again in a hidden form, Navalny understands that there are regions where it makes sense to do this, for example, Moscow, St. Petersburg, Yekaterinburg and other regions where the scale of the falsifier does not go out of the way, and there are regions where it makes no sense to engage in, for example, in Chechnya.
Mikhail Sokolov: He does not directly say that this is only for Moscow and St. Petersburg.
Dmitry Oreshkin: In fact, he turns off the electoral sultanates and does the right thing, because there is no election at all. And where they are at least half, it makes sense to use them. My pathos lies in the fact that it is stupid to abandon the mechanism of electoral democracy with all its wretchedness, because it is still a mechanism for interaction with some kind of power. Very bad, the connection is disgusting, in the phone you call the authorities, a huge amount of interference and even falsifications, but if you throw this phone, you will not become stronger. As a matter of fact, the experience of 2018 with noisy conversations about what should be boycotted, this showed. It is stupid to boycott, but voting in a humid can be smart. I can’t say that it is obviously smart. But Navalny does correctly, it seems to me that he very reasonably created a situation when, in fact, he will be a demiurge and hegemon.
Mikhail Sokolov: Where will be the demiurge and hegemon?
Dmitry Oreshkin: Take any Moscow experience, he will determine who he and his supporters vote.
Mikhail Sokolov: Does he have so many supporters?

There are a huge number of hidden supporters who are lazy to go to the polls or are lazy to declare their political position, but in principle they sympathize. If he can, and I believe that he can, because Navalny is a very talented political animal.

The question, from my point of view, is the fundamental of whether he can convince his revolutionary party, which wants quick changes now and it is desirable that everything is honest and at once. Here there is a certain challenge. I really hope that he can give an adequate answer to him.
Mikhail Sokolov: Stanislav, what do you say? Now you have heard the analysis, then we will discuss the very scheme of action.
Stanislav Belkovsky: This is a direct result of the September elections in the regions that United Russia lost, people voted for candidates for governors whose names they did not know yet. She lost several key regions, and people who were almost unknown to the general public just shortly before the day of voting were governors. It was a purely protest vote against, and not for, the victory of representatives of the system opposition was very convincing. You can consider Valentina Konovalov as much as you like, the new head of Khakassia, a technical candidate, to whom he was at the stage of nomination, is also true that they nominated a 30-year-old journalist, not well known in the region, so that he certainly did not go anywhere-this was the Kremlin and the Communist Party agreement. It turned out so unexpectedly that he passed everywhere.
Mikhail Sokolov: It also took place as a political figure, because it maintained the pressure very powerful.
Stanislav Belkovsky: Therefore, these processes lead to the emergence of new political figures, about which we did not know or heard anything yesterday. That is, no matter what obligations a politician like Konovalov is connected, he is still an elected governor - this is a huge jump. It is clear that he will dispose of the resource that he has, not necessarily with an eye on obligations, taken more recently, to the Communist Party, thereby indirectly to the current government. Since the task of Alexei Navalny is to be the main oppositionist in the country, sometimes successfully, sometimes less successfully moves in this direction very consistently, he decided to lead not only the non -system, but also the system opposition, converting the resource of the non -systemic opposition into the voice for representatives of the system opposition parties. His goal is quite obvious. It is impossible to refuse the same project “Smart Voting” that this is a logical link in the implementation of the life and political strategy of Alexei Anatolyevich.
Mikhail Sokolov: It turns out that Alexei Navalny actually abandoned himself in the past, because he called for a boycott of voting in the presidential election.
Stanislav Belkovsky: Navalny’s position has always been completely simple: if I have been in the elections or my candidate, we must go vote, if there is neither me nor my candidate, it is necessary to boycott. Therefore, he did not change himself absolutely.
Mikhail Sokolov: Nothing of the kind. He directly in this project says that there will be no candidates, there will be no our party, our party is not registered, so we will now appoint less evil. Refused Navalny from his line or not?
Vladislav Naganov: I think he modified her a little. I would like to say right away that if you use a strong energy effect, to agree in advance with a certain team of some particular party, then the vote will be even more intelligent. Support from participants in this project to certain candidates during the elections themselves, when they can become volunteers, it will actually double their chances. Therefore, I think, in this case, we can only talk about contractual parties, and not about those that can only be horrified by such an idea that their candidate can suddenly take and defeat United Russia. Again, from practice, very interesting examples arise in the Moscow region, when a team of candidates who are against United Russia really hosts. I recently faced the fact that in the city settlement of Mendeleevo, Solnechnogorsk district, the vast majority of candidates for deputies were not elected from United Russia. There they protest against the urban district. Just now they wanted to elect an independent candidate as the head of the district administration. Everything went to this, but then it suddenly turned out, just literally before the vote, that the majority evaporated somewhere and only half of it remained. Someone was intimidated, someone was bought out, and in the end they did not vote for an independent candidate. Therefore, it turns out that the competition must be held again. The question is to choose people who do not merge at the right time - this is very important.
Mikhail Sokolov: It seems to me that Navalny does not say anything about the fact that it is necessary to choose people who will not merge and so on. He even warns that all kinds of people can go through, but they are better than people from United Russia. What people from the Liberal Democratic Party or the Communist Party will be better than those who come from United Russia, plus it actively adds some kind of united front. They sit there and show that they are not quite "united Russia", fighters with corruption, and so on. What are these people who replenish legislative assemblies or municipal meetings, the Moscow City Duma, will be better from these trained parties than from United Russia?
Stanislav Belkovsky: Better the very fact of the victory of the opposition, even a systemic one. Here we are not talking about the quality of human material. In the end, in "United Russia" there are many decent people, I am sure. Therefore, we are talking about the fact that any success of not United Russia, to a certain extent, is the reproduction of the 2011 Navalny policy, the Duma elections of those times is better than the victory of United Russia. Since one way or another, this erodes the base of support for the authorities, gives representatives of system parties the hope that they can play an independent political role. It is one thing to be constantly a statist and sparring partner of the deliberate winner from among the United Russia. Another thing is really to obtain power, even if very limited by some shadow agreements with the Kremlin. Because when a person breaks to power, he is no longer like it as when it remains for him a completely unattainable fruit of futile efforts.
Mikhail Sokolov: Dmitry Borisovich, you will delight you, that there will be not three communists in the Moscow City Duma, and there they will, suppose, will be 10 people, periodically they will go to the rostrum and say the monument to Stalin somewhere in the center of Moscow. Will it be the victory of democracy by Navalny?
Dmitry Oreshkin: This will be the destruction of monopolism, which is good in any case. I am by no means a supporter of communist ideals, and the LDPR is also unsympathetic to me, and United Russia. I am interested in the mechanism of communication of the population with the authorities.
Mikhail Sokolov: Isn't there a communication mechanism now? People go outside, disperse them, and then they make some decisions, soften something.
Dmitry Oreshkin: This is also a mechanism. One, by the way, does not exclude one, you can go out and at the same time come and vote. I think this is a step forward. I just understand that Russia is large, therefore, slow. From my point of view, this is great progress. Because it used to be much easier to say that we do not play these games, we want we have honest elections. Who will make honest elections to you? "United Russia", Vladimir Vladimirovich Putin?
Mikhail Sokolov: The Scientific and Methodological Council under the Central Election Commission, where you were called. They called the “voice” there, now they will sit there.
Dmitry Oreshkin: And that's good. I think that this is right, because one way or another, once they called, then at least they will listen. Another question will follow. Although many proposals of the same “vote” were used. I think that, by the way, I did not like in Navalny - this is such a revolutionary. Now he refuses her and well done. Because to argue that Pamfilova is equal to Churov, from my point of view, is completely unfair, because Pamphilova is much better than Churov in that the scale of the vulgar falsifier has decreased. I am absolutely not inclined to say that she is an ideal, the ideal is generally unattainable, but it became better than when Moscow got on its hiders in 2011. You remember that United Russia then received 30% in reality, and it was shown 47%. Then we had swamp. After that, in Moscow they stopped using what is called a night falsifier, that is, roughly rewriting the protocols, began to use more subtle methods, and this is progress.
Mikhail Sokolov: That is, a petty scam is progress?
Dmitry Oreshkin: In the 2012 presidential election, Vladimir Vladimirovich Putin scored 47%in Moscow, that is, the only region where he did not win the first round because they did not attribute the voices. If in the old way, he would have 59%in Moscow, as in St. Petersburg, where 10%were attributed. Petersburg did not stand on his hind legs, Moscow stood on his hind legs. What Navalny offers is in his interests first of all. And this is in our interests in the broad sense of the word, because I see for this that finally people realized that the elections are not perfect, very nasty, it can be criticized as much as you like, but if you, instead of using your ballot, which makes it possible to be very small, but still influence, send a signal to your beloved authorities. There is an option or not to use, to proudly go into the unconscious, to say that I am not playing with these deputies, with these deputies, with this parliamentarism, with this electoral system, or still make the revolutionary comrades who say: do not sit down to play with Schuler for 20 years. Yes, Shuler. Do you have other options, except for a personal statement that I do not play these games?
Mikhail Sokolov: When people went out in 2011-12 - wasn't it a way?
Dmitry Oreshkin: It was a good, successful way to declare his position that worked. I am not saying that you need to refuse this, you do not have so many ways to influence the situation. One way is to use the ballot, to vote correctly for whom the same Navalny will advise. I’m not sure that he will always advise correctly, but as he advises, and you have your own head, you can follow, but you can not follow. Going to a rally is also a method. You just do not need to contrast one another. The critical mood of the liberal public to the electoral system is quite clear to me, because I belong to the same type of people. But just, it seems to me, it is stupid to abandon the opportunity to influence where you can influence.
Mikhail Sokolov: It sounded that Navalny is such a revolutionary politician, and now he, it turns out, is switching to some reformist positions. How do you feel about this statement?
Vladislav Naganov: I think that in fact he takes a revolutionary step. In fact, if we look and understand that in some legislative assembly or municipality, the conditional city in the Moscow Region large, the team of candidates supported by Navalny-this is really taking power at one single municipal level. The municipality, the Council of Deputies elects the chapter - this is already control of the administration. If we take the legislative assembly of the subject of the federation, then it is more difficult, but in any case, if some system parties are held, and they receive the majority there, then this is a very great stress for local authorities who have to agree on something completely differently. With his deputy, a candidate from United Russia, they can simply call, they will give you an honor and vote as it should, but not here, you need to somehow agree.
Mikhail Sokolov: So you want to say that political life will be more interesting at least?
Vladislav Naganov: Of course, it will be more interesting.

Mikhail Sokolov: Stanislav, what will you notice here about this? For example, I am scared by the phrase "discard ideological preferences." I imagine, suppose, the veteran of the political work of Gennady Andreyevich Zyuganov in the place of the President of the Russian Federation, chosen according to this scheme, so that United Russia and Putin become worse. Or, God forbid, still Vladimir Volfovich Zhirinovsky, who promises to quit the bomb somewhere, however, the current president is also now allowing vivid statements in the spirit of Zhirinovsky, but nevertheless, such a character. Will the Russians become better from the fact that the Party of power will be replaced by its understudy number two or number three?
Stanislav Belkovsky: Firstly, Gennady Andreevich Zyuganov and Vladimir Volfovich Zhirinovsky could already become presidents in the 1990s, at least Gennady Andreevich accurately. I think they did not do this in many ways consciously, because they understood that they could not take such a volume of responsibility. It is not only about conformism, but also in a realistic assessment of its own political and human potential, which is inherent in these, of course, professional politicians.
Mikhail Sokolov: Okay, they have young, energetic. In the end, the Communists nominated in the presidential election of Grudinin, not Zyuganov.
Stanislav Belkovsky: It's not about the presidential election in this project. In addition, any project by Alexei Navalny is calculated that Alexei Navalny comes to power.
Mikhail Sokolov: Is this a good step on this path, strong?
Stanislav Belkovsky: For Alexei Anatolyevich of course. And then, if you support Alexei Anatolyevich, you support this system of steps. It is naive to believe that Alexey Anatolyevich will try and create a whole system in order to bring Pavel Nikolaevich Grudinin to power. No, this will not happen.
Mikhail Sokolov: He, in fact, will not only throw weights on the scales and strengthen his role, but he will strengthen these parties.
Stanislav Belkovsky: Alexey Anatolyevich is absolutely flexible. When he says that ideology is not priority, he was always guided by this. The claims that he does not have a holistic program, he always replied that the program is more likely disconnecting than unites, so it is better to wait for some questions in the formulation of clear software priorities and attitudes. Therefore, it should not be assumed that Alexei Navalny will create any system, any tools, to help others to come to power - it would be naively several. If at some point he understands that this system allows him to come to power not to him, not his like-minded people and not to those people who will owe him as a result of certain political processes, it means that he will turn support in some of some local situations. In the same way, his position was always flexible about whether to participate in the elections or not to participate, depending on whether the elections in this case contributed to its political capitalization or not.
Mikhail Sokolov: Vladislav, I want to catch on your words that you are counting on some teams and so on. Do you think this project can stimulate the negotiation process? For example, knowing that Alexei Navalny will use the resource of registered people in some districts, convince them to vote for certain candidates, will any negotiations begin? Relatively speaking, the Party "I" or the party is still progressive, it will begin to talk with Navalny and say: let's agree-in this district we will put up a really strong candidate, and you will manipulate your supporters in our favor. Will it be like that or not?
Vladislav Naganov: Definitely, the negotiation process - this stimulates, I have no doubt about this. I think that even the candidates themselves will come and try to enlist such support in this case. Accordingly, those parties that are most far -sighted ...
Mikhail Sokolov: Do they be the first to come?
Vladislav Naganov: Of course. The "I" party first of all, I hope.
Stanislav Belkovsky: The fact is that the elections in Khakassia, in Primorye, in the Khabarovsk Territory, even in the Vladimir region showed that representatives of the system opposition can win so, saddling the basic trend of the mood of the current electorate, which is ready to vote on the principle of "anyone, not you, scum", turning to the "Party of Power". That is why people are not known to anyone, do you remember what the name of the Governor of the Vladimir Region is new?
Mikhail Sokolov: I don’t remember now. I already remembered the failed winner of the coastal elections - Ishchenko. I remember Orlov, who did not completely leave the political arena, received Sinecura in the Accounts Chamber.
Stanislav Belkovsky: Since these people will win and so, it would be very correct to me, Belkovsky, to run to these people for some time before their victory, to kiss on the cheek and say: Oh, I support you.
Mikhail Sokolov: This was done by Boris Abramovich Berezovsky, who was ahead of the decisions.
Stanislav Belkovsky: You are a candidate of Belkovsky. You just don’t try to assume that without me you could achieve such an impressive success. Naturally, Alexei Navalny as an absolutely pragmatic politician who understands where the wind is blowing, also wants to saddle this trend.
Mikhail Sokolov: Are you sure? It seems to me that he clearly strengthens his political position. It is somehow not heard by grateful voices. Today we began to study the political field, maybe someone responded. The so -called system parties are silent in a rag.
Dmitry Oreshkin: They do the right thing. I think the most important thing is how Navalny’s supporters respond, because they need to survive some cognitive dissonance. Those who do not go directly in Navalny Kilvater treat him with some skepticism, and there are a lot of such ones, they should revise the picture. Because recently it seems like he still said that everything is rotten, all disgusting and so on, we do not play these games, and now he offers to play these games. From my point of view, it does correctly.
Mikhail Sokolov: He plays his games.
Dmitry Oreshkin: Of course, this is his game. Because de facto, Stas correctly said that we are talking about elections to regional parliaments, and in single-mandate districts, there is no talk of presidential elections yet. That is, it is thawing technology. But at the same time, Navalny becomes the support leader of the opposition, because it stands like a zootechnik at the conveyor, which serves grain to cows or chicken. 3% throw this, turnout or consolidated support to the Yablooprichnik, Factor Rosse, the Communist is not excluded. If a person has a grain on a shovel, which weighs something, and the addition or non-removal of this grain significantly affects the results of the vote, then it becomes an alternative political center. This, of course, is in his interests. It must be understood that otherwise he would not have moved, because he is a strong politician, he comes up with new political moves, unexpected, including for his supporters, who are used to indignant, and here he offers to enter into interaction, which, from my point of view, is completely correct, this is exactly how we ripen, pathos, as civil society. I have interests if I sympathize with Navalny, and he recommends that I vote for such and such, why can I not vote for him? And in Navalny, the position intensifies, because then he is over the Communists, over the "fair Russians", against the "United Russia".
Mikhail Sokolov: And even over Ksenia Sobchak.
Dmitry Oreshkin: And even over Xenia Sobchak. It is quite rightly noticed that a reasonable single -mandate will not neglect excess percentages.
Mikhail Sokolov: For the authorities of Navalny, in a sense, unexpected, new? They will have to change something on the political field or they will look and say: well, let him go there?
Stanislav Belkovsky: For the authorities, the new reality that has proved itself in September is more likely. The power was quite obviously not ready for it. Потому что все эти телодвижения, трепыхание, мельтешение после успеха никому не известных опять же априори системных оппозиционных кандидатов, застали власть совершенно врасплох, власть не знала, что делать, – это было видно. Регистрировать Андрея Ищенко в Приморье или нет, потом сняли всех кандидатов в Хакасии.
Михаил Соколов: Ищенко не пустили на повторные выборы.
Станислав Белковский: Тем самым выстрелили себе в ногу, но выхода не было. Потому что Ищенко бы побеждал, пришлось бы Олега Кожемяко возвращать на Сахалин, что достаточно унизительно как для самого господина Кожемяко, насколько, неизвестно, были бы даны ему гарантии, если он проигрывает выборы, то он возвращается на Сахалин, то есть эта перспектива обсуждалась более чем реальная. Так и в Хакасии, где сняли всех кандидатов и оставили одного Коновалова в надежде, что он не наберет больше 50%, а он набрал 57%. Видно, что власть совершенно растерялась.
Михаил Соколов: Надо трудоустраивать человека, которого они туда временно исполняющим посылали.
Станислав Белковский: Он сейчас Росприроднадзор возглавит и будет наблюдать за русской природой. Власть в целом, в том числе и в лице Сергея Кириенко, куратора внутренней политики в Кремле, должна реагировать на это протестное голосование по принципу "кто угодно, только не вы, гады". И Алексей Навальный здесь, на мой взгляд, не приоритетный объект внимания власти, но один из важных, конечно, как, безусловно, ключевая фигура внесистемной оппозиции, заявившая претензии на лидерство уже на поляне системного оппозиционного электората, переходящего в новое качество.
Михаил Соколов: Я об этой новой реальности хотел бы поговорить. На низовом муниципальном уровне, что принципиально изменилось, чем люди недовольны, когда вы с ними общаетесь? Они же тоже были как-то недовольны раньше, но голосовали за "Единую Россию", многие даже искренне. Им рассказывали про врагов вокруг, много чего по телевизору показывали, они смотрели на проблемы сквозь пальцы. And now what?
Владислав Наганов: Сейчас, естественно, на людей влияют общефедеральные тенденции, все эти повышения пенсионного возраста, повышение НДС, рост цен на бензин. Естественно, сквозит в общении с людьми особенно проблема ЖКХ. Я с этим сталкиваюсь ежедневно, это очень серьезно раздражает людей. Это влияет на выборы, в частности, губернатора Московской области. Я наблюдал за выборами в Химках, видно было, что люди очень сильно недовольны.
Михаил Соколов: Воробьев выиграл все равно.
Владислав Наганов: Он выиграл, но в Химках он набрал предпоследнее место по Московской области. Более того, в 2016 году, когда были выборы в Совет депутатов Химок, там "Единая Россия" получила меньшинство голосов, большинство взяли другие партии. Кстати, та самая схема, которая реализовалась за два года до того, как сейчас ее предлагает Алексей Анатольевич. В принципе я вижу, как дальше развиваются события, когда местные власти вынуждены договариваться с победившими партиями и уже идти на определенные уступки.
Михаил Соколов: Все-таки толк какой-то есть в этих договоренностях? Предположим, больше денег дадут или больше внимания? Или просто по карманам депутатов эти деньги расходятся?
Владислав Наганов: Я не буду предполагать, что с ними сделали. Суть в том, что появляется отличная возможность работать в новом оппозиционном поле, которое расширяется. Избиратели, которые сейчас все больше и больше недовольны, естественно, данный проект повлияет на то, что выборы будут показывать еще более неожиданные результаты. Я бы в данном случае на месте кураторов внутренней политики наоборот озаботился тем, чтобы выдвигались через системные партии более адекватные кандидаты, то есть не откровенные спойлеры, а те хотя бы, которые могут нормально возглавить регион или стать нормальным депутатом, потому что иначе будут просто побеждать действительно спойлеры.
Станислав Белковский: Забыл вам возразить, что все-таки Болотная площадь и проспект Сахарова сильно повлияли помимо закручивания гаек. Сам факт возвращения губернаторских выборов.

Михаил Соколов: Странные оппозиционеры, которые рассказывают, как они любят Путина, его политику, внешнюю политику.
Станислав Белковский: Тем не менее, это лучше, чем система назначений. При том что за несколько месяцев до Болотной тогдашний президент страны Дмитрий Анатольевич Медведев говорил, что, конечно, губернаторские выборы вернутся в Россию, но через сто лет.
Михаил Соколов: Зато мэрских выборов практически не стало.
Станислав Белковский: Обратный процесс: сначала немножко отпустили вожжи, потом Путин закрутил гайки. Но даже в этой ситуации отпущенные вожжи работают сегодня на определенные оппозиционные успехи, порождают проект Алексея Анатольевича.
Михаил Соколов: Я думаю, что нам надо прислушаться к голосу народа. Раз народ чем-то недоволен, как он оценивает перспективы наказать "Единую Россию" по плану Алексея Навального. Давайте послушаем опрос.
Михаил Соколов: Созрел народ или не созрел? Эффект от разных неприятностей, который сказался в том числе и на рейтинге Владимира Путина, он долгосрочно действует или люди, как обычно в России, начнут терпеть?
Дмитрий Орешкин: И то, и то. Конечно, это долгосрочный эффект. Сейчас снизился рейтинг президента, до 40% опустился. Это значит, 40% от всех опрошенных готовы поддерживать Владимира Путина, а тех, которые готовы идти на выборы, около 60%.
Михаил Соколов: У "Единой России" тоже снижение.
Дмитрий Орешкин: И у "Единой России" снижаются. "Единая Россия" – это эффект отражения рейтинга Владимира Путина. Если Путин теряет популярность, то "Единая Россия" вдвое ее теряет. Если Путин увеличивает популярность, то "Единая Россия" за ним растет.
Мы видели на этих примерах два подхода: один человек говорит, что после пенсионной реформы он испытывает разочарование в этой самой партии и, по-видимому, это разочарование конструктивное, то есть он намерен проголосовать за другого, за какую-то другую партию или, во всяком случае, желает поражения "Единой России". А женщина говорит, что после пенсионной реформы я не пойду голосовать. Вот две разных позиции. Навальный говорит, что есть смысл пойти голосовать, я с ним согласен. Потому что стратегия низкой явки, изобретенная Юрием Михайловичем Лужковым для Москвы, прекрасно работает. Когда у вас явка 40%, из них как минимум 20% – это так называемый управляемый электорат, бюджетники, военнослужащие, те, кто сидят в тюрягах, еще не лишены права голоса и голосуют так, как скажет начальник тюрьмы, пациенты в больницах, в домах престарелых и так далее. Эти 20%, есть они или нет их, их голоса автоматом уходят в "партию власти". Если большинство избирателей, которые критически настроены или нейтрально, не идут на эти выборы, то эти 20% из суммарных 40% явки составляют половину. Все, результат решен. Чем меньше народу придет на выборы в продвинутых регионах, тем легче получить власти правильный результат. Я об этом талдычу два десятка лет. Я очень рад, что Алексей Навальный на своем личном опыте, естественно, он меня не слушает, как конформиста или еще кого-то, на своем личном опыте убедился, что если прибавить хотя бы 3% явки.
Михаил Соколов: Но надо еще утащить у других партий, стянуть их в одну точку.
Дмитрий Орешкин: Во всяком случае он понимает, что здесь есть возможность в этой игре поймать свою рыбу. И это как раз и есть буржуазная демократия при всех ее отвратительных качествах. Поэтому я за.
Михаил Соколов: Что скажет опытный политтехнолог? Власть что будет делать с этим проектом Навального, как она с ним будет бороться, что можно противопоставить? Сыграйте за них на пару ходов.
Станислав Белковский: Я не хотел бы за них играть по самым разным причинам.
Михаил Соколов: А вы их разоблачите, мы будем знать, как с этим бороться.
Станислав Белковский: Тут нечего разоблачать, система технологий власти совершенно очевидна, ничего принципиально нового мы не увидим. Это будут достаточно грубые методы по снятию тех кандидатов, которые могут претендовать на определенные успехи.
Михаил Соколов: И тут будут выходить другие кандидаты.
Станислав Белковский: В сентябре власть пропустила удар, поскольку она не была готова к такому торжеству демократии, которое случилось в четырех регионах. Сейчас власть подготовится получше, но это не спасет отца русской демократии Сергея Кириенко.
На мой взгляд, во власти есть тоже два идеологических полюса: один – это сам Владимир Владимирович Путин, президент, который считает, что что бы ни происходило в политической системе, он не потеряет контроль над страной и ситуацией, поскольку он совершенно легитимный хозяин страны. Любой губернатор, какую бы партию он ни представлял, в какой бы системе отношений ни пребывал с Алексеем Анатольевичем Навальным или другими оппозиционными лидерами, все равно придет в Минфин за бюджетными деньгами.
Кроме того Следственный комитет никто не упразднял и Генеральную прокуратуру, там уголовные дела, прослушки, весь инструментарий в полном объеме подконтролен Кремлю, значит склонить к сотрудничеству любого губернатора, даже совершенно яростно настроенного, легко.
Есть позиция внутриполитического блока администрации, который настроен гораздо менее радужно. Но поскольку он не может оспаривать доминирующую точку зрения Владимира Владимировича, то он будет своими подручными способами бороться с этой системой, теми, которые эффективно используются с ельцинских времен, здесь совершенно ничего не изменилось.
Дмитрий Орешкин: Навального они будут дискредитировать, чтобы он со своим довесочком не вмешался в процесс?
Михаил Соколов: А может быть просто снова посадят?
Станислав Белковский: Нет, они, естественно, будут пытаться дискредитировать Навального, но я не уверен, что эти усилия по дискредитации эффективны. Это ситуация Бориса Николаевича Ельцина конца 1980-х годов, при том, что я не сравниваю абсолютно Алексея Анатольевича и Бориса Николаевича – два совершенно разных политика и человека, но ситуация по дискредитации одинакова. Поскольку те электоральные слои, которым власть осточертела во всех ее проявлениях, не будут прислушиваться к этим дискредитационным кампаниям, каково бы ни было их наполнение.
Михаил Соколов: А что можно сделать внизу? Молодые энергичные сторонники Навального, как они в этой кампании могут принять участие?
Владислав Наганов: Мы же видим, что формируется база таких людей, которые будут по сигналу идти голосовать. В принципе, логически мысля, эту сеть можно превратить в полевую для того, чтобы она исполняла технологические функции в ходе предвыборных кампаний. По большому счету, если бы была сверху политическая структура в виде партии, это был бы убойный инструмент. Но раз партии нет, она может сработать на любую другую, в зависимости от ситуации. Естественно, в текущей конфигурации данный проект более опасен для внутриполитического блока администрации президента. Что они могут предпринять, я уже сказал, самое логичное с их стороны подбирать альтернативу в системных партиях так, чтобы их устраивал кандидат от КПРФ или кандидат от ЛДПР.
Михаил Соколов: Даже от "Яблока"?
Владислав Наганов: Это, я думаю, им вряд ли удастся.
Станислав Белковский: Здесь я бы заметил, что подбором кандидатов на губернаторские посты занимаются не только, а зачастую не столько внутриполитические структуры администрации, сколько финансово-промышленные группы.
Михаил Соколов: Они потом предлагают этих людей.
Станислав Белковский: Тут Сергей Кириенко может согласиться с более широким спектром, но не ФПГ.
Михаил Соколов: Есть его начальник господин Вайно, он может сказать, что тут заходили хорошие люди, предложили замечательного человека.
Станислав Белковский: Нельзя заменить своего на лучшего чужого. Лучше худший свой, например, как в Приморье господин Тарасенко, бывший и.о. губернатора, был ставленником, очевидно, группы братьев Ротенбергов, теперь считается, что они потерпели там аппаратное поражение.
Михаил Соколов: Скажите нам, теперь кто будет, от какой группы?
Станислав Белковский: Господин Кожемяко на сегодняшний день балансирует на грани нескольких групп, но одна из них обязательно возьмет верх, исходя из того, кто в принципе заинтересован в экономике Приморья. РЖД, тяготеющая к Ротенбергам, всякие угольные предприятия, завязанные на других участниках игры, конечно, "Роснефть", Игорь Иванович Сечин. Но эти ФПГ своих кандидатов сдавать не готовы. Условно говоря, как бы ни воспринимался нынешний губернатор Кемеровской области господин Цивилев на старте своей кампании, когда он умудрился оскорбить человека, потерявшего свою семью при пожаре в "Зимней вишне", все равно стоящий за ним Геннадий Тимченко не готов сдавать Цивилева, независимо от того, что можно было найти и более популярного кандидата.
Михаил Соколов: В таком ключе ФПГ должны и с Навальным поработать, посылать к нему каких-то своих гонцов и говорить: давайте вы свои ресурсы бросайте в пользу наших кандидатов. Это будет, наверное, интересно. То есть получается, что создается альтернативный центр влияния.
Дмитрий Орешкин: Он становится альтернативным политиком федерального уровня таким образом. Собственно говоря, это соответствует тому, о чем только что было сказано, что все эти решения идут на пользу Навального, как он понимает свою пользу. Просто он ее по-разному понимает, и это очень хорошо, потому что он меняет свой подход.
Михаил Соколов: Есть еще одна фраза из этого опроса, о чем люди говорили, по-моему, очень важная, женщина сказала: есть вещи более значимые, чем про "Единую Россию". Есть вещи действительно более значимые, например, вопросы войны и мира. С одной стороны есть мышиная возня, а с другой стороны стреляют по каким-то катерам, людей арестовывают, угроза войны с Украиной. Может быть, в такой ситуации, которая сейчас, такого раскачивания, недовольства и так далее, власть просто начнет действовать старыми проверенными способами – маленькая победоносная война?
Станислав Белковский: Это никогда не заказанный для нынешней власти путь. Хотя, я считаю, если говорить об инциденте в Керченском проливе, то это согласованная игра Кремля и администрации президента Украины, целью которой было обеспечить введение военного положения и тем самым создание преференций для действующего президента Украины Петра Порошенко в смысле его переизбрания на второй срок.
Но в том числе под давлением западных партнеров, в частности Ангелы Меркель, канцлера ФРГ, этот сценарий не совсем сработал на Украине. Учитывая, что Украина не Россия, свобода лучше, чем несвобода, там парламент смог противопоставить свою позицию президентской.
Здесь могут быть и маленькие победоносные войны, и все, что угодно, и защита "жизненно важных интересов" России в каких-то сопряженных сферах. Хотя я не думаю, что Владимир Путин ведет дело к большой войне – это будет продолжение все той же гибридной войны, построенной на системе мелких пакостей самого разного образца, от террористических актов до кибератак, так все и будет продолжаться.
Власть в лице Путина лишена какого бы то ни было алармизма по поводу происходящего во внутренней политике, Владимир Путин считает, что на его век хватит.
Чиновники более низкого звена не лишены алармизма и в ФПГ не лишены. В ФПГ, потому что у них сокращается кормовая база и наличие собственных губернаторов и большинства в заксобраниях – это важное условие как минимум сохранения или расширения этой кормовой базы. А чиновники просто боятся поплатиться за то, что они не смогут выбрать достаточное количество правильных губернаторов, вся ответственность ляжет на них, ибо за общий курс власти, который ведет к росту оппозиционных и протестных настроений, естественно, Владимир Путин отвечать не собирается. Он легитимный монарх, стоящий выше политической системы и всякой, как вы правильно заметили, "мышиной возни".
Михаил Соколов: Он выше политической системы, но он не выше мировых лидеров. Мы пока тут сидим, Дональд Трамп заявил, что он отменяет встречу с Владимиром Путиным на "двадцатке", будет готов к переговорам с ним, когда инцидент в Керченском проливе будет урегулирован.
Дмитрий Орешкин: Не иначе как Навальный ему забашлял, в терминах антинавальновской оппозиции. Это провал, конечно.
Михаил Соколов: На этот провал можно ответить еще большей эскалацией.
Дмитрий Орешкин: Больше нечем, конечно, только большей эскалацией. Успехами в экономическом росте что ли? Чем еще может ответить наша замечательная власть? И в этой ситуации, естественно, будет нарастать разочарование. Вопрос в том, как это разочарование или раздражение канализировать. Навальный предлагает себя в качестве канала. Очень правильно для оппозиционного политика.
Михаил Соколов: Почему ваши сторонники, команда Навального молчит в тряпочку о таких рисках, как угроза войны? В то время, когда весь мир с содроганием смотрит на этот инцидент в Керченском проливе, в это время Алексей Навальный разоблачает Брилева, что у него иностранное гражданство. Мне кажется, что это вещи очень разные. Почему молчит ваш лидер?
Владислав Наганов: Наоборот как раз, эти все инциденты и служат для отвлечения внимания народа от насущных, важнейших вещей – это экономические проблемы. Они просто перенастраивают реакцию людей на внешнюю политику, а надо, наоборот, фокусироваться на внутренней. Он правильно делает, что старается абстрагироваться и не замечать все эти вещи, не поддаваясь на уловки.
Михаил Соколов: То есть если, предположим, Россия начнет новые военные операции, будут гибнут люди, для Навального хорошо молчать об этом?
Владислав Наганов: Конечно, он сможет среагировать и это осудить, сказать, что он выражает глубокую озабоченность, как это делают посольства каких-либо стран или министерства иностранных дел. Но ведь у нас внешняя политика – это прерогатива президента. Не может никто кроме него реально сейчас решить, как себя повести в ходе инцидента, подобного тому, что случилось в Керченском проливе. Он отдает такие приказы, даже не премьер-министр. Поэтому здесь лишь остается только фокусироваться на внутренней повестке, чтобы им не удавалось отвлечь людей на внешнюю.
Михаил Соколов: Может быть, это ошибка, может быть, лидеру оппозиции стоит как раз фокусироваться и на внешней повестке дня?
Станислав Белковский: Позиция Алексея Анатольевича Навального здесь не меняется много лет в этом вопросе. Владислав все вполне внятно объяснил, что Навальный следует только своей собственной повестке, которую формулирует и формирует он сам. Он из принципа не будет следовать чужой повестке. Даже если Россия будет сбрасывать атомную бомбу куда-нибудь, ударит ракетами или вот новый сюжет, связанный с тем, что 12 миллиардов долларов ВТБ предоставил кредитов Центральноафриканской Республике, каким бы важным ни было событие, такова логика Алексея Анатольевича, если я правильно понимаю, если она созрела не в его собственном мозгу, он не будет уделять этому приоритетного внимания.
