In April 2018, we wrote about Mikhail Pavlovich Teplyakov, a military pilot, a participant in the Great Patriotic War, Japanese and Korean wars, who was the first to meet Yuri Gagarin at the landing site in 1961. He is 92 years old, and for 41 years he does not receive an additional pension assigned to him. After our publication, the military prosecutor's office promised to intervene. What has changed in six months?

During my trip, together with the deputy prosecutor of the 37th military prosecutor's office of the Akhtubin garrison Vadim Kertanov visited the veteran of the house. The deputy prosecutor in the presence of his wife and son promised to help Mikhail Pavlovich with a flight pension and with allowances for participating in the Great Patriotic War.

Kertanov began for health, but did not finish. He refused to deal with the issue of accruing flight pensions to Mikhail Pavlovich almost immediately, referring to the existing court decision. But I decided to conduct a check why they do not accrue a pension laid by the veteran for participating in the Great Patriotic War.

The deputy prosecutor sent a request for the calculation of pension debt to the Astrakhan Regional Military Commissariat, but there was no answer. He also filed the promised lawsuit in court, in which he demanded to establish the status of a participant in the Great Patriotic War. And he did not declare claims for payment of debt, but promised to do this in a separate lawsuit.

On May 14, 2018, the military commissariat, without waiting for a court decision, voluntarily established the status of Teplyakov Mikhail Pavlovich - as a participant in the war - according to the “Law on Veterans” (Article 15). It was a small victory that, unfortunately, did not lead to a real result.

The prosecutor Kertanov did not seek the presentation of the calculation of the debt, but asked for the confidant of Mikhail Pavlovich, his son Yuri, to write an appeal to the main military prosecutor's office regarding the situation with non -payment of the pension, since he could not act without permission from above.

In June, after the established status of a war participant was supposed to enter into force, allowances should have been accrued. But this did not happen. The pension came the same. Yuri turned to all possible instances, as well as to the main military prosecutor's office with a request to file a lawsuit in the interests of Mikhail Pavlovich.

More than two months passed, but there were no answers to the statements. The intermediate answer came only from the prosecutor's office of the strategic missile forces, which said that they sent a statement to the 37th military prosecutor's office.

Only in September did Kertanov announced that he received this statement, but sent it to the prosecutor's office of the Caspian flotilla. A vicious circle. The deputy prosecutor substantiated this by the fact that he has no authority, since supervision of the military commissariat was carried out by the prosecutor's office of the Caspian flotilla. And later he also answered the statement, saying that he did not see any violations that the allowed allowances did not begin to pay since June 2018.

From the prosecutor's office of the Caspian Flotilla, there was no response to a statement by the pension of the war participant. But the answer came about the flight pension, where four months after the appeal, they finally recommended Mikhail Pavlovich to file a lawsuit on their own. A completely blind disabled person of the first group aged 92 years.

Yuri filed an application with the Investigative Committee of the Russian Federation. From June to Law, 4468-1 “On Pensions to the Military Personnel” Mikhail Pavlovich had to pay the allowance, but this did not happen. And it was also possible to find out that in the Akhtubinsky military commissariat of 18 such cases of non -payment of a flight pension.
