Bosphorus with Dardanelles will not be blocked. But Russian men will not be allowed to Ukraine

The morning of Friday, November 30, began with an invitation to President Poroshenko, the leaders of the structures responsible for the implementation of the military law plan in life.

Until that head of state administrations, ten regions, explaining at briefings, the features of the moment, as if competing in liberalism, repeating: no infringements of the rights and freedoms of the civilian population are expected. Journalists did not give up: "And then what is the meaning of martial law?!" The meeting of the head of state gave some answers.

The head of the State Border Service, Colonel General Peter Tsigikal reported:

- The entry of foreigners, primarily citizens of the Russian Federation, is limited to Ukraine. We do not miss men's faces, from sixteen to sixty years of inclusive.

- Are these measures to counteract? So that the detachments of private armies are not formed here, which, in fact, are representatives of the Russian Federation, and prevent them from conducting operations, as they already tried in 2014? - specified Poroshenko.

Tsigikal nodded in the affirmative.

And I would strengthen the requirements regarding temporary registration in areas where martial law has been introduced for citizens of the Federation. A little later, the speaker of the State Border Service of Ukraine Andrei Demchenko specified in the commentary to the 112 television channel, what the mechanism “skipping - not to miss”.

- With foreigners, primarily by citizens of Russia, and stateless persons will conduct increased interviews.

The so -called “risk group” is distinguished - are the situation involved in the destruction in Ukraine? We check the previous trips on the database: did not violate the legislation, did they visit the temporarily occupied territories?

Demchenko specified that some exceptions will remain. For example, for persons with diplomatic status, from which we can conclude-the border guards do not foresee the immediate termination of Ukrainian-Russian diplomatic relations. They also promise to skip “service personnel of vehicles”, it must be understood that crews of passenger bus drivers and truckers. That is, a direct ground message between the countries, despite the promises of the Minister of Infrastructure - "Only bears will go to Moscow!" - So far, too, they are not completely canceled. The “age” ban on those who have documents for temporary or permanent residence in the country does not apply. Yes, and the interviews themselves on the state border, according to the speaker of the department, do not mean a turn for a turn for a reason:

- If a person convincingly proves the purpose of the visit ... In each individual case, a separate exclusive decision is made.

The human factor comes to the fore again. Although experts recall: undesirable visitor can penetrate from Russia to Ukraine, however, on an uncontrolled part of the country, through a segment of the state border in the occupied Donbass.

Close Bosphorus and Dardanella

The Minister of Foreign Affairs of Ukraine Pavel Klimkin, and before him, the commander of the Ukrainian Navy, Igor Voronchenko, said that official Kyiv turned to Turkish President Erdogan with a proposal to close Bosphorus and Dardanella for Russians. Partners are trying to convince: the aggression of the Russian Federation in the Sea of ​​Azov and the Kerch Strait should “ak” when the Russian vessels from the Black Sea to the Mediterranean.

- There was already a conversation with Erdogan. Dardanella’s passage is regulated by the special Convention of Montrec, ”the head of the Ukrainian Foreign Ministry explained. - Within the framework of the Convention, there is an opportunity to limit the passage of (Russian) courts. Although there is a question, how and how quickly it can be done.

One of the leaders of the Maidan Foreign Affairs and Blackseanews Bulletin editor Andrei Klimenko did not agree with Klimkin (not so long ago, “New” published an interview with this expert about the situation in the Sea of ​​Azov).

“... the Convention of Montreus regarding the passage of military ships is very unambiguous. The ban is possible if Turkey feels a threat to itself, is at war or (the ban is possible) for the warring Black Sea countries ... If we convince the Turks that Ukraine is at war with the Russian Federation, it will block the straits for both countries, and we will remain with what is. Even without the right to visit Turkey or the arrival of new ships from the United States ... Russians will also remain with what they have, but they have much more. How this will help us is incomprehensible. For commercial ships of a separate state, it is impossible to block the straits on the basis of the Montre convention, ”Klimenko wrote on Facebook. He believes that the proposals of the “Maidan of Foreign Affairs” for sanctions against the Azov and Black Sea ports of the Russian Federation for servicing sea traffic to the occupied Crimea, which were submitted to the leadership of Ukraine in May, is much more realistic and effective.

Andrei Klimenko also recalled: all the main events of November 25 occurred not in the Sea of ​​Azov and not even in the Kerch Strait, where Ukrainian ships were in the parking lot. Taran, and then the shelling of the ships and their capture happened in the Black Sea. That is, the famous 2003 agreement on the joint Russian-Ukrainian use of Azov does not have a direct legal attitude to the current situation. Therefore, the reaction of the West turned out to be quite acute: this is an attack on the military vessels in the open sea, which the Convention on Sea Laws applies.

They were placed in the occupied territorial waters of Ukraine off the coast of the Crimean Peninsula, fired and taken on boarding outside territorial waters.
