Why was it needed? To annoy someone? It will come out more expensive. Rather, to show the voter who was disappointed - they say, we can. True, not all issues ... but these are details.
Only 15 deputies voted for the request. And it took 16. The opposition had 17 votes in the city parliament. A simple arithmetic calculation encourages the idea-in someone’s fractional rows, renegades are hidden. But in whose?

На прошедшей третьей сессии было заявлено о создании в Архангельской городской Думе депутатского объединения «Наш округ «МАЙСКАЯ ГОРКА», в которую вошли депутаты Олег Черненко (избир. округ N 5), Андрей Махлягин (избир. округ N 4), Павел Гвоздухин (избир. округ N 5 по спискам “Справедливой России”) и Василий Кичев (избир. округ N 5 по спискам ЛДПР).
Руководителем нового объединения стал Олег Черненко, заместитель председателя Архангельской городской Думы. Заместителем руководителя выбран Андрей Махлягин.
По словам Черненко, это объединение создано по территориальному, а не идеологическому признаку, что должно повысить к нему уровень доверия со стороны избирателей:
- Все вошедшие в объединение депутаты избраны по избирательным округам, которые полностью или частично входят в территориальный округ Майская Горки. Считаю, что такой шаг даст дополнительные рычаги в отстаивании интересов жителей Майской Горки и возможность более эффективной совместной работы депутатов в округе, проведения общих совещаний и «круглых столов» с участием всех заинтересованных сторон (городские власти, общественные организации, жители) по важным проблемам Горки.
К слову, как мне только что стало известно, своё желание присоединиться к новой группе изъявили ещё несколько народных избранников, оценивших новый подход к формированию групп влияния – городской избиратель просто устал от тупого политиканства.
Получается так, что после данного события в Архангельской городской Думе всего присутствуют 5 депутатских объединений: четыре политические фракции - «Единая Россия», «КПРФ», «ЛДПР», «Справедливая Россия», и одна депутатская группа – «Наш округ МАЙСКАЯ ГОРКА».
Будет интересно понаблюдать за ростом её популярности…

Ещё в мае к областным коммунистам (конкретно к Леониду Таскаеву) обратилась жительница многоквартирного дома в деревне Большое Анисимово, муниципального образования «Заостровское», Приморского района, Архангельской области. И рассказала про жуткую ситуацию с водоснабжением – тем, что течёт из крана, не то, что умывать (о пить давно никто не вспоминает), сапоги мыть страшно, ещё больше испачкаешь.
Ну и наплевательское отношение к проблеме главы МО Алимова и главы района Рудкиной… это уж как у нас повелось.
Кстати, описываемы события происходят не где-то в заброшенной Богом и чиновниками архангельской глубинке – от центра областной столицы до Заостровья всего-то 12 км… минут двадцать езды, если без пробок.
Это не частный сектор – это благоустроенные пятиэтажные дома. XXI век на дворе, а по трубам течёт совсем не виски, но по цвету похоже. Есть даже заключение главного санитарного врача, выданное ещё в 2017 году, о недопустимости такого качества воды – и дело совсем не в цвете, а в различных болезнетворных микроорганизмах, создающих угрозу жизни и здоровью жителей, получающих воду такого «качества» из централизованной системы.
Первый запрос отправили почти сразу же после поступления обращения от имени фракции «КПРФ» в АОСД.
Ответ пришёл через месяц. Ни о чём. С рассказом о сложности дноуглубительных работ, проблемах МУП «Водоочистка» и успокоением – питьевую воду подвозим согласно утверждённому графику. То есть, вёдра, бидончики, очереди к водовозке, настоящая находка для навальных и исаевых.
Короче, вопросов меньше не стало.
Следующий запрос был направлен уже после выборов. В первую очередь интересовали конкретные сроки подачи воды надлежащего качества. Также послан запрос в Министерстве ТЭК и ЖКХ Архангельской области информацию о наличии финансирования для осуществления муниципального «Плана мероприятий по очистке воды на 2018-2022 годы».
В ответе уже содержался конкретный посыл по известному адресу – денег в бюджете нет, работы по улучшению качества воды в деревне Б. Анисимово (Б – большое, а не то, что вы подумали) не запланированы.
Коротко и по существу для представления картины полного…
Пока весь мир пытается решить проблему с питьевой водой в Африке, в десяти километрах от центра города Архангельска у сотен людей из крана течёт отрава… и только после обращения к губернатору им стали раз в неделю подвозить питьевую воду. Подвозить, как в Африке только со снегом зимой.
Второй депутатский запрос в администрацию Приморского района отправил от своего имени уже Леонид Таскаев. Ответ пришёл… как под копирку, с теми же формулировками и фразеологизмами, чиновники не стали баловать депутатов одной фракции стилистическим разнообразием.
Был отправлен и третий запрос. Совпадение или нет, но ответ на него пришёл с нарушением сроков и после звонка в прокуратуру. Такое отношение даже к депутатским запросам (что говорить о чаяниях простых граждан) с лихвой оправдывает весь негатив, направленный на отдельных чиновников, сидящих в своих районах по 15 лет и более.
Одно хорошо, главы района и муниципалитета, как следует из текста ответа, наконец-то собрались, чтобы обсудить проблему с водоснабжением не одного многоквартирного дома, а всех, находящихся в паре сотен метров дальше по улице от администрации муниципалитета.
В распоряжении редакции имеется часть переписки главы МО «Заостровское» и МУП «Водоканал» о возможности технологического присоединения во втором квартале 2020 года к централизованной системе водоснабжения водоочистной станции. Хорошо, только не пояснили, откуда она (водоочистная станция) там возьмётся ко второму кварталу 2020 года. И возьмется ли она вообще. Эта станция была частью муниципального «Плана мероприятий по очистке воды на 2018-2022 годы». Помните, что ответило министерство? Денег нет и не будет.
Также нам передали копию заполненного опросного листа «для подготовки паспорта региональной составляющей федерального проекта «Чистая вода»… как это решит проблему с водоснабжением 1200 человек, проживающих в данном конкретном населенном пункте? А главное – когда?
Как следует из запроса министерства ТЭК и ЖКХ АО, данный проект является очередной попыткой исполнить майский указ президента только уже в рамках экологии:
«Основной задачей федерального проекта является повышение качества питьевой воды посредством модернизации систем водоснабжения с использованием перспективных технологий водоподготовки, включая технологии, разработанные организациями оборонно-промышленного комплекса».
Конкретных сроков не стоит. Заполнение этого листа ни к чему не обязывает, а решение о проведении каких-либо работ где-либо вообще будет принимать «Росатом» (?).
Но лист направили в адрес министерства 21 ноября.
Когда будет вода? Unknown.
Видимо, всех устраивает, что в 21 веке в десяти километрах от центра столицы Поморья больше тысячи человек не могут добиться питьевой воды из кранов. В эту Арктику мы – ворота?
