
The Ministry of Internal Affairs of the Russian Federation announced the purchase of a batch of handcuffs worth more than 26 million rubles. According to the SPARK -Marketing system, which Interfax refers to, the purchase will be made from the only supplier - NPO SM CJSC.
Until December 20, he is obliged to deliver 28.6 thousand sets of handcuffs in the amount of 26.37 million rubles (the cost of one set with a cover is 922 rubles). In the description of the product, its name is mentioned, not submitted to the catalog: "Tenderness". Another handcuff name is special operative bracelets (BOS).
In the description of the handcuffs on the NGO website, it is noted that this is “a quick and reliable means of restricting freedom of movement of the violator’s hands. A special design of a semi -rigid connection allows you to use pain techniques and quickly limit the freedom of hand movements of the detained”. At the same time, handcuffs "do not disrupt blood circulation, do not allow the packets and damage to the skin," the characteristic says. Handcuffs are designed for 5 thousand response cycles (locking).
Recall that in November it became known that the Russian Guard purchased 65.2 million rubles two cars with laser emitters that could stun and blind a whole rally. The system is installed on ordinary Gazelle, painted according to the special requirement of the customer in mouse-gray color.
It is assumed that emitters will affect violators in the form of "acoustic pressure" - it will be felt at a distance of 10 meters of 135 decibels. 130 Decibel is a pain threshold for a person, with an exposure to 135 dB, a contusion is possible. The noise in 135-145 decibels occurs when a reactive aircraft and rockets take place. In addition, the system will create a powerful light flow that can blind a person for a while.
The media noted that the Russian Guard will probably become one of the first law enforcement services of the world to receive laser weapons. Similar systems are only developed, in particular, for the British police and the US Army. In the Russian Guard, the purchase of lasers was explained by the fight against terrorism.
And at the beginning of this year, the internal affairs department at the metro declared the largest purchase of service dogs in recent years - 45 service shepherds for 2.25 million rubles. The purchase noted that animals should have "balanced temperament, strong nerves, confidence, absolute calm."
