According to Shvetsov, citizens under the age of 30-35 began to change their place of work much more often, and far from always of their own free will, Kommersant writes. As specified in the Central Bank, we are talking about the fact that the contract is laid down in the contract with the bank that, in the event of a loss of work, the borrower may, having previously notified the creditor, suspend payments for no more than six months. This period will be attached to the general period of payments. The same approach can be extended to accidents, diseases that lead to temporary disability. So far, it is proposed to allow the borrower to accept this mechanism once, in the future the Central Bank can consider the option of multiple use.
The regulator forces to go to such radical measures the threat of mass mortgage defaults. According to the Central Bank, now the most risky mortgage loans with an initial contribution of 10 to 20% account for more than 40% of all issues. According to the statistics of the Central Bank, in just ten months of 2018, 1.17 million mortgage loans were issued 2.37 trillion rubles.
A high share of loans with a small initial contribution to the Central Bank was called "anxious trend." In order to limit the issuance of loans with a low initial contribution, the Central Bank announced an increase in the risk factor when calculating such types of loans from 150% to 200% from January 1, 2019. However, citizens who have already received such loans are at high risk.
They intend to fix the norm on the “mortgage holidays” at the level of the standard for responsible mortgage lending, the final version of which will be presented in late 2018 - early 2019. Standards for banks will be advisory in nature, but it is assumed that banks will fulfill them. In order not to become an object of "overly close attention."
Initially, it was supposed to facilitate the situation of mortgage borrowers, securing the obligation of banks to restructure loans at the legislative level, but banks negatively reacted to the proposed bill. Nevertheless, this bill, according to the Central Bank, is "at the stage of discussion with the market."
Deputy Minister of Finance Alexei Moiseev said that the Ministry of Finance generally supports the idea of mortgage holidays in case of difficult life situations, but pays attention to the possible costs of such an initiative. It is reported by TASS.

According to him, it is necessary to find a balanced solution that would protect not only citizens who have fallen into a difficult life position, but also those who gave deposits to the bank. "So that the write -off of loans does not lead to the fact that the bank could not pay off with its creditors," the deputy minister said.
