
The Moscow Residential Development Renovation Fund (Renovation Fund), established in 2017 by the Moscow Government for the implementation of the renovation program, first acted as a buyer of land in Moscow and acquired four sections with a total area of 3 hectares located near residential quarters included in renovation.

The fund bought three of them from Russian Railways (territories on 47b Ave., Krasnodar St., Vl. 6, on the road of the Cherepanovs, Vl. 56A) in October 2018, and last week they were included in the list of launch sites for the construction of renovation houses, which are planned to be resettled since 2022.

Another site located at ul. Kasimovskaya, 39, K. 2, the Fund bought the entrepreneur Ruslan Dzhamaludinov - brother Arsen Dzhamaludinov from the entrepreneur last week, who is the son -in -law of the billionaire Suleiman Kerimov. Earlier, the Dzhamaludinov brothers built a Sky Skolkovo apartment, but this year left the project. The plot purchased from the entrepreneur has not yet been in the list of launching platforms of renovation.
In the areas for which the von paid a total of 662 million rubles, the buildings of invalid kindergartens and nurseries are located. As follows from the materials on the public procurement website, all transactions were carried out without a competition, and contracts were concluded directly with sellers directly. At the same time, the Russian Railways were purchased by the fund at a price close to the cadastral value, with small deviations in a large or smaller side, while the fund paid 130 million rubles for a section of Dzhamaludinov at a cadastral value of 62 million rubles.
“The price of sites is in principle in the market and is suitable for renovation purposes. However, without this project, their attractiveness would not be so high,” said Igor Roganovich, director of the financial markets and investment department, Igor Roganovich.
It is also worth considering that the fund will be able to carry out construction on special conditions. "The fund has the possibility of obtaining permits and approvals without problems, so additionally this does not need to be laid in the budget and deadlines," the representative of the construction company explained.
It should be noted that the fund had the opportunity to buy real estate before, but so far it has received only plots belonging to Moscow for construction. In July of this year, a representative of Moskomstroyinvest admitted that the city could use the lands of private investors in areas where Moscow does not have its own land or launching site for renovation.
The renovation program in Moscow was approved on August 1, 2017 after the adoption of federal and city laws. This program is designed for 15 years, that is, by 2032 it is supposed to resettle 5 171 houses, where about 1 million people live ( list ).
In August of this year, opponents of renovation in Moscowsaid that for the 12 months of the existence of the program the worst fears were confirmed. According to them, the program was not designed for Muscovites, but for the construction complex of Moscow, which needed to somehow legalize point development and get new lands for construction.
