In the video from the polling stations of Balashikha, Moscow Region, you can see who and how falsified the elections of the Governor of the Moscow Region

At the end of November, the Mosoblizbirk at the ceremony summed up the work of the work of the territorial commissions (TK) this year. Six and a half thousand letters were prepared. A little earlier, the award was encouraged by the chairmen of TIC. Among the indicators of their work, the absence of complaints was also taken into account.

In the largest city in the Moscow Region Balashikha, there is almost no one to complain, observers are demoralized. No matter how much they catch “carousel” and falsifiers with packs of ballots in their hands, the violators got away with the violators.

Particularly vigilant observers were beaten. Those who threw the ballots were released in peace.

“The case hung, the video was erased from the scene of the crime,” recalls the observer Dmitry Nesterov, who was brutally beaten in local elections three years ago.

Why are we returning to the elections of the Governor of the Moscow Region, which took place on September 9? The fact is that activists downloaded and retained a large amount of video recordings from cameras installed in polling stations. It took a lot of time to watch a thousand hours of these videos.

As a result, we have evidence of stuffing ballots with members of election commissions and the so -called “carousels”, when the same people voted many times. After watching a video from 48 polling stations in Balashikha, we identified more than 300 “carousel” and

About 200 members of the election commissions, which not only issued them the ballots, but they themselves actively threw them.

Dressing

“At first I thought they were playing spies, and then I realized that it was a“ carousel ” - after all, there was a plot [for voting],” says Levon Smirnov, a municipal deputy of the Academic District. On Sunday, September 9, he arrived in Balashikha to vote at the place of residence. After he went into the pizzeria, sat at the table by the window and saw on the street "show with changing clothes." In the parking lot of cars, women and men took off their shirts and blouses, put on other clothes and went towards the city hospital where the site was located. Levon followed them and immediately recognized three women.

“I immediately asked:“ Who is the chairman? You have a carousel on your site, ”says Levon. While looking for a policeman, the women voted and left. Levon managed to photograph them, in the parking lot and on the site. And also recorded the number of one car (it is in the editorial office).

Once the carousels changed clothes, it means that they have already inherited somewhere. In a radius of 300 meters there are several sections and, according to GAS “Elections”, the turnout on them is higher than the average in the region. The sources in the election committees confirmed that there were carousels, and there were many of them.

The community coordinator of independent video monitoring Viktor Kabanov said that the volunteers managed to record the broadcast of the voting day. Among the video materials there are plots from Balashikha. Soon from the portal “Consider yourself”, which is an online tool for studying the video from the elections, we received the first entries from the sites. To track the “carousel” by video is only a matter of time.

Video

“Thank you, you voted! Thank you, you voted, ”the electronic urn roars (Koib), when first the guy in a penalty shirt, and then another in the gray T -shirt, shove two ballots into it at once. These people always came together. The first time they came to the site No. 570 in the afternoon. We received a ballot from the commission, voted. And after seven minutes they came again. In the evening from 18.52 to 19.09, they both voted three times, each time throwing two ballots into the urn.

Around the same time, another 20–25 people came. They also did three to four gunsuits. And between these "raids" the site was almost empty.

After seven in the evening, a bacchanalia began: every minute one of the same carousels voted, throwing two ballots. They left to come in five minutes again.

I guessed that the “carousel” ran to the neighboring section No. 569. We watched the video from there. The same picture:

The commission barely managed to give out the "carousel" of the ballot - also two pieces.

Among those who threw the ballots, I unexpectedly discovered two members of the precinct election commission (PEC) No. 570, who had already voted in the morning. Chairman of the Commission No. 569 Kirill Shipilov gave them the ballots, and a member of the commission Evgeny Sokolov stood up and blocked a review of the video camera. But it was still noticeable how one person deftly introduced two ballots into the electronic urn at once.

Shipilov answered Novaya Gazeta that his people did not give out the ballots to the “carousel” and the stuffers and that there could be no evidence, since the videos are not given to reporters.

Let's make a circle

Many of the “carousel” were already known to volunteers: at first Viktor Kabanov caught a half -dozen people in section No. 569 and sent screenshots with their image to his colleagues. Then a member of the election commission from the Moscow Region Mikhail Buzin revealed more than 100 cubs in the section No. 572. At one of the screenshots you can find out those two - in the gray T -shirt and the Laterase shirt.

Sometimes “carousel” can be seen immediately. They purposefully go to the “charged” member of the election commission, without even masking to real voters. Volunteer Maxim Lavrov sent a video from section No. 564: the girl gets the ballot, goes to the booth, votes, makes a circle and approaches the same member of the commission for the second ballot.

At the PEC No. 39, in front of everyone, the scander introduces 10 ballots into the electronic urn.

In the video from section No. 567 it reaches the point of absurdity: at 13.47, the chairman of the election commission congratulated the young man on the fact that he votes for the first time in his life. Meanwhile, the young man - the one, in the Laterand shirt, already voted here five minutes ago. And, according to our estimates, by that time he did it at least 15 times in seven areas.

Soon we installed a group of about 80 carousels, which many times voted in 19 areas between Kuchino and Zheleznodorozhnaya stations.

“No, they are not similar,” says the municipal deputy Levon Smirnov, looking at the screenshots from the dossier of the “carousel”. Women who changed clothes in a parking lot near the sites looked different. Levon issued an application to the Mosoblisbirkom for video recordings with PEC No. 575 and No. 576. And we received a video of another 20 sites from the “Consider yourself” portal.

Having looked at the record from section No. 576, we found a new group. She surfaced in five more areas. It catches the eye

How cleverly many of its participants are dodging video cameras. Such “skill” may indicate that these people are not the first time “work” in the elections.

Based on fragments from the video, Tatyana volunteer compiled a “carousel” table, it contains about 300 confirmed participants.

Should someone help such a mass of people?

On the site No. 587, the camera recorded a long queue, people from it approached only two tables on the left. One of the tables is not completely visible, and the other is good, and the work of a member of the commission was surprising. The woman did not watch the registration in the passport at the table, she sometimes issued the ballot earlier than she made an entry in the voter book. The line quickly passed, but soon arose again. Moreover, the same people came up behind the ballots, only a little disguise, for example, a man put on a baseball cap, a woman - glasses and a sweater. Within an hour and a half, they came several times.

This is another group. The member of the commission No. 587 Svetlana Mikhaleva, a teacher of mathematics with 32 years of experience in gymnasium No. 1, served these people.

Who instructed her to give out ballots? The Chairman of the PEC Veronika Busygin, the deputy director of the same gymnasium, hung up the phone, not wanting to talk on this topic.

This commission issued more than 100 ballots to the “carousel”.

But the members of the PEC No. 568 not only issued the ballots to the “carousel”, but they themselves actively threw themselves. Chairman Irina Korobkova made two stuffing, and her deputy Stanislav Korobkov - four. Members of the commission Stanislav Borisov and Ulyana Malova threw 16 ballots in the amount of 16. The secretary of the commission Anna Chavkina voted 6 times; Member of the commission Alexander Kovalev - 16 times. In order not to glow, he took small tricks: either he took off his jacket, then approached the urn from the depths of the site, then put on dark glasses. Other members of the commission also struck. By the number of stuffing everyone, the members of the PEC Elizaveta Vasilenko and Natalya Kegdezhieva surpassed, throwing 17 and 22 ballots, respectively.

In addition to the commission, observers were actively thrown. All stuffers are pretty young people. Many of them, judging by the photo from social networks, are members of the Youth Territorial Election Commission of Balashikha and the Youth Parliament. On September 9, they, members of the PEC and observers, threw about 107 ballots - about 16% of all issued on the site.

We found three more youth sites. At PEC No. 578, members of the commission under the leadership of the chairman Vladislav Kishin threw at least 55 ballots.

Klishin himself, the secretary of the youth tick of Balashikha, voted 8 times.

But the commission No. 77 left everyone behind: about 1130 ballots were thrown there. How did we count it? We looked in the state automated “Elections” system, how many ballots were issued in the premises of section No. 77, and compared with how many people in the video really received them during the day.

Loud music

If you believe the GAS system “Elections”, the activity of voters in Balashikha is much higher than the generally exposure. It was in Balashikha that the current governor of the Moscow Region Andrei Vorobyov received the highest result (78.9%) - almost four times more than in the Volokolamsk district (20.68%), where they protested against landfills. The local Kuchino training ground was closed in the summer of 2017 after the residents appeal to the president, but the smell from there regularly covers the city.

We looked at the records from 45 of 183 TICs No. 2 and TIK No. 1 of Balashikha: the voting results on all are falsified. More than 300 “carousel” and stuffers, about 200 members of the PEC and observers participated in the fraud. Music played loudly in all areas, drowning out the sounds of electronic urns and ads. On 31 PEC cameras are installed with gross violations of the resolution of the Mosoblisbirkom (No. 86/807-6 “On the procedure for the use of video surveillance tools”). The main objects - the urn or the table of the commission were outside the visibility zone. But both TIKs and the regional election committee did not notice this.

The scale of falsification during voting in Balashikha is amazing.

“Approximately 50 to 50” - the video surveillars are most often responsible for the request to evaluate the ratio between real voters and the participants of the “carousels”.

We calculated the real turnout (including home voting) on ​​three PECs minus “carousel” and stuffingers: at the PEC No. 553, it amounted to 18% against the official 43%. At the PEC No. 565 - 23% versus 42.7%. At the PEC No. 575, the real turnout does not exceed 19%, the official one is 57.39%.

It is hardly by chance that in those few areas where real observers from the opposition worked, the turnout was almost twice lower than in average in the city. Communist Alexander Goryachev - a member of TIK No. 2 with an advisory voice, all day on September 9 controlled a vote. As he says, in five sites in his Zarya microdistrict, where proven members of the PEC and observers worked, everything was clean: the turnout was 21–29%.

“In fact, we have lost control of most election commissions,” Goryachev will annoy. He criticizes the current head of the city committee for the fact that the relying parties in the commissions were transferred to the TIC, and now the Communist Party of the Communist Party is represented by representatives of organizations close to the city administration.

Anomalies in Balashikha are also revealed using statistical data analysis. Mathematician Sergei Spilkin drew attention to a very high official turnout and its unnaturally large scatter. In Balashikhinsky TIK No. 1, the turnout varies from 38%to 92%, in TIK No. 2-from 21%to 76%, while in similar to the socio-economic characteristics of the chemical, the appearance in both TICs is in the range from 16 to 38%. Moreover, in the 31st site in Balashikha, the appearance in the election of the governor was higher than on the presidential. And in 46 plots, the governor Vorobyov received more votes than the president.
