
By the end of December, the Ministry of Internal Affairs of Russia will purchase almost 30 thousand pairs of handcuffs worth about 26 million rubles. According to Interfax, we are talking about the "Tenderness" model, which is produced by NGOs of special materials.
The characterization of handcuffs "Tenderness" emphasizes that their design "allows us to use pain techniques and quickly limit the freedom of movement of the hands of the detainee." At the same time, they "do not disrupt blood circulation, do not allow the shackles and damage to the skin."
According to the procurement, the manufacturer will have to handcuffs to law enforcement agencies until December 20, Interfax reports.
