"Yellow card" disabled

Since December 8, the “Disabled” sign for motorists has been changing in Russia. On the front side, in addition to a black man in a stroller on a yellow background, the number and duration of the sign will be written, and on the reverse side - the name of the disabled person, his date of birth, information about the disability group, date and deadline for issuing the sign.

It would seem, here it is, care! After all, this sign yes to a disabled person or his accompanying the right to park where “ordinary mortals” is not allowed, for example, near the sign “parking is prohibited” or in special parking lots. Moreover, the legislator recalled preferences for people with a third group of disability (for example, a prosthesis on the leg is the third group, and earlier, according to traffic rules, the sign was used on cars of disabled people of I, II groups and children with disabilities).

But here it was not without inconsistent.

For example, now the sign is installed either on the frontal or on the rear glass of the car. And this adds adventures to drivers who are parked in the “wrong” place next to the video recording camera. The camera may not notice the sign and automatically assign a fine, hence the need for the driver to prove to the traffic police that he is not a camel, and he or his relative has a disability and relevant documents.

The question also arises for what all this fuss is needed with the design of the individual “Disabled” individual sign within a month, if you can go to any store and buy such a sticker. The current legislation does not say that the “old version” of such a sign (sticker) is from now on. Such reservations were rejected during the consideration of the bill.

Next. On the sign, albeit on the back, the personal data of the disabled person and the data that make up a medical secret are indicated. Full name, date of birth, health group - this is the information protected by the state. So why reveal secrets once again?

Not every disabled person wants people to know about his status. If such a sign is installed on the machine, anyone can approach and, with proper dexterity, read the inscription on its back. Even the thought of this is not pleasant pleasure. Of course, the Internet has already appeared on the Internet to close the back of the sign with a sheet of paper. But what is the use of it then?

It is also not clear why duplicate on the sign is that the traffic police officer will still require. Trying to write out a cherished fine of five thousand rubles for a “false” sign or for parking on the site for the disabled, the inspector will ask to show a disability certificate.

The situation remained unclear when the disabled person got out of the car, and the driver did not have time to remove the unfortunate sign from the glass. Indeed, in the Coap there is an article about the illegal installation of such a sign (that is, the presence of a sign on the glass of the machine, when there is no disabled person in it). Probably, the legislator considered that the disabled person should wear a yellow cardboard 15x15 cm with him.
