
The government and the Ministry of Labor decided to strengthen anti -corruption standards: prohibit civil servants to receive any gifts except colors and stationery. And among those who are prohibited, to include almost all state employees - primarily doctors and teachers.
It’s not that now teachers and doctors were especially lawlessly lawy: in the framework of Article 575 of the current Civil Code, they have the right to receive gifts related to their labor activity for not more than 3,000 rubles.
In this position, of course, it makes sense. I remember how my mother was lying in the hospital: how much is a titanium plate for a bone - so much surgeon in the envelope.
I have been a mother of schoolchildren for a long time-as many as 18 years-and I still found those fabulous times when the classes voluntarily and renovatively raised not only on repair and equipment for the school, but also for gifts to teachers and the director, including birthdays. I remember how I unsuccessfully proved to one zeal parent committee that the director did not drink and he did not need to give a liter of elite cognac. Not succeeded.
I personally knew one elementary school teacher, whom my parents in four years furnished almost the entire kitchen, constantly throwing himself on a coffee grinder, then on a deep fryer, then on a toaster.
With my own eyes I saw one frightened mother of a problematic child rushed around the city on Sunday in search of a large flower in a pot: the teachers were requested from the parental committee to an oral exam in a foreign language (there was no exam) with an alcohol and the same flower as a gift to the department; The budget of the Rodkom ended on alcohol, the mother was ready to buy a damned flower at least for her, if only to survive the certificates peacefully; Other mothers meekly laid on the table and cleaned up teacher scraps.
Since then, this is all, thank God, it has already become indecent.
Although to this day, they say, parental chats are boiling with madness before day: what to give teachers? And teachers in social networks fight back: yes we don’t need anything, honestly!
I completely believe that somewhere teachers are still nightmare for frightened mothers, although now, it seems, even the most timid mother has already mastered the useful skill to complain about any teacher’s sneeze in the prosecutor's office.
However, in schools where I had to work, I did not notice any festive madness for a while. Now the flowers are rarely given, because “children instead of flowers”, and God forbid to those children. Over the past few years - I remember flowers, sweets, a gift card to a bookstore, Tula gingerbread, a fat volume of Gasparova. The reasons are the day of the teacher, March 8, the last call. Most often, they gave something even personally to teachers, but to the departments-say, a set of tea bags with different tastes or a basket of fruit for all philologists or all mathematicians. Two colleagues, class teachers, and graduation parents once presented the dolls sewn with one mother - their small copies. All this will now be outlawed. Or not: Gasparov falls under “printing products”? It certainly does not fall under the office.
Teachers, of course, are quite capable of buying tea and coffee on their own. They will survive without material expressions of child-child love-sincerely or in the framework of "so accepted." We will not suffer, honestly - especially since children's drawings and kind words have not yet been banned. Unless it is strange for me that the government intends to adopt a whole law in order to forbid me twice a year to receive symbolic gingerbread or chocolate as a gift. In my opinion, it is somewhere not there looking for corruption.
Once again, the society was said: the main corrupt officials are doctors and teachers. Forbid the doctor to take cognac from the patient, and the teacher - sweets from parents and children, and corruption on the country's scale will be defeated.
In general, if the whole thing is in me, I am ready to vow until the end of my life not to take gingerbread, no jam, nor chocolate - not only at the school of donated, but no at all. If only there was no corruption. Still honest elections (here, too, a well -known business, they are to blame for everything) - but I’m afraid to even imagine what vow will have to be given here?

- The state employees are regularly confused with civil servants. But doctors and teachers are not representatives of the authorities, as civil servants, their work does not regulate the law on public service. They are just hired workers. It would be enough to write a point in their job description that prohibits taking offers (this would be insulting, but meaningful), but it is at least strange to register this at the level of the law.
Polygraphic and stationery (for example, Parker Pen) can be much more than three thousand, but this does not matter. It is important that in fact it is a translation of the shooter.
Corruption by definition is related to state power: the concept itself means that representatives of the authorities take money from citizens for the provision of some benefits. The concept of corruption can probably be applied to the Moscow Electronic School project: I have vague suspicions that there was no open competition between firms that offered the planks to the Department of Education, and that work could be found here for the antimonopoly service. But to bribe an ordinary teacher is simply not there. Now that the school can provide paid educational services, a teacher who wants to earn extra money can simply open a paid circle. The exam and the OGE are not dependent on the teacher, they are not checking them, it makes no sense to bribe him.
But this bill perfectly demonstrates the attitude of the current government towards teachers. About 2010, we hear only bad teachers, and this is another stuffing into the information space: see who is to blame.

-The bill does not actually come down only to the topic of gifts, there is a part that does not cause objections: tightening responsibility for corruption of persons included in the leadership of budgetary institutions-primarily those who are associated with financial and economic activities. Under the legislation, all state medical institutions, oddly enough, are actually independent economic entities with extensive powers, which creates a wide field for the abuse of the administration - rollbacks, thieves' contracts, “black cash desks” and so on.
As for ordinary employees - this initiative is not justified. The government intends to deal with corruption among teachers and doctors-but, for example, a bill introduced several years ago, requiring the responsibility for the attack on a medical worker in the performance of official duties for responsibility for attack on civil servants and law enforcement officers, the bill wound up, some kind of lightweight version with less serious punishment, and they did not accept that.
That is, in relation to the protection of health workers, officials are in no hurry to equate the authorities, but the responsibility and restrictions are ready to introduce the same.
This is at least unfair. Guys, you first accept that, long -promised law, and do not jump from one to another. And then - they started from that side. If you want to defeat corruption, provide doctors and teachers with worthy working conditions and salaries, return self -esteem as people who, working at the same rate, can provide their families elementaryly necessary. In most regions, this is not: the conditions in which health workers work are unsafe, huge problems with labor overloads, in medicine, low salaries are still in medicine, despite the formal reporting on the implementation of the president’s May decrees.
The prestige of the profession in society has fallen, and real measures to correct the situation are not taken. The source of troubles is the poverty of doctors, the middle and junior medical staff, the medical institutions themselves, which cannot provide all patients with the volume and quality of medical care that they rely under the law. This mainly creates the soil for the abuse of some employees, up to extortion. And the ban on the manifestation of sincere gratitude of patients to his doctor within 3 thousand rubles has no real attitude to eradicating corruption and extortion.
