Putin: Rapers do not need to "grab and not let go", they must be led and directed

Russian President Vladimir Putin called the most ineffective and bad principle to "grab and not let us go in relation to the performances of young musicians. The topic of canceling concerts of the performers popular on the Internet was raised at a meeting of the updated council for culture and art, which took place in St. Petersburg on Saturday.

The question was raised by the musical producer Igor Matvienko, however, starting with praise to the rap and hip-hop, he smoothly moved to criticism of this music for “narcotic content”, and then switched to swearing bloggers and suggested introducing additional age-related labeling of content at concert venues, radio and social networks.

Matvienko noted that in Rap there are a lot of frank poetry, which differs from the “false stage”, so the youth ”“ perceives it with pleasure ”(the decoding is published on the Kremlin’s website ).

Speaking about the recent abolition of concerts and the detention of musicians, the producer expressed the opinion that "to advance the song on the throat with power methods" "categorically wrong." At the same time, Matvienko noted, "certain artists will now line up in line to get this ban on the concert and, due to this, get the so -called hype, that is, such fleeting popularity."

According to the producer, the prohibitions also provoke concert venues, "in order not to pay off the artist," who did not collect enough money. After that, Matvienko abruptly switched to the content of the texts of artists revered by youth.

"A year ago, I spoke at the college of Roskomnadzor with about the same topic. Before the state media, radio stations said: it is probably wrong, the state identifies you frequencies, and you put songs on the air of narcotic content, or with this, you know, the Cocaine Fler," the producer said.

He added that rap and hip -hop are the “invention” of the USA, based on “three whales: these are sex, drugs and a general protest against everything, mostly teenage”. The greatest excitement, according to Matvienko, causes the topic of drugs, "because it is total everywhere, and this is wrong."

“The same thing, by the way, applies to bloggers who can afford all, obscene vocabulary on the Internet. This cannot be done in Gossmi, therefore, maybe it is necessary to achieve equal rights for traditional media and not very traditional media in the form of the Internet. Either resolve it already, or somehow try to resolve it,” Matvienko suggested.

In his opinion, there could be a certain marking of content in relation to the sites, not the performers. “Maybe come up with“ +18 ”,“ +16 ”,“ +20 ”marking so that parents already understand what the children will go for,” he explained.

At the same time, Matvienko suggested helping the musicians "infrastructure": to allocate premises for rehearsals and studio records, make a musical education more modern, create a fund for popular music by analogy with the Film Fund.

Putin, responding to the performance of Matvienko, agreed that drugs "are most worried." "This is an obvious thing, this is the way to the degradation of the nation, to degradation. They like to do this somewhere behind the hill - God to help, let them do what they want, do it. We must, of course, think about how to build work so that this is not the case," the president said.

The producer’s proposal to allow matin, Putin called the revolutionary. At the same time, he admitted that this is part of culture and language, "but the only question is how to use it." “But with what I agree completely: if it is impossible to stop, then you need to lead and be directed accordingly,” Putin emphasized.

“How to do this, how to lead and direct in the right direction and the necessary means is the most important thing, because the method you mentioned is to grab and not let go is the most ineffective, the worst that you can come up with. The effect will be the opposite expected,” the president concluded.

Recall that the artists popular among young people began to be attacked in the fall. In October, the Prosecutor's Office of Nizhny Novgorod insisted on the cancellation of the concerts of Elja , Coins, Hanvest, Jah Khalib and Matrang, finding in their songs a mat, propaganda of alcohol, “prohibited substances” and dangerous actions.

In November, the security forces tore several concerts of Raper Husky (Dmitry Kuznetsov), in the texts of which they found extremism and even calls for cannibalism (in the lines of "Poems about the Motherland": "Remember, you died and we ate your meat").

After an impromptu performance before fans on the roof of a car in Krasnodar, the court sentenced Husky to 12 days of administrative arrest. Subsequently, the arrest was canceled.

I got the electronic duo IC3PEAK (Ispik), several concerts of which fell in the regions of the Russian Federation under various pretexts. On December 1, the groups of the group were detained on the eve of the next concert "on suspicion of committing a crime."

All these cases caused a great resonance in society. The issue was discussed even in the presidential administration , however, they did not figure out what to do with the abolition of concerts. The Commissioner for Human Rights in Russia, Tatyana Moskalkova, reported this week that Putin instructed the reference to find out the reason for the persecution of musicians.
