On December 3, a number of influential senators representing the democratic wing of the upper house of the American parliament warned Trump that the US exit from the INFMD would untie the arms of the Moscow. "With an understanding of how difficult it is to force Russia to correct the violation of the Agreement on the liquidation of the RSMD, nevertheless, the sudden decision of the administration on the exit unilaterally is a political and geostrategic gift of Russia," the appeal said.
On December 4, the United States and NATO gave Russia the last opportunity to save the INFMD if it eliminates its missile program within 60-day period. US Secretary of State Mike Pompeo assured that the United States will begin the procedure for withdrawing from the contract for the elimination of medium and smaller missiles if Russia does not begin to fulfill its provisions within two months.
The head of the General Staff of the Armed Forces of Russia Valery Gerasimov told RIA Novosti that the US response will not be the US response, but the countries that have posted American missiles of medium and smaller range.
The agreement on the liquidation of medium and smaller missiles was signed by the Secretary General of the CPSU Central Committee Mikhail Gorbachev and US President Ronald Reagan on December 8, 1987 during the Soviet-American meeting in Washington.
The INFMD became the first document in history to eliminate the whole class of weapons. Its participants pledged to destroy all ballistic and cruise missiles of ground -based medium (from 1000 to 5500 km) and a small (from 500 to 1000 km) range. Russian President Vladimir Putin said that if the United States leaves the RSMD, the fate of the contract to reduce strategic offensive weapons (START-3) will not be clear. “If all this is dismantled, then nothing will remain in the weapon control sector at all. There is nothing left but weapons,” the Russian leader said.
