Facebook and Twitter have not yet localized their users databases in Russia, they have been sent notifications about the need to comply with the law. Roskomnadzor is waiting until January 17, the head of the department Alexander Zharov told reporters. According to him, on December 17, Roskomnadzor sent notifications to Facebook and Twitter about the need to comply with the legislation of the Russian Federation in the field of user data.
“Accordingly, after 30 days, January 17, a period will come when they must either provide legally significant answers, or not answer, which means:“ No ”. In the event of a negative answer, we initiate an administrative case, fine them by 5 thousand rubles in connection with this and determine the period during which they will have to localize this data: from six months to a year, ”he said.
During this period, he hopes , working fines will be introduced, which will become a more significant incentive for companies for the implementation of legislation. “For this period, I hope that amendments on working fines will be adopted. Fines are better than blocking, ”said Zharov. At the same time, according to him, “the question of blocking Facebook is not worth it.”
Earlier, the head of the RKN said that the test Twitter and Facebook will be carried out in the second half of 2018. At the same time, Twitter will only be checked for the implementation of legislation on localization of these Russians.
At the same time, the Facebook test will be more complex and will not only affect the issue of localizing databases in the Russian Federation, but also, for example, the topic of the presence or absence of the company's office in Russia, the removal of unlawful content in accordance with the legislation of the Russian Federation all social networks that are part of the Facebook community.
