In Moscow, the initiator of the project on the superstructure of five -story buildings was arrested


On December 21, the Tver Court of Moscow was detained by the police detained by the general director of the City Landowners Association and the City Reconstruction of five -story buildings Valery Chernyshov. A criminal case of fraud has been instituted against the businessman.

According to RBC , in September of this year, Chernyshov was appointed deputy head of the Committee of the Chamber of Commerce and Industry of the Russian Federation on Entrepreneurship in the field of housing and communal services. As follows from these statements, the damage caused by the victims amounted to over 12 million rubles. Thus, Olga Dudakova filed a complaint concluded an agreement on the purchase of an apartment on the sixth floor of a built-in five-story building in the 1st Voikovsky passage for 7.2 million rubles, and the other victim by name Andrei Petrov paid 5 million for an apartment on Marshal Rybalko Street. Within the agreed time, neither Petrov nor Dudakov received an apartment, and in the case of a house in the 1st Voikovsky passage, Chernyshov reliably knew about the refusal of the city hall to agree on the superstructure.

According to Chernyshov himself, in total, his company planned to reconstruct 27 houses in Moscow, but urban planning documentation was ready for only five objects. As part of this project, the company attracted about 100 million rubles of shareholders. More than 20% of this amount was returned to the owners when the company realized that it would not be possible to add the selected house. Among those who received money, Dudakov is also listed - the damage caused to her was compensated after the initiation of the case.

According to Chernyshov, 42 million rubles from the remaining funds of shareholders were stored in cash and was not entered into the company's current account. 11 million rubles were stored in a personal banking cell of a businessman, and another 24 million were kept by relatives and acquaintances of Chernyshov. Chernyshov did not explain about why such ways to store money were chosen, referring to the 51th article of the Constitution.

During the court session, Chernyshov said that he had not committed unlawful actions, collaborated with the investigation and did not intend to hide. He asked the court to leave him at large - so Chernyshov could continue to pay off with dissatisfied depositors. But the court did not heed his request.

The meeting also read out the readings by the official of the Moscow Urban Policy Policy Department Yuri Filippenko, who previously informed the investigation that residents of houses who interested Chernyshov, including the leaders of the housing and communal services of houses in the 1st Voikovsky passage and on Marshal Rybalko Street in 2016, were addressed to the city hall demanding that the businessman's company is checked. The audit showed that in advertising materials the company "City reconstruction of five -story buildings" is called the developer and declares plans for the reconstruction of houses.
