
In the fall of 2016, eight local residents disappeared in Dagestan for one week, some of them were abducted in front of the witnesses. Soon, eight people were shot during a special operation in a neighboring Chechnya, and their bodies were burned. Genetic examinations showed their kinship with the families of the missing, but relatives do not believe in the official version of their death, claiming that Dagestan security forces may be involved in the abductions. On the night of October 8 to 9, 2016, on the country road between the villages of Gerzel and Engel-Yurt in the Gudermes district of Chechnya, the police shot two cars in which eight people were. As the security forces later said, they tried to stop cars that were riding from Dagestan to check the documents, but from there they opened a “aimed fire”. During the shootout, all the attackers were killed, after which the Investigative Committee opened a criminal case on the attempted life of law enforcement officials (Article 317 of the Criminal Code) and the illegal turnover of weapons (part 2 of article 222 of the Criminal Code).
From the decree it follows that that evening from the Chechen center “E” came “operational information” about the possible appearance of militants in this area, and mobile groups of police officers were put up between the villages. When, 5 minutes before midnight, they tried to stop the VAZ-2107 and VAZ-2114 cars, their passengers opened “automatic weapons” and were killed by return fire, and both cars burned down.
The reason for the fire in the case file is not indicated, eight “very charred” bodies (four corpses in each machine) were found inside, and nearby “metal objects”, similar to machines and pistols. Near the site of the shootout, 160 sleeves and two cartridges were picked up. Four police officers, as stated in the document, "received injuries of varying severity."

On October 9, the head of Chechnya, Ramzan Kadyrov, said that the indicated bandit group made attempts to organize sabotage in Chechnya over the past two to three months, and one of the killed the leader of the Khasavyurt militants Ali Demilkhanov, who had previously been declared several times to the dead. Relatives of eight residents of Dagestan who disappeared shortly before this shootout became interested in a shootout. “We were alert that there were eight attackers that they were from Dagestan,” recalls a relative of one of the young people. “Because there were similar cases here: they took people in the same area, and then they found them in the other killed under the guise of militants. On September 28, ten days before the execution, Islam Magomedov, Pakhrudin Makhaev and Gashim Divodanov, as well as their acquaintance from Caspian Shamil Dzhamalutdinov, were abducted in Dagestan. They had to meet to get cement for the construction of a house, but went on the way back: Islam Magomedov told his wife that they had already entered Makhachkala, but after an hour later he could no longer get through to him, and Magomedov never returned home. The next morning, Magomedova’s mother turned to the police, deciding that young people could have an accident, but local police suggested that Magomedov “spent the night from her mistress,” and did not register the statement taken from the woman.
After neither Magomedov nor his friends returned, on September 30, the parents of all three went to Makhachkala and wrote a statement about their loss in the police department in the Soviet district. Having tracked the whereabouts of their phones, relatives found out that young people disappeared next to the building of the Makhachkala Center for Combating Extremism of the Ministry of Internal Affairs. The relatives suggested that the victims were abducted with the aim of ransom, and one of the employees of the center even informed their signs, but later "everything began to deny everything." A few months after the disappearance of young people, someone began to read messages in What'SApp, which the mother of one of the missing sent her son.
On October 4 of the same 2016, four more residents of Khasavyurt Klychev, Genese Gosenov and cousins of the Dzhamalutdinovs were stolen. Gosenov disappeared on the territory of the car service, where he drove to help a friend to repair a car. “He did not come all, so in the future I called a few more times, but he no longer answered. The phone was turned off and something was restless in my soul,” recalls Gosenova's mother.
Later, employees of the maintenance station, to which Genen and his friends arrived, told their relatives that at about this time the black Toyota Land Cruiser 100 arrived at the territory, and four or five armed people in black clothing and masks grabbed two young people. To the question of one of the eyewitnesses of the abduction, one of the kidnappers stated that the young people allegedly committed the murder, and after the abduction discussed that "the car should be taken to the department."
At the same time, the three were taken on the territory of the car service, and the fourth - Shamil Dzhamalutdinov - was taken after he went to deliver the goods to the client. The monitoring of Jamalutdinov discovered, and half an hour after his departure, a woman called her from an unknown number, who said that her husband was abducted. The abduction witnesses have not yet been interviewed, and some of them refused to communicate with the Jamalutdinov family because of the threats of the abductors.
The family of the first and second four immediately connected two abductions, since almost all young people were familiar with each other. The day after the loss of the second four, on October 5, about fifty relatives of the stolen came out with their photos to the central square of Makhachkala. The police were going to disperse the protesters, but an employee of the administration of the head of the republic came to them and held his parents to meet with Dagestan Deputy Prime Minister Ramazan Dzhafarov.
"He invited us, one representative from the first four of the missing, and we explained to him that they took them. He took some kind of sheet, said: there is nothing about your guys, but yesterday Dzhamalutdinov Shamil, Dzamalutdinov Kamil, Klychev Klych, Gosenov is detained yesterday, I did not overwhelm it and I said that it was not our guys. And he said: well, there is nothing for your guys. According to her, the next day the relatives again went to the square, and at the second meeting with Jafarov, he stated that he had no information about the missing, and the day before he was supposedly "incorrectly understood."
A day later, on October 7, the department of the Investigative Committee on Kaspiysk, which verified the information about the loss of the first four, initiated a criminal case of their abduction (paragraph "Z" part 2 of Article 126 of the Criminal Code). At the same time, in Khasavyurt, the inter -district investigative department initiated two things under the same article - about the abduction of three young people at the maintenance station (points "A", "B", "G" and "G" and "Part 2 of Article 126 of the Criminal Code) and the abduction of Shamil Dzhamalutdinov near his house (part 1 of Article 126 of the Criminal Code).
October 11 - three days after the shooting of two cars in Chechnya - the parents again went to the square. This time, relatives of the Dagestanis, who were stolen or missing over the past years, primarily those who disappeared from June to October 2016, joined them. In these months, a wave of abductions "passed through Dagestan", during which 15 people disappeared.
The exhumed bodies of the dead became the subject of blackmail
In the fall of 2016, the Memorial human rights center spoke about the surge of abductions in the North Caucasus and the activation of the "death squadrons". According to human rights activists, one or more people, as a rule, familiar with each other, abduct with an interval of several hours or they "disappear" under unknown circumstances. A few days or weeks after that, the official structures publish a message about the self -brying of militants or a clash, during which employees of the law enforcement agencies, as a rule, do not carry, and the number of killed militants exactly coincides with the number of missing people.
The security forces explain the disappearance of people by their departure “into the forest”, initiate a criminal case that immediately terminates in connection with the death of the suspects. At the same time, the statements of relatives and other witnesses about the abductions and that traces of torture are often present on corpses are simply ignored.
When, after reports about the shootout near Engel-Yurt, the parents of the eight stolen came to Chechnya, they were able to inspect the place of execution, talk with local residents and inspect the burned cars, one of which was Klychev’s belonging to Klychev. Some time later, the investigators appointed a DNA test, and the results were ready at the end of 2016, but parents were allowed to get acquainted with them only in the summer of 2017. Experts indicated that DNA-profiles of six out of eight killed in Chechnya coincided with samples of DNA of relatives of the stolen. However, relatives could not believe in the death of their children and achieved a new examination: although she coincided with the conclusions of previous studies, relatives stated that we were talking about some old corpses that were burned so that they could not be identified. And on the requirement to take the bodies of those killed in a shootout, they were refused.
Relatives are also embarrassed by the fact that in the examinations of the body of the dead they are described almost the same, and at the time of the shootout they were in a position sitting with their heads thrown, although they had to move to shoot and try to jump out of the cars when they lit up. Moreover, it is not possible to establish the very cause of death due to very charred bodies: it is this fact that the native stolen people consider it a confirmation that there was no clashes, and the shooting and arson of cars were only a staging. The testimonies of the victims of the security forces were also suspiciously similar to each other: they all refer to the explosion, contusion and loss of consciousness, and, recovering, find burning cars.
Relatives are also dissatisfied with the way the affairs of abductions are investigated in Dagestan - several investigators have already changed there, who only stretch time. After transferring cases to Makhachkala, relatives do not have access to all documents, also, according to them, the investigation did not attach to the video of Klychev’s abduction, did not interrogate the witnesses of the abduction of Shamil Dzhamalutdinov and did not request the details of the calls of the missing in Makhachkala in time. On September 28, investigators received billing of mobile phones on September 28 two weeks later, but they did not do any analysis, and they allowed the relatives to get acquainted with it only a few months later.
Parents demand from the investigation to find out which of the employees of the Dagestan Center "E" participated in a special operation in Chechnya, and interrogate them. The materials of the criminal case of a shootout really mentioned several times that they were part of the mobile groups that patrolled the road that night, however, according to relatives, the investigator asked only a few employees of the E -E Center from Khasavyurt, on duty on October 8–9, 2016 - they deny their participation in special operations.
According to the parents, in the summer of 2018, the Makhachkala investigator was instructed to interrogate the entire composition of the Dagestan Central Plant, and in the fall, he said that none of the employees of the E -E Center in the shootout participated. In addition, relatives believe that cases of shootout and abductions must be combined into one proceedings as crimes committed by one group of persons, but they are refused and not even trying to explain how separately stolen people were together after so much time. At the same time, some of the young people stood in the Ministry of Internal Affairs on preventive accounting as "religious extremists."
Another problem is that the Chechen investigation since the summer of 2018 is trying to terminate the shooting case in connection with the death of the suspects, but the relatives of the dead accused are opposed to this. Therefore, the Investigative Committee of Chechnya intends to prepare the indictment and send the case to court, having begun the process over the dead. In September, after the petition of the lawyer Andrei Sabinin, the bodies of the dead were exhumed to establish the causes of death: the investigation of the Dagestan case of abductions also depends on the results of the investigation.
"The situation is complicated in that in Dagestan, whatever one may say, they are trying to investigate the case of their violent abduction, but it is visible as quite unpromising, and in Chechnya they end up the investigation of the case, which, according to the evidence collected there, are participants in the clashes with law enforcement agencies. This is where the phenomena arises: that is, as people who were kidnapped, could be stolen through. Two weeks to be militants? " - Sabinin argues.
He suggests that the case will either be suspended or terminated after the decision of the investigation and the court in Chechnya. Relatives of the abducted intend to appeal to the European Court, including in connection with an ineffective investigation of the case: on November 26 they were again summoned to the Investigative Committee of Chechnya and again persuaded to sign a consent to the termination of the case, promising to give the bodies of the dead.
“If these are our children, then they have long been in paradise. And leave the bodies for yourself,” one of the mothers answered.
“Before this incident, I didn’t know what it happens, I didn’t know such words: they took away, lost and so on,” says Makhaev, the mother of Pakhrudin Makhaev, the mother of the groove on September 28. “I was always on the side of the law and believed that if there were no police officers, then there would be arbitrariness, continuous lawlessness. There are criminals and there is a law that should be judged. I realized that they are hard to accept in mud and blood. ”
Similar situations pop up against the background of a report on difficult human rights violations in the Chechen Republic, which was recently submitted at the constant OSCE Council. According to him, citizens of Russia living in Chechnya live in conditions of absolute defeat in their constitutional rights and total impunity of the authorities and republican special services.
The investigation confirmed the fact of the systematic mass illegal detentions of the inhabitants of Chechnya and the existence of numerous places of illegal imprisonment with the use of torture and in the absence of any legal assistance. The main reason for the mass detention and torture of people is the ransom as a fee for freedom, while even representatives of the judiciary are amazed in their constitutional rights, and the Anti-Gauchea in Chechnya is supervised from the very top. The authorities of Chechnya called the report to the biased and groundless.
Meanwhile, the other day the media spoke about the case of the Russian homosexual resident of Chechnya, who was detained in mid-March 2017 by the Grozny police. The man was beaten, demanding to name the names of those with whom he entered into intimate relationships, after which they imprisoned the police management basement, and released after two weeks. In August of the same year, he turned to the Investigative Committee: although his testimony was confirmed by the materials of the investigation, and two of his cellmates subsequently died under strange circumstances, the investigator did not find grounds for initiating a criminal case.
