
President Vladimir Putin signed a package of laws that are aimed at partial decriminalization of Article 282 of the Russian Criminal Code of the Russian Federation (“excitement of hatred or enmity, as well as humiliation of human dignity”). It is reported by TASS .
In accordance with the amendments, those persons who first violated this law will avoid criminal liability if their actions did not pose a “serious threat to the basics of the constitutional system and security of the state”.
Criminal liability will occur if the violation was committed by one person more than once in a year.
The law will have retroactive force and apply to previously initiated criminal cases and sentences.
