Rosalkogolregulirovanie does not effectively control the production and turnover of ethyl alcohol, as well as alcoholic and alcohol-containing products. This was stated by the press service of the Accounts Chamber following the audit, Interfax reports.

“The main conclusion [after the inspection] of the control body is that Rosalkogolregulirovanie does not perform these functions effectively enough,” emphasizes the press service of the supervisory agency.

According to the Accounts Chamber, in the period from 2016 to 2018, the service received 5.8 billion rubles. under the regulatory program in the production and circulation of alcoholic beverages. Almost half of the expenses - about 45% - went to the maintenance of the central apparatus and territorial bodies, and 55% - to purchases for government needs, including the implementation of the Cabinet of Ministers resolution on the suppression of illegal production and trafficking.

During the same period, as part of the fight against illegal products, Rosalkogolregulirovanie concluded 18 government contracts with one organization - Rosspirtprom JSC. The tender documentation contained requirements that “virtually excluded the possibility of other performers participating in the auction,” the Accounts Chamber noted.

The service did not sufficiently control how Rosspirtprom fulfilled its obligations under contracts, the supervisory agency also indicated. The latter, as the audit found, did not comply with the deadlines for requests for acceptance and storage of seized products and equipment, as well as the requirements for their safety.

The Accounts Chamber also reported that due to a gap in legislation, Rosalkogolregulirovanie spends 4 million rubles monthly. 228 vehicles are stored in Rosspirtprom warehouses. The law requires the seizure of not only illegal alcohol and equipment for its production, but also the vehicles transporting it, while there is no procedure for the sale of this vehicle, the supervisory agency noted.

Rosalkogolregulirovanie has already prepared a plan that involves eliminating shortcomings, Vladislav Zaslavsky, deputy head of the service, commented on the Accounts Chamber’s conclusions. “Some things were done during the inspection, others still need to be addressed,” he emphasized.
