Petersburger Ilya Mokhov issued rats in the hall of the city legislative assembly, protesting against the deputies of the Black River - according to the activist, they do not represent the interests of voters, but follow the instructions of higher authorities. Mokhov was fined 10 thousand rubles - allegedly he moved during a single picket - and invited to the police and military registration and enlistment office.

The action was associated with the municipal formation of a black river. There, 8 deputies out of 20 took off their powers, 12 remained. Quorum for the adoption of the budget - 14 people, but they accepted it, contrary to the fact that the quorum was not gaining.

The deputies of the Black River do nothing, no one really knows them. You will approach the residents, no one will call you a single surname. Only the head of the council leads the reception of citizens, the rest of the deputies only come to meetings and that’s all. I suppose many deputies do not even live on a black river.

For the promotion in the Legislative Assembly, I took two rats, put them in a box from under sports nutrition, geiner. Homemade rats, of course: where I will find the wild, not to catch on the basements? The poster stuck the poster on the box: "To dissolve the rats of the black river." I put the box with a poster to the camera, opened it, the rats left there. The box and rats had to be left. If I touched the rats, they would squeak. I would have attracted attention and would be captured there. We left the building.

Then Major Makarov called me from the Admiralty MIVD - so he, at least, imagined - he called up. I refused conversations. A month later, they called me from the Oktyabrsky District Court and said that they were transferred to an administrative case against me. On the same day, I drove up, took a picture of the materials, sent my defenders.

Then they called from the military registration and enlistment office and offered to visit them. The hearing took place, I did not go to it just in case: the outcome was clear, the decision could only be indictable.

They accused me of showing me a box with a poster on the way to the entrance to the Legislative Assembly. Although I held the poster to me, and the box carried at the knee level. I was accused of a single picket with movement. In the materials of the administrative case, it is written that single picket is standing without moving. But nowhere in the law it is not indicated that it is impossible to move.

Before entering the Legislative Assembly are guards or police officers. They would follow me if they saw a poster. I did not want to attract attention to myself, only holding the action. Witnesses of the way I walked along the street, they did not bother to find. In the case, only three witnesses who saw a box and living rats in the lobby of the Legislative Assembly.
