So the leading Russian media describe new legislative initiatives, about which French Prime Minister Eduar Philip spoke about on the evening of January 7. Some headlines are formulated as if in France there was no punishment for unauthorized shares before, but they decided to introduce him due to “yellow vests” .

Fact

In fact, in France, inconsistent shares are now prohibited. And the legislation in this area is stricter than in Russia. First of all, the application for a public event must be submitted from 15 to three days before the date of holding (in Russia-from 15 to 10 days). But in Paris, the deadline for submitting the application is two months, and any “unforeseen circumstances” requiring a more urgent event must be documented. The first large -scale action of the "yellow vests" took place on the application.

In France, the organization of the publication on the public road (any street is suitable for this definition) without an application - a criminal offense that threatens the organizer with six months of imprisonment and a fine of 7.5 thousand euros. In Russia, only administrative liability is provided for this.

Participation in an unauthorized action in France, unlike Russia, is not punished in any way (if you did not bring weapons with you), but for disobedience the police threatens a fine of up to 38 euros. If the police called the participants in the action to disperse, but they continue to protest, they are also facing criminal liability - up to a year of conclusion and a fine of 15 thousand euros. On this basis, some participants in the protest of the "yellow vests" were detained .

What then did the Prime Minister mean?

Prime Minister Eduar Philip talked not about the introduction of prohibitions, but about tightening legislation on street actions. What kind of proposals are we are talking about is not yet unknown. This is what the prime minister said : “The government advocates the addition of the law, for the adoption of a new law, which will allow you to punish those who do not respect the obligation to submit an application, who participate in an inconsistent action, who comes to the campaign in the hood.” In particular, the use of masks and hoods Philip proposed to transfer criminal offenses to the category of criminal offenses, while now only a fine of 1.5 thousand euros are facing for this (in Russia-a fine of 10-20 thousand rubles or mandatory work). Wearing a mask already serves as an aggravating circumstance in criminal cases of rallies.

The Prime Minister also admitted that a list of people can be created who, after participation in the riots, will be prohibited from participating in mass events.
