According to her, the introduction of a compulsory psychological examination, not only for adoptive parents, but also for adult members of their family is necessary.

“The guardianship authorities are faced with serious problems of adaptation of orphans in families, psychological problems, the unpreparedness of relatives and adoptive parents to accept orphans in their family,” said Pushkina.

“The simplification of the adoption procedure for Russians was connected, as I know, with the adoption of the“ Law of Dima Yakovlev ”. Children began to disassemble from orphanages. Fact. But very soon the reverse side of the goodwill appeared - the adoptive parents and guardians began to abuse these rights, and the adoptive children quite often began to become an object of enrichment. She also said that in the Moscow region more than 2.5 thousand citizens annually undergo a psychological examination on a voluntary basis, while more than 17 thousand citizens are worth to escort in the service of supporting families, which reduces secondary orphanage (0.2% of the total number of orphans in the region). According to her, the restriction on the number of children accepted in Russia must be mandatory.

The child needs to adapt before a new person enters the family, she said.

“In the region that I represent in the State Duma, in the Moscow region, 1.5 thousand children are held annually in the families, 24 thousand children in replacing families,” Pushkina said.

“The bill was repeatedly discussed in the working group with the participation of regions, non -profit organizations, charitable foundations and fully protects the interests of the child, first of all. We are obliged to choose not to the child’s family, but to the child a family! ”, The deputy concluded.

Today, Kommersant wrote that the Ministry of Education has prepared a bill that tightens the rules of adoption and guardianship. The agency proposes to prohibit the adoption of more than one child per year, with the exception of their native brothers and sisters.

The document also says that all adult capable members of the family where the child can get, will undergo a mandatory psychological examination. Now this applies only to the potential adoptive parent or guardian.
