At the request of the Investigative Committee, two state organizations were searched and did not find in the materials of the “new greatness” of calls and statements that could be unambiguously called extremist. "Mediazona" got acquainted with unexpected conclusions of experts and retells their content.
What questions were asked by experts:
The first of the currently available to lawyers of the examinations was carried out at the Moscow Research Center (MIC) and completed on October 3, 2018 the investigation sent a whole package of documents to the MIC.
Under the number of one in the envelope lay the political program “New Greatness”, a document on two pages with subtitles “Creation of Provisional Government and Organization of Honest Elections”, “Full -scale lustration”, “Acceptance of a new constitution”, “The abolition of sentences under political articles”, “Aviation from the raw material economy and large -scale modernization”.
Next came the charter of the organization on four pages - it prescribes the goals of the “new greatness” and its structure - the provision on membership, on division into departments, about the position of the leader and the supreme council. Finally, the last document is a draft decision of the Supreme Council of Greatness; It concerns the participation of members of the organization in rallies.
In addition, the UK instructed experts to study many leaflets made by the organization - for example, “there is Putin - no Russia”, “Putin’s gang - Down with”, “Putin's regime will fall”, “The fourth term of Putin is the death of the people” and the like.
The investigator posed three questions for them: whether the materials of the “new greatness” encourage the destructive, violent or discriminatory actions, are such actions justified in the texts, and does the organization accuse anyone of anything negative?
That they answered the investigation:
The conclusion was prepared by the chief expert of the department of complex examinations for particularly important cases, psychologist Maria Gengen and the deputy head of the same department, linguist Maria Kuznetsovskaya.
Analyzing the political program “New Greatness”, Gengen and Kuznetsovskaya came to the conclusion that it contains a negative assessment of the activities of Putin and Medvedev, but no more - no calls for violence or discrimination, which the investigator asked about, there.
The purpose of the second document - the Charter of the “New Greatness” - was to tell members about the structure of the organization, the researchers decided; Nothing reprehensible in it was also found. Experts wrote almost the same thing about the draft decision of the Supreme Council: informs, but does not justify anything unlawful and calls for it.
According to experts, leaflets of “new greatness” are similar to ordinary election campaigning: they contain information about the political views of members who obviously evaluate the current power extremely negatively. In the leaflet “Putin’s gang - Down with” and “we will free Russia from the Putin occupation” Gengen and Kuznetsovskaya found a call to deprive these persons of the authorities; At the same time, experts emphasize, we are not talking about violence. In the remaining leaflets, no signs of interest were found at all.
The psychological analysis of the same materials was already performed by one Genger. She did not respond positively to a single question of the investigator and only noted that the charter of the “new greatness” “does not exclude” violent actions, but does not call for them.
Summing up the study, the experts once again emphasized: all the materials of the “new greatness” are aimed at informing about the “new greatness” and the criticism of the current government, but not to calls for violence or its justification.
The lawyer of the accused in the case of Maria Dubovik Maxim Pashkov explains that the defense received this document only in December - according to his assumption, the investigation hid him from lawyers, as it received an unsatisfactory result.
In the decision on the conduct of a repeated examination of October 16 (also at the disposal of “Mediazons”), investigator Malyugin refers to the very first conclusion in the case drawn up in March by the specialists of the Kaluga Research Center for forensic examination and forensics (NICEIC) at the request of the Center “E”-they initially discovered “signs of propaganda of ideology violence ”in the materials of“ New Greatness ”. Then the investigator writes: the second examination gave another result, the SK did not fall off, and competent specialists need answers to them.
What questions were asked by experts:
Investigator Malyugin sent the same package of documents to the Ministry of Justice as in the Mits. The first three questions also literally repeated what was asked by previous experts. The fourth, fifth and sixth question complemented them a little, in fact no different: do the materials of the “new greatness” justify the ideology of violence, are there any signs of motivation to destructive actions and to socially dangerous acts that can influence power?
That they answered the investigation:
First of all, the Ministry of Justice indicated that there are no grounds for re -examination in the resolution of the investigator. Despite this, the ministry allocated a group of four analysts for the analysis of the “new greatness”. She was appointed leading state expert on psychology Lyudmila Volokhov and the senior state expert in the field of philology Ekaterina Kryuk. The junior employees on the project were the heads of the laboratories of forensic psychological examination Tatyana Skerazh and the head of the Laboratory of Judicial Linguistics Vitaly Kuznetsov.
First, a hook and Kuznetsov conducted a linguistic analysis. The conclusions on each of the points are very similar to those that their Moscow colleagues made: in general, the “new greatness” belongs to power negatively; The main goal of documents and leaflets is to inform about the organization and views of its participants. In none of the materials, the researchers found any calls for violence or discrimination.
The Ministry of Justice’s psychologists were slightly more gesturing than their predecessors: they indicated that the charter of the “new greatness” and leaflets “free Russia from the Putin occupation” and “Putin gang of Down with” do not exclude violence, as they form a “willingness to act in a certain way, including violating the law”. In addition, these same materials are aimed at depriving the country's leadership - first of all, Putin - power, but without indicating the method of achieving the goal.
Lawyer Pashkov is sure that these conclusions are not enough to call the “new greatness” an extremist community: “An extremist community, according to the law, is a community for planning and committing an extremist orientation crimes. Now we don’t even know what they planned by investigation. ”
Pashkov also says that there is another examination - it was carried out by the same Kaluga Nietzseik. The defense has not yet met with its content.
The case of "New Greatness"
Participants in the “New Greatness” movement - Maria Dubovik, Anna Pavlikov, Vyacheslav Kryukova, Ruslan Kostylenkov, Sergey Gavrilov, Pyotr Karamzin, Maxim Roshchin, Dmitry Poletaev, Rustama Rustamov and Pavel Rebrovsky - are accused of creating an extremist community and participation in it (parts 1.2 of Article 282.1 of the Criminal Code). The investigation believes that the “new greatness” intended to seize power in Russia and cancel the constitution.
The accused met among themselves in telegram chats in November 2017, after they began to meet live. In one of the meetings, the police informant Ruslan D, he invited the audience to create a political organization.
Young people were detained on March 15, 2018. Before the detention, they managed to go to Khotkovo near Moscow several times, where they shot from a gun and threw Molotov cocktails and print several dozen leaflets.
The court sent six to Pavlikov and Dubovik in jail, the rest - under house arrest. In the insulator, the girls beganhealth problems , the defense repeatedly asked them to choose another measure of restraint. On August 15, Moscow was held in Moscow - a rally demanding to release a dubovik and Pavlikov to freedom. The next day they were transferred under house arrest.
Ruslan Kostylenkov - a man whom the investigation considers the leader of the “new greatness,” said the beatings during the detention.
