The State Duma in the first reading approved a package of amendments to the law “On advocacy and the legal profession in the Russian Federation,” reports . RIA Novosti
Thus, according to the bill , a lawyer with less than five years of experience can become a member of another regional chamber of lawyers only with the permission of the council of his chamber, agreed upon with the Federal Chamber of Lawyers (FPA).
The draft also eliminates the requirement that a minimum of two lawyers with at least five years of experience be required to establish a bar association.
Initially, any two lawyers could establish a collegium, regardless of their experience. But amendments adopted in 2016 limited the work of defenders.
In addition, the document provides for the possibility of establishing the dependence of the amount of a lawyer’s fee on the result of the legal assistance provided by him. The law also gives the president of the FPA the right to request a disciplinary case from the regional chamber of lawyers and transfer it to the ethics and standards commission, which is obliged to consider the case within a month.
