The Ministry of Education proposes to tighten the rules of adoption and guardianship

The Ministry of Education of Russia has prepared a bill that tightens the requirements for those wishing to adopt or take custody of children. If passed, the law will enter into force on January 1, 2021.

According to Kommersant , the document prohibits adoptive parents from adopting more than one child per year (with the exception of cases of adoption of brothers and sisters). Such a restriction, according to the authors, will contribute to a more successful adaptation of the child in the family and will reduce the risk of children returning to orphanages.

Adoptive parents will be prohibited from changing their place of residence at their own discretion. This will be possible only after checking the new housing by the guardianship authorities.

The bill also provides for the introduction of a mandatory psychological examination of potential guardians and other adult family members.

At the same time, the new rules remove the strict ban on the adoption of children by HIV-infected people. The reason for making this change was the decision of the Constitutional Court of June 20, 2018, which declared illegal the ban on the adoption of children living with people with HIV or hepatitis C.
