The founder of the Telegram messenger, Pavel Durov, has filed an application for the liquidation of the Telegram Messenger LLP company, which is included in the register of organizers of the dissemination of information in Russia by Roskomnadzor, this is stated in the materials of the UK state register of legal entities.
In Durov's statement , dated December 19, 2018, he asks to remove Telegram Messenger LLP from the register of legal entities and liquidate it.
According to RBC, the company was previously used as the main legal entity for the Telegram messenger, Durov does not disclose the structure of the group.
The UK corporate register states that the company was incorporated on 21 February 2014. It was entered into the register of Roskomnadzor on June 28, 2017.
Lawyer of the Agora international human rights group Pavel Chikov, who is dealing with the case of blocking Telegram in Russia, could not comment on Durov's decision to liquidate Telegram Messenger LLP to RBC, but noted that "these actions are not part of the case" conducted by the group's lawyers.
Recall that the decision to immediately block the Telegram messenger in Russia after the appeal of Roskomnadzor in April 2018 was made by the Tagansky District Court of Moscow due to the fact that the messenger refused to provide the FSB with the keys to encrypted user correspondence. Despite the blocking, Telegram continues to work for most Russian users. The Moscow City Court in October 2018 rejected the messenger's appeal against the blocking decision.
In August, it became known that Telegram changed its privacy policy, adding a clause on the possibility of transferring information about people suspected of terrorism to the special services, if there is a corresponding court decision. However, Durov emphasized that the change in policy was related to the recently enacted European laws on the protection of personal data and that it did not apply to the situation in Russia.
