The Ministry of Education has submitted a tightening bill.

The Ministry of Education of the Russian Federation submitted for public discussion the bill on tightening the rules of adoption and permission for HIV-infected people to be adoptive parents, Kommersant writes.

It is proposed to prohibit the adoption of more than one child per year, with the exception of brothers and sisters in order to improve the adaptation of the child in the family. It is planned to introduce a mandatory psychological examination of potential guardians and minors living with them. This procedure, according to the ministry, will help to understand the motives of the adoptive parents and will provide the child with protection. The ministry promises to accept the rules of the survey by a separate document.

It is assumed that foster families will not be able to move until the guardianship authorities check the conditions for a new place of residence.

The bill contains the cancellation of the ban on adoption by persons infected with HIV or hepatitis C, if the court establishes that adoption will meet the interests of the child.

Public discussion of the bill will last until January 12.

Earlier, the government commission on billing activities approved this document. The provisions of the HIV-infected adoptive parents are included in it in pursuance of the decision of the Constitutional Court of the Russian Federation of June 20, 2018, which are recognized as unconstitutional sub. 6 p. 1 tbsp. 127 of the Family Code and paragraph 2 of the List of Diseases, in the presence of which a citizen cannot adopt or adopt a child, as well as take him under custody.
