Center “E” sent students to the Open Russia webinar. They testified against its organizer

Denis Ibragimov, coordinator of the Chelyabinsk branch of Open Russia, was summoned to the prosecutor's office of Chelyabinsk on January 10. There he was asked to give explanations under the article on participation in the activities of an undesirable organization (Article 20.33 of the Code of Administrative Offenses). Ibragimov himself told OVD-Info about this.

During a conversation at the prosecutor's office, it turned out that the materials were sent to the department by the Center for Combating Extremism. An administrative case was opened against Ibragimov on charges of activities of an undesirable organization (Article 20.33 of the Code of Administrative Offenses).

The accusation was brought because he was one of the organizers of a direct line with the coordinator of the Human Rights Postcard Polina Nemirovskaya. The lecture was called “How to like memes and not go to jail” and dealt with the partial decriminalization of Article 282 of the Criminal Code.

After reviewing the materials of the administrative case, it became known that law enforcement officers asked to watch the webinar of first-year students of the Faculty of Law. These students then testified against Ibragimov, calling him the organizer of the event.

“The CPE has linked three completely unrelated organizations with similar names into one. "Pravozashchita Postcards", ROSD "Open Russia", as well as the British "Otkrytaya Russia" are completely different organizations. The first is a human rights organization, the second, in which I am a member, is Russian. And I don’t know anything about the British, but the authorities are trying hard to attribute me to it, ”said Ibragimov.

In early November 2018, employees of the Center "E" came to Ibragimov's house . They tried to give him a warning “about the inadmissibility of unauthorized installation of commemorative plaques” because the Open Russia activists had installed a memorial plaque to victims of political repressions on the fence of the Economic Security Department.
In April 2017, the Prosecutor General's Office declared several organizations associated with Mikhail Khodorkovsky undesirable. The list includes the UK-registered OR Otkrytaya Rossia and the Open Russia Civic Movement (Open Russia), as well as the Institute of Modern Russia, Inc. in USA.
The Russian movement "Open Russia" was not banned. Nevertheless, in December 2017, Roskomnadzor entered the website of the Open Russia media project into the register of banned sites. Access to the sites "Open Elections", "Open University" and khodorkovsky.ru was closed.
