Petrovka stands on the high bank of Omi - a river that originates in the Omsk lake, lost among the Vasyugansky swamps.
The first thing that catches your eye is a strange layout of the village. In the center is a store, a club, and obliquely from them - a graveyard. From the store to the cemetery fence - three hundred meters, from a wretched sports ground with several rusty shells - even less. As old-timers explain, once these places were considered an outskirts, but over time the village grew. However, local features of Peter's development are not concerned. All conversations have been here for many years - about water.

“Without water, as in the song,“ neither tudus and nor soda, ”laughs pensioner Ivan Kharchikov . From 2000 to 2010, he worked in Petrovka with a whirlpool and every day from morning to evening he traveled around the village houses. - They took water as much as they wanted. And she cost a penny. And now there is a transport schedule. Buy in Petrovka mainly drinking water, on the technical saving.
In the Soviet years, there were speakers in the village, and water entered a pipe from a punch and filter station from the village of Voskreenka, which is seven kilometers from Petrovka. But after the collapse of the Union, there was no one to repair the pipe.
In 1994, the Izmailovskoye Joint -Stock Company found on the basis of the local state farm found a way out - people began to deliver water on a tractor. They took her right behind the gardens, from Omi. Om - a river with a hive bottom, and muddy, brown, water. However, the inhabitants adapted not only the gardens to water it, but also to drink.
- She, of course, gave it to diesel fuel, but nothing. They were defended, boiled, ”says local resident Anatoly Gusev.

Everyone was waiting for a normal water supply in Petrovka, but the wait was dragged on. Izmailovskoye during this time survived two bankruptcies and the change of owners. For several years, new investors spoke about the inappropriateness of the cost of breaking water to the population, and in 2016, the head of Izmailovskoye LLC , the head of the Sorochinsky rural settlement, turned to the head of the Sorochinsky rural settlement and warned that from the spring of 2017 he would cease to provide this service.
“He provided me with information: the costs of the enterprise for eight months amounted to about 160–180 thousand (this is the salary of a tractor driver, diesel fuel), and only 30 thousand were compensated for payments,” says Komissarov.

Since April 2017, a new "water regime" was introduced in Petrovka. Three times a week, unless, of course, there is no force majeure, a car with drinking water from a neighboring resurrection comes to the village. The cost of a liter is 27 kopecks. The communal economy of the Kalachinsky district was ready to bring technical water, but there were no people who wanted to buy it. Residents considered that 42 kopecks per liter of water for washing and watering are expensive. Now they are spinning who can: if there is a transport or horses, they continue to take water from Omi, if not, they build drives for rainwater. 20 of 96 houses were able to allow the most comfortable option - wells, putting 35–40 thousand in their drilling. But the water from the wells contains a lot of mineral salts.
“Of course, it is possible to water it, but over time the earth is not very good, salt acts on it,” explains the resident of Petrovka Elizaveta Sorochev . “But we do this water.” When washing, however, the powder leaves a lot.

- We have no wells, we carry it from relatives. We eat cattle. But she tastes so unpleasant that cows and bulls refused her for a week. Then they got accustomed with difficulty, ”says Tatyana Bykova .
"Little villages from the budget falls almost nothing"
Both burned houses are in the neighborhood, although in one fire happened on December five, and in the other - the eighth.
“The first to burn our nearby neighbors,” Tatyana Bykova restores the chronology of events. - When we noticed a fire, it was already useless to extinguish there. We lived dysfunctional in that house. We fought with them: "You will finish ..." So we got. We were just lucky that the flame did not spread to us.
According to Tatyana, the tenants were saved, knocking out the windows, but where they are now, she does not know.
Previously, before each election they came to us and promised to resolve the issue of water. And in recent years they have ceased to promise
“And then the wiring in the house of Vitaly Gusev, my husband’s brother, closed,” Tatyana continues. - It was on Saturday morning. We came running, began to throw snow, but it does not flood, but melts. The day before, on Friday, they did not bring water to us, although they should have been on schedule.
And fire brigades on that day on the village arrived with great delay. From the district center, you can get here across the river in 15 minutes, but now the bridge is closed for repairs, so all the transport, including fire engines, is traveling by a bypass road. It takes twice as long.
Vitaly's father, Anatoly Gusev , says that the roof, the veranda and the extension burned in the house. Now the Gusevs have been abandoned to restore the roof so that the family with two children could return to their housing as soon as possible.

- They promised to seem like helping, allocating fifty thousand from the region. But I don't know for sure. And to take a loan is not a reason. Take 50 thousand, give a hundred, ”says Anatoly.
Locals are sure: if there were no problems with water in the village, then the Gusev’s house, at least, would not have suffered so much.
- Previously, before each election they came to us and promised to resolve the issue of water. And in recent years they stopped promising. Almost nothing falls from the budget to small villages, ”Elizaveta Sorochyeva waves with his hand. - You have to keep flasks with water at home. It must be calculated so that it is enough until the next time. In the days of the transport, you sit at home, like attached. But our authorities make fun of our authorities: you see, they are illiterately written.
Alexey Komissarov believes that the problem with water is systemic:
- We have this: if you want to participate in the regional or federal program, make a project. But the project for Petrovka costs three million, and the budget of the entire Sorochinsky rural settlement - and these are five settlements - only eight million. We never had money for this project and will not be.

Komissarov says that other villages of settlements live in similar conditions. For example, in Izmailovka, according to him, there were never water in general, but the inhabitants somehow adapted. Two wells dug - good, clean water there lies shallowly, made an artificial foundation pit.
“And in Petrovka they live unfriendly,” commissars complains. - I offered them repeatedly: let's conduct at least summer water supply. There are not such large costs - about eight thousand from the yard. But they could not organize. Like, why should I pay for my neighbor? People are used to counting on the fact that someone will do everything for them. And it does not happen.
Elizabeth Sorochyeva has a different version:
- Yes, the summer water supply was offered to us. We collected signatures of those who agree, and gave it to the village council. Everything stopped on this. And we report, of course, beautifully: the water supply is established, the supply of drinking water is organized.
Hope for God yes
You can hardly meet rich houses in Petrovka. But there are many abandoned buildings, whose owners either died or left.
“The village is overgrown with Buryan,” commissars complains. - We try to frighten every year, but it does not always work out. Less less residents are engaged in farming. In 2017, 44 cows kept in Petrovka, and this is only 23. Why they don’t want, I don’t understand. Today, at the level of the region and the region, there is financial support for the acquisition of cattle, subsidies for milk. Maybe there are not enough sales markets?

Alexey Komissarov himself is an economic person: he has two cows, three calves, rams, rabbits, chickens.
- This year there were 50 acres of potatoes. I darkened in the garden when I dug it, ”Komissarov laughs. - I say to my population: there is no need to hope for anyone, except for themselves.
Pensioner Svetlana Nikolaevna and I would be glad to grow vegetables, but everything rests again with water.
- I figured in the spring that if I buy technical water for watering the garden, I will leave more than 12 thousand. So I will buy 12 thousand in the store everything I need: both carrots and beets. But I want to grow it myself, ”Svetlana Nikolaevna admits. - At my age, it's time - to dig on the beds.
The president would know ...
- In Petrovka in the summer it is so beautiful! - Smiles Anatoly Gusev. - If not for water, the whole earth would have long been bought under cottages and cottages! And without water there is nothing to do here. This is we, indigenous, were born and live here. But many have nowhere to run, even if they wanted. It is unrealistic to sell the house in Petrovka. Only if one of his own decides. And if they buy housing, then, as a rule, for maternity capital.

-Officials have water. And they don't care about us. If this story came directly to Putin himself, then something would have moved, ”Sorochieva believes. - There are examples when information about problems in the outback came to him, and he helped to solve them.
Anatoly Solovyanov works on a farm by a cattle. He is 33 years old, he brings up four children and never even thought about going somewhere from his native village.
- What to do in the city? He sincerely perplexed. - Here you yourself live, no growth of payments for housing and communal services, no gasket. If the prices in the store had not yet been lifted, they spent water and opened up a kind of kind of ... And so it is good to live in our village. Work, if desired, can be found here. And the parasites will remain unemployed in the city. Our salary depends on the reception: it happens that we get less than 15 thousand, and another time it comes to 20.
Every evening Anatoly is sure to watch the news.
“Our president is normal, he raised the country,” Solovyanov believes. - But the villages are given little attention. Maybe the president wants more, but those whom he sends to places to be responsible for the development of the village is more stealing than they develop. And it is difficult for him to keep track of everything at once.
In December, in one of the Omsk publics on the social network of VK, a native of Petrovka Nikolai Vyadenko appeared - about the recent houses that had nothing to stew.

Alexey Komissarov confirms that the Kalachinsky district agreed to give money for the design of the water supply. Then Petrovka will take part in the selection in the regional program "Sustainable development of rural territories". But, according to Komissarov, there are no guarantees that she will get there.
