The incident occurred in October 2018. As police established, the student was crossing the road and hit the side of the car tangentially. He did not receive serious injuries; the official decided not to report the incident to the police.
As Ura.ru writes , first a protocol was drawn up against Likhanov under Article 12.24. Code of Administrative Offenses (violation of traffic rules resulting in minor or moderate harm to the health of the victim). However, a forensic examination determined that the injuries did not cause harm to the student’s health, which is why this administrative case was discontinued.
At the same time, two more protocols were drawn up against Likhanov - under articles 12.27 (failure by the driver to fulfill the duties prescribed by the traffic rules) and 12.18 of the Code of Administrative Offenses (failure to provide priority in traffic to pedestrians or other road users). According to them, he was fined. The first composition involves a fine of one thousand rubles, and the second - from 1.5 to 2.5 thousand.
“Only out of respect for the traffic police officers, I pleaded guilty to violating traffic rules and paid a fine. But there was no violation on my part. And if your publication had not written about this, then nothing would have happened at all,” the official told Ura.ru.
In a conversation with TASS, Likhanov added that he met with the student’s parents. According to him, the child “he himself apologized to him, because he believes that he himself is to blame.”
