Due to violations in the Amur colony, where Tsepovyaz is imprisoned, another criminal case was opened

In the Amur Region, another case was opened under Part 1 of Article 286 of the Criminal Code (excess of authority) due to violations in IK-3, where Vyacheslav Tsepovyaz, a member of the Tsapki gang, was serving his sentence, according to the website of the Prosecutor General’s Office.

During an inspection in the colony, the prosecutor's office found that FSIN employees accepted gifts, including beehives, which the convicts then used in their apiary.

In addition, the department reported, the colony administration helped convicts arrange additional visits with relatives, but these meetings were not recorded in the convicts’ visit records and personal files.

The first criminal case of abuse of power in the Amur IK-3 was opened in November 2018. According to investigators, from January 2015 to February 2018, unidentified colony employees created privileged conditions for Tsepovyaz to serve his sentence.

This case was opened after a photograph appeared online showing Vyacheslav Tsepovyaz in a colony with crabs and shish kebab. The regional department of the Federal Penitentiary Service confirmed that the photo was genuine and insisted that it was taken in 2015.

Later, a video appeared where Tsepovyaz was sitting with other convicts in a room with upholstered furniture. The Federal Penitentiary Service claims that the recording was made during the same period as the photograph, and the prisoners are in a “psychological relief room.”
