Residents of houses built for orphans in the Buryat village of Sotnikovo complain about the cracks in the walls, mold on the ceilings and walls and crumbling stoves.

In Sotnikovo, 62 houses with 254 apartments for orphans were built. The examination appointed by the court showed that the houses are unsuitable for living: so, at home, according to the documents built from aerated concrete, they found themselves from foam concrete. Only in two areas out of six, the construction of orphans was recognized as high -quality houses: the ONF raid revealed the unsatisfactory quality of construction in the Baikal, Ivolginsky, Kizzhinginsky and Kyakhtinsky districts. About a third of the orphans from these houses moved away, the rest-nowhere. At the same time, complaints to the relevant ministries and the government of the republic, according to residents, led to the fact that the employees of the developer called neighbors who did not have time to complain, with a request to give a positive feedback.

According to the residents of the "new buildings", the children begin to get sick in these houses without going outside: in addition to the cracks, there are no ventilation in the houses. “You drown the stove, but there’s no sense. Everything is cracking, everything is running from the windowsill. When we wrote out, we removed the mold right away, but it starts to appear again. From the beginning of winter, three firewood cars bought,” said a resident of Sotnikova Victoria Chernetskaya.

The Deputy Minister of Construction of Buryatia Sergei Rybalchenko and the head of the construction company Sergey Domshoev was detained at the end of last year. Both are suspected of large fraud in the construction of houses for orphans. So, a case of fraud, "committed on an especially large scale and entailed the deprivation of the right of a citizen to housing," was brought to the head of the construction company. According to the investigation, he stole from the budget over 195 million rubles. The official is accused of acceptance of houses built by this entrepreneur initially unsuitable for living.

In 2015, the Ministry of Construction of Buryatia as part of the state program planned the purchase of housing in the village of Sotnikovo in the Ivolginsky district of Buryatia for "the formation of a specialized housing fund for orphans and children left without parental care." For the theft of money allocated to orphans from the budget, Domshoev, according to the investigation, registered several acquaintances as an individual entrepreneur, and then participated with them in tenders, eventually concluding state contracts with the Ministry of Construction for the construction of 254 houses with a total value of 195 million rubles. After Domshoev, he organized a construction site from cheap building materials with rude retreat from norms and rules and without construction control.

Due to intentional violations in the houses there were critical defects, it was impossible to live in them. Despite this, the entrepreneur handed over to the customer at home, built, according to investigators, only for the appearance of the state contract. Officials of the Ministry of Construction of Buryatia, despite the obvious defects of housing, signed the acts of their reception - to the accounts of Domshoyev and his accomplices transferred the entire amount of the state contract.

In December, the chairman of the Investigative Committee of Russia, Alexander Bastrykin, handed over the materials of the criminal case on the fraud of officials and entrepreneurs in the construction of housing for orphans to the central apparatus of the investigation of Russia, believing that the Buryat investigators will conduct a biased investigation.
