After that, part of the remaining labor migrants without quotas refused to disperse. They were again dispersed by the police, several migrants were detained.

- They sell here for 40 thousand quotas. The FMS sells through intermediaries, ”a citizen of Uzbekistan is indignant, who asks not to call her name. - Last year it was the same. Who paid, he received a quota. The rest at 11 o’clock said: all, diverging. But then people still received a quota for money. They sell quotas, but no one can prove it. You need to shoot a video on a small camera, they should make a setup. Of my friends, many received quotas through the purchase. Today, some go to the migration center, but riot police are displaying them. Why torment people like that?
- Last year it was even worse. Almost two thousand people gathered, the strong crush began. They hit me twice, ”says an elderly man from Azerbaijan. - This year I even stood before entering the migration, but again drove off. They didn’t beat, they just drove off. At least two days, at least three days here, riot police mix everyone. There is not even sense to do the list. Last year, someone tried-useless. This time the people probably the same, and the number of quotas was reduced. Moreover, 300 of them were immediately given to students, and 500 on everyone else. Of course, with such numbers there will be a crush.
To persuade migrants to openly talk about how they receive RVP every year is a difficult task. For the most part, these people are afraid to talk about their problems with journalists.

A 20-year-old student said that she was sitting in line at the migration center all night, managed to hand over documents, but found a crush and arrival of the police. She also asks not to mention her name, explaining this by the fact that “I am terribly afraid”, “is not ready to voice it”, “for such words they may not give out anything anymore” and “there have been different cases ...” The young guy who came to Russia to earn money says that “some profit from excitement”, selling places in line for a migration center for a thousand rubles. He is also afraid to name his name.

Fear is a permanent companion of labor migrants in Russia. The feeling of their lawlessness makes them be extremely acute. Even innocent information about the amounts spent on paperwork (1600 rubles - state duty, 4300 - an exam for knowledge of the Russian language, 2500 - medical certificates, photographs, photocopies of documents), they keep as a military secret and are afraid to voice it to journalists.
“You understand, we really need to work in Russia, but if our names are somewhere lust out, we can threaten this with very bad consequences,” they repeat about the same text.

Those who have already submitted documents for RVP and are now waiting for a quota, they say that “they are afraid of the FSB”; Those who did not get the quotas are sure that after the interview they will not be able to count on a successful outcome, neither this nor next year. As a result, not many people do not anonymously agree to “speak under the recording”.

-I myself was born in Russia, my parents came here to study back in the 80s from Bukhara (Uzbekistan). In Tomsk, the father has a family business - a construction company where we invite our fellow countrymen to work. However, RVP (temporary residence permit) is not necessary for everyone. Some come to seasonal earnings, and at this time there is enough patent. But if someone lives and works constantly, then a quota is needed.
This year, my friend was in line before the migration. According to him, he stood in line from the early morning, was one of the first, but for some reason the police began to push him back and hit him with a stamp. Then he took him for the building. And then the whole queue broke up. It is clear that specifically this person did not receive any quota.
I am often asked why foreigners from Uzbekistan, Tajikistan and other countries go to Russia? Is there really no work there? I will say this: I go home to visit and see that people work there, but they only have enough for food. And if you want something more: play a wedding, buy a car, build a house, help your family with money-go to work. If they had good at home, I am sure that they would not go here. They are simply forced. For a month, a good worker at a construction site in Tomsk can receive an average of $ 800-1000. So count! - says Zakhriddin.

- I was born and lived in Kazakhstan. Before graduation, the question arose of the future. There were two ways of development in the hometown: either go to work on the railway, or trade in the market. But here you need a commercial flair and the competition is huge. For myself, I decided that I would continue education in Russia, and went to study in Tomsk. He received the first temporary registration in the hostel. Registration was valid for the entire period of training, however, when crossing the border of the Russian Federation, it had to be done again. The first three courses the question of the further future did not bother me, therefore, the presence of temporary registration soothed. True, there was an attempt to submit documents for RVP, but she was unsuccessful. Although I have collected all the certificates, but I had to defend the turn within a few days and I could not do it.
In the last courses, I got married and decided for myself that I would not return to Kazakhstan. I understood that when I was in the Russian Federation without registration, at first I was facing a fine, and then deportation, and in the end I found a way out. Not the best, but the only one at that time: I bought registration from a man who, as I understand it, earned it well, Oleg admits.
According to the law, a temporary residence permit is necessary for everyone who studies or works in the region. Each year, migrants of migrants take place in the migration centers of many cities. This is a systemic problem, says Svetlana Gannushkina, the head of the Civil Assistance Committee. In her opinion, the situation was aggravated after the migration service went into the head of the Ministry of the Interior in 2016.
- The Ministry of the Interior was transferred to functions that are completely inherent in them. The structure of the migration service has changed, qualified personnel left it, new people came in uniform. Now it turns out that the ministry, which should monitor the order, cannot organize order in its own bodies, ”says Svetlana Gannushkina . - Our Ministry of Internal Affairs is a repressive ministry, which is aimed at punishing, and not to help. Migrants come to them as petitioners, and this is not the petitioners, but the labor force for which there is competition around the world. If we talk about foreign students, we are interested in studying in Russia. In order for these educated young people to work for our state (if they decide to stay) or were the source of the spread of our culture (if they leave after studying). This is a matter of internal policy that should not deal with the Ministry of Internal Affairs.

Thousands of labor migrants live and work in Tomsk today. These are mainly immigrants from the former republics of Central Asia. Many migrants work at construction sites, in the service sector, have their own small business. In addition, there are many foreign students in Tomsk. This is a university city. Only students from Uzbekistan are about 2000 here. Therefore, the quota to the Tomsk region is considered in diasporas, more it is necessary to distinguish more than many other regions. But this does not happen. Over the past five years, the quota on the RVP for the Tomsk region has declined three times. In 2014, 3050 permits were issued, 2600 for the next year, and in 2016, 1,500 people received RVP. In 2017 and 2018, only 1 thousand quotas were allocated for the region. And this year only 800.
Temporary residence quotas are reduced not only in the Tomsk region, but throughout the country. So, labor migrants and students from the former Union republics will still choke in lines at the migration centers and be afraid of the police arrival.
