
Nationalists are smaller, but modernized
The political activity of nationalists in Russia in 2018 was minimized, the report said in the report of Vera Alperovich, an expert on Owls. The information and analytical center considered that the “Russian March” is the main action of the nationalists-beat the “next anti-record of the number”. In Moscow, on a march in Lublin, during the preparation of which the two organizations of nationalists - the Nation and Freedom Committee (KNS) and the Right Bloc - once again quarreled and eventually filed applications to the city hall for different routes, about a hundred people came. The march managed to coordinate only the KNS. In a parallel action on the October field, 320 people participated - which is also far from the maximum number of representatives of nationalist movements at the start of the “Russian marches”. Its applicants were activists of “Great Russia” Sergey Smirnov and Nikolai Tishin, representatives of the movement “For the nationalization and deprivation of the country's strategic resources” Vladimir Filin and Sergey Evstifyev, the head of the institution of high communitarianism, Kirill Myamlin, as well as the head of the support fund of Russian political prisoners Elena Rokhlin.
The author of the report “Owls” noted the narrow geography of the “Russian march”. Last year, they, in addition to Moscow, took place in eight Russian cities, and every year the number of people wishing to participate in the processions of the Russian regions is only declining.
At the same time, more than 30 people came to any regional “Russian march”.
“Owl” believes that the ultra-rights have significantly lost their influence due to pressure from the police and the low resource base-the new “adherents” does not appear. In addition, a number of nationalists in front of the “Russian march” in Lublin are regularly delayed, and particularly radical posters are not allowed for the action - the propaganda of the ultra -right ones, thus, works weakly.
The Owl expert, however, notes that in the ultra -right political movement, despite the decline, new projects and groups arise. Many of them, according to the compilers of the report, are not successful, but this still speaks of attempts to evolution in the new conditions. The report mentions attempts by the ultra -right to participate in general -opposition political actions. The attempts are unsuccessful, since there were very few nationalists at such events.
“A lot of various kinds of conferences, video broadcasts, blogging and other things that are much more safe than street activity, but by political activism, can also not be called on the ultra -right. She also mentioned the emergence of political streams among the nationalists and expressed the opinion that they borrowed this format from Alexei Navalny.
Beat, beat, they will beat
The second report provides statistics on “crimes of hatred” in 2018. This term is understood to mean criminal crimes committed based on ethnic, religious and similar hostility or prejudices. The “ova” noted a decrease in the number of racist and neo -Nazi motivated attacks in 2018. But not everything is so simple.
“Our numbers give a very weak idea of reality, this is such a drop in the sea, because collecting information about such crimes is becoming more and more difficult. Firstly, the media are extremely rarely written about this or crimes are described in such a way that it is almost impossible to understand that this crime is almost impossible, ”says the author of the report Natalia Yudina.
She noted that the victims themselves rarely appeal to public organizations and the media, and even less often to the police.
“Ethnic strangers” is the main group, the representatives of which, according to the “Owls”, attacks, although the number of such crimes has decreased compared to 2017. Then the center reported 28 such victims, in 2018 it became known about 20 attacks. In particular, the report mentions the beating of a person under anti -Chinese cries.
In second place are the crimes of the ultra -right against political and ideological opponents. “Owl” notes growth for 2018: 14 beaten (though in 2017 - 3 dead, 9 beaten). The victims belong to this group, noted in the “ISO”, representatives of both politicized and other youth subcultures. In the report to the beaten in this group, including participants in various protests and the duty officers at the memorial Boris Nemtsov on the Big Moskvoretsky Bridge. In 2018, 4 such crimes were recorded in “ISO”, in 2017 - 6.
Attacks on LGBT (1 killed, 5 wounded and beaten in 2018, a year earlier - 11 wounded and beaten) fall into the category of “other attacks”. Attacks on the homeless also fall into this category. They learned about such crimes in the information and analytical center at the end of October last year, when two videos appeared on the Web, who shot the alleged neo-Nazis, calling themselves “orderlies”.
In the videos there are scenes of "killings and attacks for at least 15 people, mostly drunk or in a state of drug intoxication."
The report separately identified “crimes against property” - “damage to cemeteries, monuments, various cultural objects and generally various property”. Previously, the Owl called these crimes vandalism, but a year ago refused it, since this concept "not only in the Criminal Code, but in the language clearly does not describe all possible assassination attempts on property." In 2018, the center became aware of 34 such crimes on the basis of religious, ethnic or ideological hatred, a year earlier - 49. Among them, “Owl” called cases when unknown people painted graffiti on the monument in honor of the victory, on the grave of the philosopher Immanuel Kant, the defeats of the deceased American rapper XXXTENTACION, as well as The desecration of various temples.
The “ISO” reported that in recent years, hatred of hatred can be kept at a “relatively low level”, but they noted that there was no strong improvement. In many ways, this is because experts suggest that hatred crimes still do not become a public discussion.
