“From February 1, monthly cash payments for disabled people in Russia will index to the actual level of inflation. The most significant increase in disabled people of group I is more than 155 rubles. ”

This dry informational message slipped along the pages of officialdom and flew into the depths of the archive to be stored there in anticipation of a historian who will write a global work on how the Russian state at the beginning of the 21st century eaten.

Indeed, in the officialdom, this is somehow blurred, and the person who lives on a beggarly disabled pension and considers each ruble to know for sure. Well, please, that's for sure, there is no ruble there: more than 155 rubles mean 155 rubles 96 kopecks.

The disabled of the second group will have an increase in 111 rubles 38 kopecks. Children-disabled children will receive the same increase. And the third group in 2019 will receive an increase in 89 rubles 16 kopecks.

All these monthly increase people will be enough for people to buy a pack of oil or two packages of milk. Well, disabled people of the first group for their increase, even minced meat, bewitched (400 grams, for the promotion, at a discount).

And, fried cutlets in the old pan that they will say about this state, which removed the copper from their bottomless pocket and abandoned them?

All increase lie in the range of 1-2 euros. The state complains of 12 million 111 thousand disabled people and with a serious look reports this in its official publications. And children of these millions are 651 thousand.

There is a lot of money that has been separated from the country, existing for itself and in the name of the completely crazy goals of the state. They are enough for the war in Ukraine, which goes longer than the Great Patriotic War, for friendship with the butcher Assad, is enough to burn thousands of tons of aviation fuel, chasing bombers in Venezuela, enough for the Olympic Games and World Championships, there are also enough for 32 pairs of Swiss watches in the collection of applied whip. But here they are not on an increase for the disabled.

And if you start asking how it is, why they are not there, then with a boring, lean face, some official will scold the eternal song about the main thing: inflation ... Stagnation ... sanctions ... import substitution ... It is difficult for everyone ... We must suffer.

And tolerate. You will not see the demonstrations of the disabled on our streets, in front of which the strollers go, and behind them, knocking with crutches, all three groups follow. There are no such demonstrations in Russia, because it is scary to go out into the street with protest, because it is possible to lose 155 rubles 96 kopecks, because the state vindictively and will take revenge also because the disabled people are pushed into such a bottom and in such a darkness that how to get out of there?

Now, in winter, it is impossible for them to walk the streets. Try to walk along the street covered with icy bumps, on two crutches or on one. The crutch slides, every step is dangerous. Try to defeat three icy steps in a store on a crust, threatening to go on the ice so that you will crash and not collect the bones in the literal sense of the word? The city hall or even the government could oblige to cover all the steps with anti -slip material in winter, but they will never do this, because they never walk on these steps, and people who break their legs are indifferent.

118 966 disabled people and families with disabled children are registered as those in need of residential premises. This means low ceilings and raw walls, it means crowding, when children and parents sleep in the same room, which means kutsy square meters where it is difficult to take an extra step. And in these beggars, they hobble on the stilts to the window or knock on crutches on the children swollen linoleum.

In the depths of statistics, we will find the table “Assessment of our financial situation by households in their composition of disabled people.” Information in the table posted on the Rosstat website is only in 2014, but since then the country has become worse. So, 5.3% does not have enough money for food. This is 686 138 disabled people (in Russia in 2014 there were 12 million 946 thousand disabled people). Almost seven hundred thousand people with disabilities do not know where to get money for food, but this was not and is not a topic for a huge, swollen, self -breeding over Russia, pierced by secret passages, like a rat house.

It with its thick ass was sitting on the country, and wants to continue to sit. Fat fingers are unclenched, and a coin in one euro falls down. Hold it, disabled person.

But then the New Year passes, and weekdays come. Parents of children with disabilities in Moscow these days receive refusals for a free summer vacation for their children. The official paper sent to parents entitled "Notification of the Refusal of Services and Highlighting." We read on. “Preferential category of a child: children with disabilities, children with disabilities. The result of consideration of the application: refusal to provide recreation services and recovery due to the lack of quota for rest and recovery. ” And then in a miserable bureaucratic language there are four paragraphs, from which it follows that those disabled children who have already rested for the state account in 2016-2018 will now not receive a ticket for rest. Well, you, children with disabilities, somehow rest this time, go to the cinema in the summer, or something, or to the river with your mother. And we have nothing for you.

And all this insulting for 50,000 parents of disabled children, the uncultural Beliberda is sent on a form with a hat “Department of Culture of the City of Moscow”.

In response, the parents of disabled children write a petition in which they are humiliated to still provide their children with rest. They send the petition to various addresses, including the Channel One and Zhirinovsky. These addresses, like markers, indicate a complete misunderstanding by parents of what is happening to them, their children, all of us and the whole country. They do not know, do not understand, and do not even know that they should not humiliately ask the state, but they can demand, because the state owes them. It exists for this.

A penny increase, a beggarly pension, a refusal to rest - all these are separate problems, but there is one, the main one is for the accumulation of individual problems. This problem is called - the Russian state. The point is not that it is mistaken, the fact is that it is deeply painful. Maybe from birth, or maybe during the course of history, his internal program has broken. It waved in size, became a huge giant with riot police and armies, officials and the police, but his consciousness remained undeveloped and defective. The state does not understand the meaning of its own existence. It does not know that his only task, the only thing it is for is to make people be healthy, rich and have a decent life.
