Fire in the clinic

In Russian medicine, there is an organization specially created even with the sovereignty for the methodological support of the medical education system. Now it has been transformed, it has become even more important, called the GBOU DPO “All-Russian educational and scientific and methodical center for continuous medical and pharmaceutical education” and is subject to the Ministry of Health directly. The director of this institution meets and heads, develops professional standards for medical workers, members in the Council of Rectors of Medical and Pharmaceutical Higher Educational Institutions, in the editorial board of the journal Medical Education and University Science, and the Council for Professional qualifications in healthcare. Do you think this is a professor of medicine?

This is Nlya Vasilievna Zelenskaya, candidate of economic sciences (2000, “Survival of Russian enterprises in the transition economy”) and Doctor of Pedagogical Sciences (2008, “Pedagogical Concept for the Quality Management of Training of Officer Personnel”). The analysis of her candidate dissertation is available on the website of Dissernet [ 1 ] - it is half borrowed from the work of N. S. Shevchenko in 1999. The scientific director of the candidate was a prominent Russian economist Fedor Fedorovich Sterlikov, one of the Dissernet’s record holders in the number of applied customers [ 2 ].

The doctoral dissertation - formally pedagogical - probably served as the basis for the appointment of Neli Zelenskaya to the position with which she explains to the doctors and pharmacists how they should teach. In this opus, the director Zelenskaya wrote quite a few words. Almost everything is drawn from the three dissertations of 2000-2005, see the coloring of everything on the same website of Dissernet [ 3 ]. The quality of sources is not important for us now, I wonder how Dr. Zelenskaya worked with them. Borrowing the text page after page, she still cheated it. For example, in the source “ The study showed that its management technology can be characterized by the posts, where each stage is considered as a line of achievement of a new level of its effectiveness. At the same time, we are allocated by a completely deficated managerial cycle ... ”[4], and in Zelenskaya, on the contrary,“ the study showed that the technology for managing the quality of officer personnel can be described, where each stage is considered as a line of achievement of a new level of its effectiveness. At the same time, a completely deficated managerial cycle is distinguished ... ”(p. 273). Naturally, the results of the study included with the text and included in it. The Dr. Zelenskaya did his dissertation at St. Petersburg University of the State Fire Service of the Ministry of Emergencies. Perhaps that is why, copying other people's results in eight universities of the Ministry of Defense (as it was in the source - the dissertation of V. I. Marchenkov), she declares them with its results of the study “ in three universities of law enforcement agencies ”; Only now quantitative data remained the same.

Of course, if the dissertation itself is made by shameless copying, there can be no other traces of dexterous hands. On the Higher Attestation Committee, you can see the abstract of the dissertation of Zelenskaya, posted there on April 1 (SIC!) Of 2008. In an amazing way, this abstract is not indicated by a single article by Zelenskaya, instead of them the eleven first publications from the abstract of the doctoral dissertation of the major general of the police Andrei Anatolyevich Kochin, also, is also written off a little less than completely [ 5 ]. Between the title sheet of the supposedly abstract of Dr. Zelenskaya and the publications copied by General Kochin, there is a huge text of the dissertation, more than a million signs. It seems that he was posted on the site without reading. Who created this centaur on behalf of Nlya Vasilievna is a riddle.

Another abstract was handed over to the RSL, sent, as written on it, April 15, 2008. And there are already listed publications of Zelenskaya - departmental collections and theses of conferences. All published since 2004, when, apparently, Dr. Zelenskaya had the mentioned dissertations-sources for copying. If S.P. Ivanov is listed in an abstract from the RSB by the secretary of the dissoet, then in the VAK posted on the website, all A. A. Kochin.

Dr. Zelenskaya leads the GBOU DPO, subordinate to the Minister of Health, professor and prominent scientist Veronika Skvortsova, who, apparently, is seriously treated with medical education. It can be expected that the minister will not put up with the fact that the leading methodological organization of medical education is led by a strange lady with an economic-police past and a whole dissertation. However, even the Deputy Minister of Health Sergei Alexandrovich Kravoye dissertation, to put it mildly, is not accurate [ 6 ], so, unfortunately, the minister’s reaction is not obvious even with the most optimistic assumptions.
