Dagestan gas and a collapsed torture case. What is known about the rest of the detainees in the case of Senator Arashukov

The senator from Karachay-Cherkessia Rauf Arashukov was detained directly at a meeting of the Federation Council and on the same day was arrested on suspicion of organizing murders. At the same time, five more people were detained, which, according to investigators, entered the same criminal community as Arashukov. The UK suspects them of organizing a large -scale theft of gas in the North Caucasus. This is what is known about it.

• Igor Travinov - General Director of the Stavropol unit "Gazprom Interregiongaz"
• Nikolai Romanov - Deputy Travinov at the Stavropol branch of Gazprom Gas Distribution and the former general director of the Stavropol unit of Gazprom Mezhregiongaz.

Dagestan gas

The Investigative Committee said that he suspects all five detainees of gas emitting 30 billion rubles. The SK did not reveal a detailed scheme of theft, noting that the suspects purchased more gas for the regions of the North Caucasus than consumers needed, and then resold it for cash. The scheme was led by Raul Arashukov, the father of the arrested senator, according to the UK.

Kommersant quotes a decision on the searches with the suspects, from which it follows that the main part of the gas (worth about 27 billion rubles) was stolen in the territory of Dagestan. Three more billions were in Stavropol, and one on Karachay-Cherkessia. The investigation documents described the period of the emergence of gas dialing : from February 2007 to March 2016.

After the detention of the suspects, the Dagestan prosecutor’s office reported on work to investigate the theft of gas in 2018. There were searches at 960 facilities and instituted eight criminal cases against local leaders of distribution companies. Only one area found a debt of more than 400 million rubles. The prosecutor’s office emphasized that the inspections of the gas industry began with the advent of the new head of Dagestan Vladimir Vasiliev, in which local officials immediately began to detain.

The case against the center "E" and the intervention of Bastrykin

In the case of the murder of two people , in the organization of which Senator Rauf Arashukov suspects, only one of the detainees - Gusz Khashukaev previously appeared. In August 2018, he said that the employees of the ED Center for the Ministry of Internal Affairs in the North Caucasus District were taken to the forest and tortured him, demanding confession in the murder case.

Khashukaev turned to the Office of the IC for Karachay-Cherkessia. There they opened the case of abuse of powers against the deputy head of one of the departments of the Central Bank of the Central Executive Committee Rustam Zhiletezhev and put him on the wanted list.

But in November it turned out that the case was taken to the central (federal) apparatus of the UK. According to Rosbalt, this happened after the head of the UK, Alexander Bastrykin, took under personal control the investigation of the murder cases. The reason was the pickets of relatives of the dead, who believed that local investigators ignore the version of Arashukov's involvement.

Soon after this, the search for an employee of the CPE was declared illegal. According to the source of Rosbalt, this employee simply tried to interview Khashukaev in the murder case. An application for torture, notes the publication, could be submitted to interfere with the investigation.
