The average amount of mortgage loan last year also became record for Russia. It grew by 18 % and amounted to 2.4 million rubles. As indicated in the study of Equifax, the trend is characteristic of both regions and the capital. In the constituent entities of the Russian Federation, the average amount jumped by 14 % and amounted to 2.2 million rubles, and in Moscow-4.2 million rubles, which is more than 7 % more than 2017.
“The growth of the average amount in the regions has significantly accelerated in the last year - so for the period from 2014 to 2017, the average amount increased by only 12 %, and only in one 2018 - at once by 14 %. Such an increase leads to an increase in borrowers of borrowers and in the future can cause risk growth, ”the authors of the study warn.
According to Equifax experts, the volume of mortgage loans in the near future will be reduced, despite the unsatisfied demand of the population for real estate, especially in the regions. In parallel with this, the volumes of mortgage refinancing will fall - this indicator in previous years has not led to a significant growth of the portfolio. According to RIA Novosti, the volume of mortgage loans in 2017 increased by 38 %compared to 2016, and in 2018 compared with 2017 - by 48 %. At the same time, the growth of the portfolio volume was not so significant: in 2017 - 12 %, in 2018 - 9.5 %.

However, the head of the Central Bank warned the market participants against the formation of a mortgage bubble.

With all this, legislators are afraid that Russians may not be able to pay credit obligations. Therefore, they are preparing a bill on “mortgage holidays”, which can be submitted to the State Duma of the Russian Federation in the near future. This was announced in a conversation with RT by the chairman of the State Duma committee on the financial market Anatoly Aksakov. The document refers to the conditions of delay on monthly payments for mortgage holders in a difficult life situation.
“There is currently the text of the bill, agreed with the Central Bank and with me, there is a conciliation procedure with the Ministry of Finance and other interested institutions,” Aksakov said.
Earlier, the first deputy chairman of the Central Bank, Sergei Shvetsov, in an interview with RIA Novosti, explained the main provisions of the bill, according to which the total duration of the “vacation” cannot exceed a year, and at a time - no more than six months in a row.
“The basis for the provision of“ holidays ”we propose to consider the complete or partial loss of work. Banks today can track the movement of social contributions, contributions to the pension fund, taxation, that is, they have the opportunity to administer this situation, ”said Shvetsov.
In turn, the Deputy Minister of Finance Alexei Moiseev said that the department considers a good idea of providing a deferred mortgage. But he urged that the initiative should be carefully worked out in order to prevent the growth of loan rates.
We also recall that from January 31, the amendments to the Federal Law “On Credit Stories” entered into force in Russia, according to which any resident of the country can get its credit history and rating once a year for free. However, journalists found out that you still have to spend money on the service. The exception is the inhabitants of Moscow.
“To find out where the credit history is stored, you need to register on the Public Service portal and submit an application there to the Central Bank, which within a few hours will issue a list of organizations storing data about the borrower. Only they can find out your status. But only residents of Moscow can do this for free. On the hotline of the National Bureau of Credit Stories, they say that there are four ways to get information. The first is to send a certified telegram with the name, the date of birth, passport data, the current number of the mobile phone and the address of the actual residence. Within three days after receiving a telegram, a registered letter with a credit history will be sent to the applicant. The second is to write an application to the credit bureau and assure it from a notary public, and then send it to the Russian Post in NBKI. The answer will come in the same way. The third is to turn to the commercial partners of the NBKI, but for issuing a credit history they will take a commission.
