Recently, it is noticeable that a discussion of a substantial agenda has almost disappeared from a wide public field. Experts continue to discuss global issues in their circle, for example, at the World Economic Forum or in the UN committees. But only the echoes of these discussions fall into the general discourse. Although the World Economic Forum is an event that is quite open from a media point of view, the press mainly covers the most empty protocol performances from a substantial point of view, such as greetings to the forum participants from certain high -ranking persons. Materials of substantive events can be found on the forum website in Davos, but it is only visited by people who are already interested in this agenda.

The focus of attention of the main public political discussions and the main media of the whole world is so momentary that there is even a conspiracy the feeling that people are simply distracted from participation in the decision of the challenges that are facing humanity today.

I will give only a few examples:

Ecology - “climate/global warming change” is discussed instead of really urgent problems of cutting down forests and growth of household waste.

Migration - the EU migration policy and issues of integration of migrants in Europe are discussed instead of discussing the problem of a catastrophic demographic explosion in Africa. Although, according to data from the UN website, Africa is expected to grow by 500 million people by 2030, by 900 - by 2040, a doubling of the population, that is, an increase in 1300 million people - by 2050. This increase, according to experts, will amount to more than half of the world growth of the population.

Economics - problems of economic growth are endlessly discussed, despite the fact that, starting from the average level of income of the population, economic growth loses a direct correlation with the quality of life. For many years, economists have been working on criteria for measuring the quality of life not related to GDP.

Corruption is advanced as a key problem in most countries of the world, while the main social model of the modern global world is a financial oligarchy, in which corruption is one of the key social mechanisms; It can only be about the separation of "good" and "bad" corruption.

In the field of technology, such “important” topics as the output of the new model of a smartphone are most loudly discussed. Although we are no longer even on the threshold, but in the very heart of the “fourth industrial revolution”, which poses before us truly serious, completely new issues. Over the past 30 years, personal computers, mobile communications and the Internet have transformed the world, but in the next 20 years we have been waiting for even more radical changes. Already in fact, there is the possibility of replacing people-drivers by robot cars. Robotization technologies already exist, today restrictions on their implementation are to a much greater extent in the ethical-legal plane than in the engineering and technical.

The question of the procedure for the actions of the driver of the driver in the event that a person runs out onto the road in the wrong place, it is much more difficult to solve than to teach the machine to use road markings. It is difficult to formalize the mechanism, according to which the control machine makes a decision whether to bring down the run -out or turn the car into the chipper. On the one hand, it will be difficult for car manufacturers to sell cars, about which it is known that they are quite easily made by the decision to kill the passenger. On the other hand, if you do not allow the robot to turn into the chipper for the robot, it may well happen that a car with one passenger will kill a family with three children. It is time to transfer three laws of robotics from science fiction to the legislation of all countries.

A direct consequence of the replacement of people with robots is unemployment. According to experts, a loss of 50% of existing jobs in the next 25-30 years is expected. In direct connection with this, there is a discussion in the expert and political circles about the unconditional basic income. The issue of social rating is also connected with the debates about the unconditional basic income. Social differentiation in the introduction of basic income will not occur on a property, but by position in the system of social ratings. For example, there will be restaurants/hotels in which only people with the highest rating will be allowed.

It should be noted that the banking system has already been rebuilt so that the social rating system could be introduced. Since 2009, legislation in the banking sector has gradually passed from a notification form to permits. If earlier the bank simply carried out legislatively permitted customer operations in the absence of court prohibitions, now banks have legal opportunities (and even directly obliged) to ban any client’s operation with its absolutely legal means if they consider this operation suspicious. At the same time, a sufficiently subjective opinion: “one of the employees seems suspicious” is a sufficient legal basis for blocking funds or to refuse the operation.

While humanity faces such serious global challenges, large American media are discussing the wall on the border with Mexico. The main topic for the British media remains Brexit, in France they discuss the performances of yellow vests. In the rest of Europe, the distribution of several tens of thousands of migrants. We have a truly living discussion is the topic of teninization, although Stalin died more than sixty years ago. At the same time, no one hides real problems - they are actively discussed, many materials are available on the Internet - they just do not fall on the first stripes and screens, do not appear in the top news.

Neither the issues of the legal field for artificial intelligence, nor ethical issues related to the development of genetics, nor loosening the problem of mass unemployment in us in large media outlets. If we will not return the discussion about the global challenges facing humanity in the public field, these issues will be resolved in the backstage, without our participation.
