According to the department, it should not be entrusted to consumers, but for service providers. During the year, it is planned to make amendments to the legislation, according to which residents will only have to provide access to intra -house meters for specialists of the resource supply or management company.

The head of the Russian Gazeta, the head of the Federal Agency for Technical Regulation and Metrology, Alexei Abramov, announced in an interview with verbal service. According to him, the bill, which is planned to be submitted to the State Duma, will affect water, heat and gas. Changes are prepared in conjunction with the Ministry of Industry and Trade, the Ministry of Construction and the Ministry of Economic Development and are designed to correct the existing state of things.

“Now the situation with household meters is turned inside out. It is as if you had an obligation to come to the market with your scales, and even listen to the seller’s requirements so that your scales were found, ”Abramov gave an example.

Earlier in Russia, the law on intellectual electricity accounting was adopted, according to which new counters should check guaranteeing suppliers or electric grid companies. This norm will operate from July 1, 2020. The main advantage of “smart meters” is a remote relief in which information about the consumption of resources will automatically go to data collection centers. This will close the possibility for various manipulations by the apartment owners - twisting, installation of magnets, films, turning in the opposite direction, etc.

In addition, the innovation can expand the choice of tariffs. “Since if you now want to switch from a single tariff, for example, to the“ Day-Near ”tariff, then most likely you will have to buy a new counter. I believe that after some time, resource -supplying companies will significantly expand the tariff menu, including based on the volume of power consumed, ” said Vyacheslav Kravchenko, Deputy Minister of Energy of the Russian Federation.

According to Rosstandart, the same decisions as according to electric meters must be made sequentially in all areas of communal resources: water, gas and heat.

By March 1, on behalf of the Deputy Prime Minister Dmitry Kozak, the Ministry of Economy, the Ministry of Economy and the Federal Antimonopoly Service must prepare proposals for the introduction of “smart” meters for central gas supply, they can cost Russians almost 130 billion rubles.

An experiment on the transfer of powers related to the verification of hot and cold water meters, the management companies were carried out in 2017. Then it was announced that in the event of a positive result, the verification of the meters would become optional for all owners of apartments since 2018, but this did not happen. The head of Rosstandart explains this by the fact that the inhabitants of apartment buildings are not yet ready to self -organize and apply for this format of service.

“So, state decisions are needed here, especially since it will be difficult to establish such interaction without the participation of resource -supplying organizations. By the way, such an approach would be beneficial to them, because it is a matter of savings, ”concluded Alexei Abramov. The specific mechanisms of redistribution of functions for verification of meters will still be discussed by Rosstandart in cooperation with other structures.
