The head of Avtodor left his post

According to some reports, this is due to delays in the construction of the Central Ring Road.
His first deputy, Vyacheslav Petushenko, was appointed to replace Sergei Kelbakh. Previously, he oversaw technical policy at the company. The corresponding order was signed by Prime Minister Dmitry Medvedev. As stated on the website of the Cabinet of Ministers, Kelbakh was relieved of his post as chairman of the board “at his request.”
The Vedomosti newspaper wrote back in the fall that the head of Russian Highways would resign in the near future. According to her sources, the decision was made a long time ago and Kelbakh wrote a statement of his own free will. Now, according to the publication, he will go to work at Russian Railways.
On February 1, RBC reported, citing sources, that Kelbach, who worked at the company for 10 years, could have left his position last summer. However, he then retained the post under the obligation to change the team and speed up the construction of the Central Ring Road in the Moscow region. He fulfilled the first condition, but failed to cope with the second. The deadline for the completion of the Central Ring Road was postponed from the end of the current year to 2020.

Under Kelbakh, Avtodor built and reconstructed a number of federal highways (for example, M4 Don and M3 Ukraine). The construction of the Central Ring Road also started under his leadership. The cost of the 500 km long road was estimated at 300 billion rubles, however, the deadline for the project was postponed more than once, and the cost grew.
