
Rostec for two years tore off the deadlines for the implementation of the program for the development of perinatal centers in Russia, according to the material of the Accounts Chamber.
Based on the results of the audit, the auditors came to the conclusion that the construction of centers, which was supposed to end in December 2016, as a result was completed only at the end of 2018. At the same time, the design of the design of new centers was shuffled four years later than the set deadline.
Now all 15 centers have been commissioned, the general contractor of which was Rostec. Of these, only five institutions were opened in a timely manner. The input terms for 10 perinatal centers are violated, six of which were entered only in 2018.
One of the reasons for such results in the Accounts Chamber is the low quality of design estimates. So, in Buryatia, more than 300 amendments had to be submitted to the documents.
In addition, auditors pay attention to the fact that Rostec concluded 99% of transactions with the only supplier, his subsidiary of RT-Sotsstroy LLC. In turn, the RT-Sotsstroy itself, which was a management company, has a share of transactions with a single supplier exceeds 95%.
The program for the construction of perinatal centers was approved in 2013. By 2016, 32 centers were to be built. For the construction of 15 centers, Rostec was responsible, which received more than 38 billion rubles for these purposes.
