The disputed territory is 72,700 hectares on the Ponya River, on the border with the regional reserve, in the southern part of the Lovozersky district, where SAMI and Komi-Izhemtsy live compactly. Since January 16, it has been leased for 30 years to the non -profit partnership “Basrk Hunting Club”, the founder of which is Orlov. The club was registered on the farm of Vvedensky Belgorod Region.

Orlov in these places is a frequent guest: according to local residents, the entrepreneur regularly comes hunting and allegedly has been caught for poaching, but there is no official evidence (protocols, for example). According to, again, local residents, all because Mr. Orlov accompanied the ranks of the Ministry of Natural Resources and hunting inspectorate every time.

Poaconiness is a scourge of these places. In the 90s, the populations of both wild and domestic northern deer were knocked out under the root: they were given almost to the poor population to be a begging.

As a result of the uncontrolled shooting, the home herd decreased from 76 to 55 thousand heads (out of 6 farms there are 2), a wild deer now at best several thousand. According to official figures - 6500, according to experts - much less. Now the western population of the wild northern deer in the regional Red Book, the eastern one is not, but a moratorium on hunting extends to it. In 2016, the shooting was allowed for a short time (the ministry was allegedly forgotten in time to submit documents for the extension of the ban) and even managed to issue 71 license, but after the media scandal the ban was resumed. And the then Minister of Ecology of the region Elvira Makarova was soon resigned, now the criminal case instituted against her is listening in court. Reindeer hunting is prohibited until July 2020. In the Ministry of Natural Resources, they say that after six months they will begin preparation of documents to extend the moratorium.

Another question is that, according to the Minister of Natural Resources of the region, Dmitry Ruusalep, for the entire region-and this is 150 thousand square kilometers-9 hunting inspectors (once there were more than fifty in the state). In essence, it is their reduction that is one of the prerequisites for the arrangement of private hunting farms, where numerous huntsmen will be on the staff. The fight against poachers is imperceptibly conveyed to hunters.

He who protects what has that. Moreover, both sides are satisfied: the state dumps the burden of obligations from the shoulders, while maintaining the face, and the hunters receive carte blanche.

According to Dmitry Kaska, the head of the regional Ministry of Natural Resources, the legislation requires that in the region at least 20% of hunting lands be assigned to specific owners. In the Murmansk region, there are only 8.2%so far.

- Orlov, according to his representative, plans to hire 25 huntsmen. On the territory of the hunting grounds, I think more than in an unguarded territory. If there is no hunting farm there, there will be poaching, it will be worse, ”Dmitry Ruusalem is convinced.

A person sitting opposite the minister does not share his beliefs and proves the second hour that, giving land to hunters, the state gives the good to an uncontrolled shooting. Andrei Reazvikh - the chairman of the Olenevod collective farm, these collective farm deer are grazing in the lands that have just gone into private hands. “I asked for many years: give you this land for rent, let's legalize everything,” says Reazvikh (confirming documents - at the disposal of the editorial office). - What did I hear in response? Reazvich insists that the land that attracted a large entrepreneur was allocated to him, let's say, not by chance. On January 10, two participants appeared for the competition, in addition to the Belgorod club, a certain LLC Lebyazhye (Murmansk Region) claimed to be on Earth. The founder of the latter is, according to the IFTS, the same Alexander Orlov. The representative of the “Lebyazhege” did not appear for the auction, the procedure was recognized as failed, as a result, the Basrk club received land without a competition - and at the starting price. 72 thousand ha - for 109 thousand rubles, or one and a half rubles per hectare. There is an annual fee for the use of biological resources - 105 thousand rubles. As for the rent for forest lands, it is completely ridiculous: 3.5 thousand rubles a year.

Dmitry Ruusalen convinces the opponent: the tenant is not entitled to repair any obstacles for grazing deer or visiting territories to local residents, as well as to beat the home deer. Yes, and wild, too - on him, I remind you, a moratorium. Andrei Reazvich insists: in practice, these guarantees will not work.

It recalls that a real hunt without a snowmobile in these places is impossible, and a snowmobile hunt is already poaching.

And people would not put an economy here, without planning to use snowmobiles - which means violating the law. That is, everything is obvious what beautiful promises come on.

The minister believes that the activities of the economy can always be checked - to conduct a raid. True, my question, what forces will be controlled, if the entire area of ​​9 inspectors will somehow hang. Reazvich, in turn, promises to purchase quadrocopterers - and fix everything that happens among the hunters. And to each person with a gun to put a person with a video camera.

In fact, although no one has canceled the presumption of innocence, the picture looks too naively in which the hunting estate is built in the middle of pastures, where hundreds of dealers are freely grazed-and hunters carefully step around, so that God forbid, do not disturb the animals protected by the owner’s right.

In addition to the “conflict of interests of business entities” there is a conflict with the interests of the indigenous people. Local, as the chairman of the Sami Heritage and Development Fund Andrei Danilov writes, never hunt these lands by virtue of traditions. And the point here is not only in the ways of migration.

It is in these places that pregnant female moose winters massively. The shooting of the moose is allowed - and just in the winter. The decision, which is adopted by law, will actually lead to a massacre.

“I don’t even go there on snowmobiles - only on deer so as not to disturb,” Reisvikh is getting excited.

“Yes, the ways of migration are passing here, but this is not the place of the hotel,” objects Dmitry Kask.

- There is no place of the hotel. There is a maternity hospital, ”Reisvikh insists. - I personally saw up to 170 sovereigns in this zone ( female moose. - TB ). Thick, on demolitions, they barely move, they are not like that from a gun, they can be cut with a knife, they will not run away. And you are there - hunters?

Letters of protest against the organization of the hunting farm for the Sami and Komi-Izhemian organizations were sent to the Office of the Supreme Commissar for Human Rights and the UN Lesser Commissioner, the Federation Council, the State Duma, the Prosecutor's Office, the regional authorized person for human rights. People, if they do not hear them, promise to go out on pickets.
